◉ Introduction to EN71-3
The EU toy safety standard EN71-3 imposes strict restrictions on 19 chemical elements in toy surface coatings, which can prevent children from ingesting heavy metals when chewing on toys, which will affect children's health.
◉ Scope of Control
(1) According to the EU Toy Safety Directive 2009/48/EC, the EN 71-3 toy safety standard applies to products designed or used for play by children under the age of 14, whether or not specifically for use.
(2) EN 71-3:2019 specifies the migration of aluminium, antimony, arsenic, barium, boron, cadmium, chromium(III), chromium(VI), cobalt, copper, lead, manganese, Requirements and test methods for 19 substances including mercury, nickel, selenium, strontium, tin, organotin, and zinc.
In the standard, materials are divided into the following three categories, and each material corresponds to different limit values:
Category I: dry, brittle, powdery or soft and malleable materials;
(1) Can leave traces or similar solid toy materials. Colored pencil leads, chalk, crayons
(2) Soft modeling materials, such as gypsum, clay
Category II: liquid or viscous materials;
(1) Liquid or similar liquid toy materials, finger paints, varnishes, inks, bubble water, etc.
(2) Solid glue
Category III: Scratchable material.
(1) Coatings, varnishes, inks, polymers and coatings of similar polymers.
(2) Paper and cardboard
(3) Natural or synthetic textiles
(4) Wood, leather, etc.
Notes: 1) Packaging materials are not included unless they are part of the toy or have play value in themselves.
2) Certain toys and toy parts which, by virtue of their accessibility, function, mass, size or other characteristics, when considering the normal and predictable behaviour of children, are Hazards caused by swallowing, this part of the toy is not covered by this standard.
