Singapore releases new refrigerant control regulations for refrigeration and air conditioning equipment

The National Environment Agency (NEA) of Singapore has announced a reduction in greenhouse gas (GHG) emissions from refrigeration and air conditioning equipment (RAC) starting from July 1, 2027, covering air conditioning systems for large commercial refrigeration systems, passenger cars, and light trucks (LGVs).

This is a new measure following the implementation of global warming potential (GWP) limit requirements in 2022 for household air conditioners, refrigerators, and water-cooled chillers. The new measures will continue to focus on GWP limits for refrigerants, phasing out high-GWP hydrofluorocarbons (HFCs) in stages.

Content of New Measures

The new policy covers four core application scenarios: large commercial centralized cooling systems, industrial cold storage refrigeration equipment, refrigerated transport units, and automotive air conditioning for passenger vehicles and light-duty trucks. It primarily targets hydrofluorocarbon (HFC) refrigerants, which have significant greenhouse effects, and serves as a key supporting policy for Singapore’s implementation of global climate change governance and fulfillment of the Kigali Amendment.

Implementing the hard environmental threshold of GWP ≤ 150 in phases

The new regulations set a two-year transition period for phased implementation of refrigerant limits, applying only to newly launched equipment while exempting existing units from mandatory replacement—businesses can continue using them until end-of-life, easing short-term industry transition pressures.

Commercial cold chain will be subject to prior control starting from July 2027

Supermarkets are widely adopting new centralized commercial refrigeration units that must use refrigerants with a global warming potential (GWP) no higher than 150; the same standard applies simultaneously to centralized refrigeration in industrial cold storage and refrigeration equipment for refrigerated trucks.

Unified standards for vehicle air conditioners will be implemented starting from July 2028

The upper limit for the GWP of refrigerants in newly registered passenger vehicles and light-duty trucks' air conditioning systems is also set at 150, providing the automotive industry chain with a longer adaptation and adjustment period.

According to the official statement from the NEA, the GWP control value established this time aligns with the current environmental standards for refrigeration equipment in the EU and Japan, facilitating local equipment and vehicle manufacturers in accessing overseas export markets and avoiding cross-border compliance barriers.

New filing system for equipment dismantling enterprises

From July 2027, when the policy takes effect, all entities engaged in the dismantling of controlled cooling equipment must complete official registration with Singapore's NEA and strictly implement standardized recovery and disposal procedures for waste refrigerants.

The registration-controlled categories include: commercial centralized cooling units, industrial cold storage refrigeration systems, passenger vehicle air conditioning systems, and refrigerated freight vehicles. The regulation aims to eliminate unorganized leakage of HFC refrigerants during the dismantling of scrapped equipment, reduce direct greenhouse gas emissions at the end-of-life stage, and establish a full-chain refrigerant management system covering "production-use-recovery."

GWP Limit Control Measures

All newly supplied regulated equipment must use refrigerants that comply with the corresponding GWP limits from the effective date; existing products already on the market prior to the effective date are not subject to retroactive enforcement.
