The latest General Product Safety Regulation (GPSR) issued by the European Union will officially come into effect on December 13, 2024. According to regulations, regardless of whether the goods have the CE mark, there must be a person located within the European Union as the contact person for the goods, also known as the EU responsible person. Starting from December 13, 2024, products without a designated EU representative will be subject to EU market blocking and EU order interception.
1、 What is GPSR?
GPSR is a regulation of the European Union aimed at ensuring the safety of products sold in the market. This regulation applies to all products, whether consumer products or service products, ensuring that they will not cause harm or harm to users under normal or foreseeable use.
2、 The impact of GPSR
GPSR has expanded the scope of European development. On July 16, 2021, the EU Commodity Safety Law's Market Regulation requires that all goods bearing the CE mark must have a person located within the EU as the contact person for the goods, who is the EU responsible person. - Animal by-products and derived products;
- Plant protection products (such as insecticides);
- Consumer's ride or travel equipment, provided that the equipment is directly operated by the service provider within the scope of transportation services provided to the consumer, rather than operated by the consumer themselves;
- Aircraft;
- Antique.
4、 What aspects does GPSR compliance include?
GPRS requires ensuring the safety of products when sold in the market, mainly including the following aspects:
Risk assessment: Conduct a comprehensive risk assessment of the product to identify potential safety hazards.
Compliance with safety standards: Ensuring that products comply with relevant safety standards and regulatory requirements.
Appropriate testing and validation: Conduct necessary product testing to ensure compliance with safety requirements. This may include laboratory testing and certification.
Product labels and instructions: Ensure that there are clear labels on the product, providing necessary usage instructions and safety warnings. Security warnings usually require multilingual attachment, and the language used to attach security information depends on the site opened by the seller on Amazon.
Eliminating non compliant products: If products that do not meet safety standards are found, necessary measures must be taken, such as recall or correction.
5、 How should sellers achieve compliance?
01. Please provide the EU representative for the products you sell.
The following individuals can become EU leaders:
① Manufacturer (if registered within the European Union);
② Importers registered within the European Union;
③ The authorized representative of a company registered within the European Union shall be designated in writing by the manufacturer or brand as the responsible person;
④ A delivery service provider registered within the European Union responsible for delivering goods.
02. Ensure that the product label includes the following information:
① Contact information of the EU responsible person (postal address and email address/URL);
② Warning and safety information (please use the language of the sales country/region);
③ Labels for product type, batch or serial number or other elements;
④ The postal address and email address/URL of the manufacturer and importer (if applicable), as well as the postal address or email address/URL of the single point of contact who can contact them (if different from the above address).
Q: Where to label?
This type of label can be affixed to the product, product packaging, product package, or accompanying documents. As long as consumers can see the safety information required by GPSR.

6、 Which platforms mandate GPSR?
Amazon
Starting from December 13, 2024, most non food products (including CE and non CE categories) sold by Amazon in the European Union and Northern Ireland are required to meet GPSR. To comply with this regulation, Amazon sellers are required to perform the following compliance actions before December 13, 2024:
Ensure that all products sold in the EU and Northern Ireland comply with existing labeling and traceability requirements.
Designate EU responsible persons for these products.
Label the product with the contact information of the responsible person, manufacturer, and importer (if applicable) on the product label.
Provide type, batch, or serial number information in the product label.
Provide safety information and warnings (if applicable) in the language of the country/region where the product is sold on the product label.
Display the responsible person information, manufacturer name, and detailed contact information for each product in the online product information.
Display product images and any other information required to identify this product in online product information.
Display warnings and safety information in the online list in the language of the sales country/region.
TEMU
The TEMU platform requires that from December 13, 2024, all goods sold to the European Union must declare European representative information and affix corresponding European representative labels. The platform will strengthen the verification of European agents, manufacturers, and other information required in GPSR starting from October 15, 2024. Products that lack relevant information, have inaccurate information, or do not meet requirements may not be able to be sold in the European Union.
AliExpress
GPSR will be applicable to most non food general consumer goods sold in the European Union. AliExpress is expected to implement front-end blocking and control measures for newly issued non compliant products starting in mid September, and intercept incoming goods with non compliant physical labels for half or full pallets; Starting from mid to late November, it is expected that all existing non compliant products will be gradually blocked and controlled. The blocking and control of all non compliant products will be completed by December 1st. Products that meet compliance requirements first will receive priority display and traffic support.
Alibaba International Station
Alibaba International merchants should promptly complete the entry and product association of the EU responsible person to ensure that the goods can be sold in the EU market normally. Goods that have not been associated with the EU responsible person will be subject to EU market blocking and EU order interception in accordance with regulatory requirements starting from December 13, 2024. Merchants need to enter relevant EU product responsible person information in the merchant backend and complete product association.
eBay
Starting from December 13, 2024, the eBay platform requires all products sold to the European Union and Northern Ireland to strictly comply with the GPSR regulations. The seller must include information such as the manufacturer's name and contact information, EU responsible person, product model/image/CE logo, as well as safety and compliance related information including warnings and safety information, logos, and product manuals. The product manuals must be in the local language.

Q: Can I fill in any EU representative information?
A: It's not possible. Attention, please ensure the validity of your EU representative information and contract, otherwise the product link will be removed due to the invalidity of the EU representative information. If there are any changes to your EU representative information (name, address, contact information, etc.), you should update it promptly in the seller's backend and on the product label.
Q: Last year, I registered my CE product with the EU responsible person. Can I ignore this step this year?
A: No, GPSR requires you to register an EU representative for all non food consumer goods, including CE products and non CE products.
Q: Is GPSR applicable to the United Kingdom (UK)?
A: The General Product Safety Regulation (GPSR) does not apply to England, Scotland, and Wales. However, according to the Northern Ireland Protocol, this regulation applies to Northern Ireland. Therefore, just like selling goods in the EU, you also need to meet the requirements for selling goods in Northern Ireland.
Q: If I change the information of the EU responsible person, do I need to update the product label synchronously?

Q: Can Amazon, AliExpress, and Temu tags be used interchangeably?
A: Can be used universally. The premise is that the same product on different platforms, for example, Amazon platform requires labels to have five requirements: ABCDEF, AliExpress requires ABDE, TEMU requires ABCEF, so sellers can print labels that meet the six requirements of ABCDEF for universal use.
