◉ Certification Introduction
The Vietnamese CR mark certification is a safety certification managed by the Vietnamese Bureau of Standards and Quality (STAMEQ). STAMEQ designates Vietnam Quality Certification Center QUACERT as the issuing agency to issue CR mark certificates, and designates Vietnam Quality Testing Center QUATEST to perform testing on electronic and electrical products.
CR certification is a mandatory product certification in Vietnam, aimed at ensuring that products comply with Vietnamese quality, safety, and technical standards. All electronic and electrical products within the scope of CR certification control must pass qualified tests including safety and EMC before entering the Vietnamese market, obtain a qualified assessment certificate issued by a third-party certification agency, and affix a qualified mark (CR mark).
◉ Certification Mark

The requirements of the technical regulations for the CR certification mark are as shown in the figure above, which should be affixed to the product or packaging and ensure that the pattern of the mark is clear and not easy to fall off.
QUACERT on the left is the name of the certification body, XXXX on the lower right is the number of the certificate, and YY is the last two digits of the certification year. The length and width of the CR logo should be the same, the color should be the same, and it should be in contrast with the background color.
◉ Mandatory product scope
The CR certification system for electronic appliances in Vietnam includes two aspects: mandatory safety certification and mandatory electromagnetic compatibility certification.

The voluntary implementation period is from April 1, 2025 to March 31, 2027. It is recommended that companies adapt to testing in advance, and it will be mandatory from April 1, 2027.

◉ CR authentication mode
There are two types of electronic and electrical safety certification modes in Vietnam, namely Mode 5 and Mode 7.
Mode 5: Suitable for products with stable production
Factory audit → Product laboratory testing → Obtaining certification, with a certificate validity period of 3 years.
Mode 7: Suitable for new products
Batch product safety certification → Obtain batch certification, with a certificate validity period of 3 years.
The electromagnetic compatibility certification mode for Vietnamese electronic appliances is applicable to Mode 1.
Mode 1
Product laboratory testing → Obtain EMC certification, valid for 3 years.
◉ Certification process
1. Confirm product category and applicable standards: Check whether the product is in the mandatory CR catalog and corresponding QCVN standards.
2. Prepare application documents: Vietnamese product manual and label design draft, circuit diagram, PCB layout diagram, key component list, factory ISO 9001 certificate (if available), existing test report (such as CE/FCC, some items can be reduced).
3. Localization testing execution: Send samples to accredited laboratories in Vietnam for testing.
4. Submit for review and factory inspection.
5. Issue certificates.
6. Register and paste labels.
◉ Precautions
1. Local testing is the biggest hurdle, and even with IEC reports, safety and EMC critical projects still need to be retested in accredited laboratories in Vietnam.
2. The label language is mandatory to use Vietnamese, and after approval, the product must be affixed with a CR mark (including certificate number) with a size of ≥ 5mm × 10mm.
3. Technical documents need to be bilingual in English/Vietnamese.
4. Foreign companies usually need to entrust Vietnamese importers or agents to submit applications to ensure the smooth progress of the certification process.
5. The frequency of market inspections has increased, and the maximum penalty for violating the CR logo is 100 million Vietnamese dong.
