Starting from July 8, 2026, CPSC eFiling electronic declaration will be mandatory. All consumer goods regulated by CPSC must complete the electronic declaration (eFiling) of the Product Compliance Certificate (CPC Children's Product Certificate/GCC General Compliance Certificate) through the US Customs System ACE before the goods arrive at US Customs, which will be automatically verified by the customs system.
Starting from July 8, 2026, the US Consumer Product Safety Commission (CPSC) and the US Customs and Border Protection (CBP) will officially implement the eFiling Electronic Declaration Enforcement Order. All consumer goods regulated by CPSC must complete the electronic declaration (eFiling) of the Product Compliance Certificate (CPC Children's Product Certificate/GCC General Compliance Certificate) through the US Customs System ACE before the goods arrive at US Customs, which will be automatically verified by the customs system. Failure to declare in compliance or missing declaration data will face the risk of goods seizure, high fines, and even return.

CPSC: U.S. Consumer Product Safety Commission
CPSC is the abbreviation of the U.S. Consumer Product Safety Commission, which specializes in regulating the safety of various consumer products. It is responsible for formulating consumer product safety regulations, controlling the safety of imported products, and operating eFiling electronic declaration systems.
CPSC is a regulatory agency established by the US federal government, not a certification body. CPSC does not issue certificates or conduct testing, but rather formulates compliance rules.
The product has undergone CPSC certification, which actually means that the product falls within the scope of CPSC supervision and needs to complete testing and issue compliance report certificates in accordance with CPSC rules, in compliance with CPSC safety standards. The current CPSC certification process consists of two main steps: issuing a compliance certificate (GCC/CPC) and submitting an eFiling online electronic application.
CPC: Children's Product Certificate
Products for children aged 12 and under, applicable categories: toys, children's clothing, children's shoes, children's backpacks, baby beds, children's tableware, children's accessories, etc.
Compliance Rules for CPC Certificate of Children's Products:
The testing must be completed by a third-party laboratory officially recognized by CPSC, and the factory self-test report is invalid;
Certificates and testing reports are mandatory to use English and include 7 traceable core information items;
Print tracking labels, indicating the place of origin, production date, production batch, manufacturer or importer;
If there are substantial changes in product materials, components, production processes, standards, etc., a third-party retest is required and a new CPC certificate must be issued;
The highest level of control is implemented, with non compliant products directly seized, recalled, and fined.
GCC: General Conformity Certificate
General consumer goods for non children, applicable to categories such as household appliances, home furniture, adult clothing, mattresses, carpets, lighting fixtures, decorative jewelry, outdoor products, and storage bags and other CPSC regulated products.
General Consumer Goods GCC Certificate Compliance Rules:
There is no mandatory requirement for CPSC accredited laboratories, and companies can issue reports through third-party testing or internal reasonable testing plans;
Certificates and reports are mandatory to use English;
Material, process, standards, etc. have undergone substantial changes and require retesting and updating of GCC certificate。
eFiling: Electronic filing of certificates, mandatory requirement
CPSC Electronic Filing (eFiling) requires all regulated consumer goods to complete electronic filing of GCC/CPC certificates of conformity before the goods arrive at US Customs, replacing traditional paper submission methods with electronic filing, starting from July 8, 2026.
All imported consumer goods regulated by CPSC, regardless of value or order size, require electronic declaration by CPSC.
Conventional imported goods: fully mandatory on July 8, 2026;
Goods imported into the US Free Trade Zone (FTZ): Mandatory declaration on January 8, 2027.
CPSC Electronic Filing Compliance Process

Confirm whether the product is regulated by CPSC
Check the list of products regulated by the U.S. CPSC; if the product is within the regulated scope, a CPSC electronic declaration is required.

Product submission for inspection, issuance of test report
The product is sent to Jia Yu Testing (a CPSC-accredited laboratory) for testing and a compliance test report is issued

Children's products → issue CPC certificate
General consumer goods → issue GCC certificate

Confirm the 7 data items required for electronic declaration
Product ID: The unique identification code for a product, which can include GTIN, SKU, model, serial number, registration code, etc.
Citation Codes: It is necessary to list the codes of every CPSC safety standard/rule/prohibition that the entire product complies with.
Date of Manufacturing: The production date of the finished product.
Place of Manufacturing: must include the manufacturer's name, complete address, and contact information.
Product Test Date: The date when the product was last tested for compliance.
Testing Laboratory: It must include the laboratory name, complete address, and contact information.
Point of Contact: Responsible for keeping the information of the test report/recorder, including name, complete address, and contact information.

Select the declaration method (two types), submit complete CPC/GCC data to complete CPSC eFiling declaration
Currently, the official has opened two compliant declaration methods. Enterprises can choose based on their own shipment scale, and both require filing through the Customs ACE system:
● Method A: Single declaration. Directly transmit 7 core data items to the ACE system of the US Customs and Border Protection (CBP), suitable for sellers with samples, small batches, and unstable shipments.

● Method B: Registration and filing application. The importer first enters all data into the CPSC official product registration system to obtain three identifiers (Certification ID, Product ID, Version ID), and then submits the identifiers to the customs broker. This is suitable for large sellers who ship in multiple categories and large quantities on a regular basis, and can support batch entry and reuse.
