Mexico reports draft energy efficiency and safety standards for household fans

Mexico has established unified energy efficiency limits, user safety regulations, a complete set of testing methods, mandatory energy efficiency labeling requirements, and a qualification assessment system for all types of household fans, and added rules for calculating standby energy consumption of ceiling fans.
On June 26, 2026, Mexico issued a notification through the WTO, stating that the National Commission for Energy Conservation, in collaboration with the Standardization Advisory Committee of the Ministry of Economy, has unified energy efficiency limits, user safety standards, a complete set of testing methods, mandatory energy efficiency labeling requirements, and a conformity assessment system for all categories of household fans. Additionally, new rules for measuring standby energy consumption of ceiling fans were introduced. After the official implementation of this standard, all domestically produced and imported fan products in Mexico must strictly comply, and non-compliant products will be penalized under Mexico’s "Law on Quality Infrastructure."

Product Classification and Minimum Energy Efficiency Limits

Applicable product range
Applicable to table fans, wall fans, floor/three-in-one fans, pedestal fans, and ceiling fans, powered by AC voltage up to 140 volts, with blade diameters ranging from 10 cm to 214 cm (inclusive), and manufactured, imported, or sold within Mexico.

Energy efficiency of portable fans
The energy efficiency of portable fans (including the aforementioned four categories) will be subject to mandatory minimum thresholds based on blade diameter: ≥0.30 m³/min/W for diameters >10cm and ≤30.5cm; ≥0.65 m³/min/W for diameters >30.5cm and ≤152cm.

Ceiling Fan Classification and Control Instructions
The maximum applicable blade diameter for ceiling fans is 214cm, divided into four subcategories based on structure, size, and blade parameters:
1. Ultra-small ceiling fans: diameter ≤46cm, tip speed <16.3m/s;
2. Standard ceiling fans: the lowest point of the blades is >25.4cm from the ceiling;
3. Ultra-thin flush-mount models: the lowest point of the blades is ≤25.4cm from the ceiling;
4. High-speed thin-blade models: blade thickness <3.2mm, tip speed >20.3m/s.
Minimum energy efficiency standards are set separately for each type of ceiling fan.

Product Family Classification Rules
Fans of the same type with differences only in appearance and unchanged core structure can be classified into the same product family; products within the same series with power and current within the specified standard range can share one test report.

Sampling and Qualification Determination
Certification sampling adopts a random sampling method; the energy efficiency test results of all submitted samples must reach the minimum limit value of the corresponding level.

Test Environment and Detection Instruments
For portable fans such as desktop, wall-mounted, and pedestal fans, the test environment temperature should be controlled at 20±5°C, with relative humidity maintained at 50%±30%. Ceiling fans require a dedicated enclosed test chamber with interior dimensions of 6×6×3.3 meters, capable of stable temperature and humidity control without external airflow interference.
Testing equipment requirements: Voltage measurement overall uncertainty must be below 2%; power meter reading error should not exceed ±1%, and wind speed sensor error should be within ±5%. All testing instruments must undergo annual calibration before use.
Before formal testing begins, all fans must undergo a 30-minute preheating operation. Movable components such as oscillation mechanisms and air deflectors must be turned off to avoid interference with airflow measurement results.

Unified Process for Airflow Collection and Energy Efficiency Calculation
The portable fan is tested using a standard fixed wind speed probe arrangement scheme; the ceiling fan is equipped with a cross-shaped sensor bracket, with probes evenly distributed every 10 cm along the bracket, supporting three collection modes: single-arm, double-arm, and four-bracket. The standard document provides a unified annular effective area calculation formula, with the total airflow of the unit obtained by superimposing the airflow from a single probe. For multi-head ceiling fans, the airflow of each head must be calculated separately and then summed to obtain the total airflow of the unit. The test collects data at two speed settings, low and high, with 100 consecutive sets of wind speed and power data collected for each condition. Only when the fluctuations in wind speed and power meet the stable range specified by the standard are the collected data deemed valid and usable for the final energy efficiency calculation.

Ceiling Fan Specific Test Requirements
The ceiling fan's accompanying lighting fixture remains fully powered but stays off throughout;
Additional functions such as heating, ultraviolet, and negative ions operate at the minimum power setting and must not be turned off;
Test voltages are divided into two levels, 120V and 220V, selected according to the product's rated voltage for power supply during testing;
For ceiling fans equipped with remote controls, timers, or always-on displays, an additional standby power consumption test is required, with the standby power value included in the overall energy efficiency calculation formula;
For ceiling fans with tilted airflow, sensors must be fully arranged along the fan's tilt direction to capture wind speed, and the equivalent total airflow is then calculated using the standard algorithm.

Whole Machine Security Testing Requirements
The electrical and mechanical safety tests of the fan are conducted simultaneously, referencing the International Electrotechnical Commission (IEC) safety standards for household appliances and the corresponding Mexican national standards. The test items include key safety indicators such as electrical insulation, operational temperature rise, blade touch protection, and overall stability.
Mandatory Energy Efficiency Labeling Regulations
The product body must be affixed with a non-removable, durable Spanish energy efficiency label featuring a yellow background with a black border. Mandatory markings include: the national standard minimum energy efficiency, the product's tested energy efficiency, and the energy-saving percentage. Calculation formula: Energy-saving rate = (Tested energy efficiency / Standard limit - 1) × 100. The label must include a 0-100% energy-saving scale, a "Higher Energy Efficiency" marking, and a safety compliance statement, while reminding consumers to compare with similar products and noting that energy consumption is affected by usage scenarios. The label must not be removed until the final point of sale. The laboratory must concurrently test the label's resistance to friction and scrubbing and retain photographic records.
Two Types of Mandatory Certification and Market Regulation

Two authentication modes
Model 1 (Annual Product Testing): The certificate is valid for 1 year, requiring submission of safety and energy efficiency test reports for representative samples.
Model 2 (Production Line Quality Management System Certification): For those holding an ISO 9001 system certificate, the corresponding product validity period is 3 years; for those providing only a system audit report, the validity period is 2 years.
All test reports are valid for only 90 days from the date of issuance, and expired reports cannot be used for certification application.

Annual Supervision and Certificate Management
The issuing authority shall conduct market supervision once a year, and complete it no later than the 9th month after the certificate takes effect; The sampled samples need to be sent to a third-party laboratory different from the initial testing for retesting and verification. The certification body may suspend the certificate if the enterprise lacks compliance documents, fails to rectify within the deadline, changes the product structure without reporting, or the supporting quality management system certificate becomes invalid. If there are cases of false testing reports, batch product retesting that does not meet standards, cancellation of quality management system certificates, refusal to cooperate with supervision and verification, or major design changes in products that have not been re evaluated, the institution will directly cancel the certificates and report to the regulatory authorities. The certificate can be renewed before its expiration, but the renewal cannot replace the original certification mode; The certificate only allows the reduction of the covered brand and model range, and it is strictly prohibited to add new models or change the certificate holder.

Regulatory Body
he market sampling inspection is jointly conducted by the Mexican Ministry of Energy, Ministry of Economy, and Federal Consumer Protection Agency. Importers, manufacturers, and distributors are required to maintain complete technical documentation for 5 years, including test reports, label samples, product drawings, etc. Regulatory authorities may review and verify the records at any time. Non-compliant products are prohibited from circulation, and legal liabilities will be pursued accordingly.
