The Ministry of Ecology and Environment has issued a notice stating that from January 1, 2027, the production of multi unit air conditioning (heat pump) units using HCFC-22 as a refrigerant will be prohibited.

On September 2, 2026, the Ministry of Ecology and Environment issued the "Announcement on Prohibiting the Production of Multi-split Air Conditioning (Heat Pump) Unit Products Using Chlorodifluoromethane (HCFC-22) as a Refrigerant" (Announcement No. 42 of 2026), clearly stating that starting from January 1, 2027, the production of multi-split air conditioning (heat pump) unit products using HCFC-22 as a refrigerant is prohibited.

 

 

 

I. Announcement Content

 

 

Announcement on Prohibiting the Production of Multi-split Air Conditioning (Heat Pump) Unit Products Using Chlorodifluoromethane (HCFC-22) as a Refrigerant


In order to fulfill the *Vienna Convention for the Protection of the Ozone Layer* and the *Montreal Protocol on Substances that Deplete the Ozone Layer*, in accordance with the relevant provisions of the *Regulations on the Management of Ozone-Depleting Substances* and the requirements of the *China's National Plan for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer (2025-2030)*, the multi-split air conditioning (heat pump) unit industry will comprehensively prohibit the use of chlorodifluoromethane (HCFC-22) as a refrigerant. The relevant matters are hereby announced as follows.

 

1. Starting from January 1, 2027, the production of multi-split air conditioning (heat pump) unit products using HCFC-22 as a refrigerant is prohibited.

 

2. The multi-split air conditioning (heat pump) unit products to which this Announcement applies include the multi-split air conditioning (heat pump) units or systems specified in the standards in the Annex.

 

It is hereby announced.

II. Background of Standard Formulation

 

 

To fulfill the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on Substances that Deplete the Ozone Layer (hereinafter referred to as the "Protocol"), and to achieve the implementation targets stipulated in the Protocol, China is gradually phasing out the use of HCFCs in stages and by industry.

 

On April 9, 2025, five departments including the Ministry of Ecology and Environment jointly issued the "China's National Plan for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer (2025–2030)", marking that China's implementation has officially entered the critical stage of dual-track control of hydrochlorofluorocarbon (HCFCs) phase-out and hydrofluorocarbon (HFCs) reduction. According to the "National Plan", starting from January 1, 2027, the commercial and industrial refrigeration and air conditioning industry is prohibited from producing multi-split air conditioning (heat pump) units using HCFCs as a refrigerant.

 

The commercial and industrial refrigeration and air conditioning industry includes sub-industries such as refrigeration and cold storage equipment and compression condensing units, chilled water (heat pump) units, unit air conditioners, heat pump water heaters, and multi-split air conditioning (heat pump) units. Currently, over 98% of products in the domestic multi-split air conditioning (heat pump) unit sub-industry use the refrigerant R410A (a mixture of difluoromethane and pentafluoroethane with a mass fraction of 50% each). In terms of alternative technology, since 2006, R410A has been successfully applied and widely popularized in multi-split air conditioning (heat pump) unit products, and is feasible in terms of technical aspects such as performance and safety. In terms of economic feasibility, the overall cost of systems using R410A refrigerant is basically consistent with those using HCFC-22, and the replacement cost is acceptable.
