◉ Certification Introduction
ANATEL certification is an essential part of selling telecommunications products in Brazil, and telecommunications products produced in Brazil or countries outside of Brazil must obtain ANATEL certification before entering the Brazilian market. Products certified by ANATEL must demonstrate compliance with Brazil's radio frequency regulations, electromagnetic compatibility (EMC), and electrical safety standards to ensure that the equipment does not interfere with public communication networks or harm user health.
ANATEL (Ag ê ncia Nacional de Telecomunica çõ es) is the regulatory agency for communication equipment in Brazil, which controls the entry of telecommunications and radio equipment into the Brazilian market. ANATEL certification consists of a registered ANATEL certificate and a conformity certificate issued by an OCD designated certification body. Before obtaining ANATEL formal recognition, the applicant must apply for a CoC product conformity statement (Certification of Conformity) from the Designated Certification Organization authorized by ANATEL, and prepare the corresponding documents through OCD before applying for ANATEL certification.
◉ Authentication mode
(1) TYPE 1 scheme: certification based on type testing. This mode does not require certificate maintenance (as in the previous certification method for Class III products, if there are no technical changes to the product, there is no need to renew the certificate);
(2) TYPE 4 scheme: certification based on regular product evaluation (regular certificate maintenance) and type testing according to the communication product reference list (such as the previous Type II certification operation method);
(3) TYPE 5 scheme: Type testing based on regular product evaluation (regular certificate maintenance) and certification of factory management system (as previously used for Class I products).
◉ Certification scope
In Brazil, devices that require ANATEL certification include but are not limited to:
- Equipped with remote control: electric toys, game controllers, projectors, remote control fans;
- Wireless transmission: robotic vacuum cleaners, mobile phones, tablets, smartwatches, equipment and instruments;
- Wave frequency bands: radio, walkie talkie, fiber optic;
- 5G/4G/3G category: mobile phones, car mounted MDVR devices, LCD screens, 5G routers, WIFI devices;
- Bluetooth category: Bluetooth earphones, Bluetooth speakers, cameras, facial recognition devices, car Bluetooth, wireless earphones, sports wristbands, Bluetooth selfie sticks.
Among them, all telecommunications products are divided into three categories, namely Class I equipment, Class II equipment, and Class III equipment:
Class I equipment: Telecommunications terminal equipment
A terminal device designed for public use to achieve the public benefit of telecommunications services.
5G/4G/3G/2G communication equipment: including base stations, mobile phones, public network data terminals, etc;
Mobile phone accessories: including batteries, chargers, wireless chargers, power banks, car chargers, etc.
Class II equipment: restricted radiation equipment
Products that do not meet the definition of Class I are intended for transmitting radio signals for transmission.
Bluetooth devices: including Bluetooth earphones, Bluetooth speakers, Bluetooth wristbands, etc;
Wi Fi devices: including wireless routers, wireless cameras, tablets, etc.
Class III equipment: Other wireless devices
Telecommunications products that do not belong to the above categories are classified as the third category, and their certification ensures the reliability and electromagnetic compatibility required by national legislation.
Fixed telecommunications terminal equipment: including fixed wired telephones, modems, set-top boxes, etc;
Fixed telecommunications connection equipment: including switches, routers, repeaters, hubs, etc;
Fixed telecommunications connection cables: including network cables, optical fibers, etc.
After certification, the product must bear the ANATEL logo and certification number (such as "ANATEL: XXXXX-YY-ZZZZZ") on the product or packaging.
◉ Certification process
1. Confirm authentication type
Select certification category based on product functionality: Equipment Certification or Technical Specification Conformity Declaration.
2. Prepare technical documents
1) Essential materials: Portuguese instruction manual, product technical specifications, circuit diagram, ISO 9001 certificate (required for some categories).
2) Test report: If there is already an FCC or CE certification report, the process can be accelerated.
3. Sample testing
Test content:
RF performance: frequency band compliance, transmission power, spectrum quality.
Electromagnetic compatibility (EMC): anti-interference ability and radiation limits.
Electrical safety: leakage current, insulation performance, temperature rise testing.
4. Submit application and review
Submitting materials through the Brazilian Certification Body (OCD), the ANATEL audit cycle typically ranges from 45 to 60 days, with variations depending on the product.
5. Certification and Identification
After certification, the product needs to be labeled with ANATEL logo and certification number, and indicated in the packaging and instructions.

1. How long is the validity period of the certification?
The validity period of Class I is 1 year; The validity period of Class II is 2 years, and the validity period of Class III is permanent. Generally, preparations for the annual audit should begin four months before the certificate expires.
2. Can Chinese factories directly hold certificates?
ANATEL requires the certificate holder to be a local Brazilian enterprise, and Chinese factories must act as the holder through importers or authorized agents.
3. Can we do module certification first and then reference the entire machine?
ANATEL allows module authentication before referencing the entire machine. ANATEL Letter No. 218/2022 of October 2022 further standardized this practice:
If the module is detachable and the whole machine is not primarily based on its RF function, only the module can be subject to mandatory certification; If the module is not detachable or the RF function is the main purpose of the whole machine, then the whole machine certification is still required.
