The People's Government of Guangdong Province issued the "Implementation Plan of Guangdong Province for Carbon Peak" to clarify the action of the 15th National Congress!

On February 7, the official website of the People's Government of Guangdong Province released the Implementation Plan of Guangdong Province's Carbon Peak. The plan proposes that during the "Fourteenth Five-Year Plan" period, the economic system of green and low-carbon circular development has been basically formed, the industrial structure, energy structure and transportation structure adjustment has made significant progress, and the efficiency of energy and resources utilization and carbon emissions of the whole society has been continuously improved. By 2025, the proportion of non-fossil energy consumption will strive to reach more than 32%, and the energy consumption per unit of GDP and the carbon dioxide emission per unit of GDP will ensure to meet the national targets, laying a solid foundation for the province's carbon peak.  

During the "Tenth Five-Year Plan" period, the green transformation of economic and social development achieved remarkable results, a clean, low-carbon, safe and efficient energy system was initially established, a high-quality modern industrial system with international competitiveness was basically formed, and a green and low-carbon production and life style was widely formed in the whole society. By 2030, the control level of energy consumption per unit of GDP and carbon dioxide emissions per unit of GDP will continue to be at the forefront of the country. The proportion of non-fossil energy consumption will reach about 35%, and the goal of reaching the carbon peak by 2030 will be successfully achieved.  

The plan proposes to vigorously promote energy-saving and new energy vehicles, study and formulate subsidy policies, and promote the electric replacement of urban public services and freight distribution vehicles. Gradually reduce the proportion of traditional fuel vehicles and promote the electrification of private cars. We will develop hydrogen fuel cell vehicles in an orderly manner and steadily promote the substitution of electric and hydrogen fuel vehicles for fuel commercial and special vehicles. By 2030, the proportion of vehicles powered by new energy and clean energy in that year will reach about 40%, the sales of electric passenger vehicles will strive to reach more than 30% of the sales of new passenger vehicles, the carbon emission intensity of converted turnover per unit of operating vehicles will be 10% lower than that of 2020, the comprehensive energy consumption of converted turnover per unit of railway will be 10% lower than that of 2020, and the oil consumption of land transportation will strive to reach the peak before 2030.

Implementation Plan of Guangdong Province Carbon Peak

This plan is formulated to thoroughly implement the major strategic decisions and arrangements of the CPC Central Committee on carbon peak and carbon neutral and the relevant work arrangements of the State Council, effectively and orderly do a good job of carbon peak work in the province, and ensure that the goal of carbon peak is achieved on schedule.

 

1、 General requirements

(1) Guiding ideology.

Reduce carbon in accordance with the law, reduce carbon safely, coordinate stable growth and adjust the structure, adhere to the coordinated promotion of carbon reduction, pollution reduction, green expansion and growth, clarify the objectives and tasks of various regions, fields and industries, accelerate the realization of green changes in production and lifestyle, promote economic and social development based on the efficient use of resources and green and low-carbon development, and provide important support and make due contributions to the national carbon peak work.
 

(2) Main objectives.

2、 Key tasks

We will resolutely put carbon peak through all aspects and the whole process of economic and social development, seize key areas and key links of carbon emissions, and focus on the implementation of the "Fifteenth National Congress of Carbon Peak".

(1) Green and quality improvement of the industry.

Deeply adjust and optimize the industrial structure, resolutely curb the blind development of projects with high energy consumption, high emissions and low levels, vigorously develop green and low-carbon industries, and accelerate the formation of new drivers of green economy and sustainable growth poles.

1. Accelerate the optimization and upgrading of industrial structure. Strengthen the industrial planning and layout and the policy connection of carbon peak and carbon neutral, and guide all regions to focus on the layout of major industrial projects with high added value, low consumption and low carbon emissions. Deeply implement the "six projects" for high-quality development of manufacturing industry, promote the green transformation of traditional manufacturing industry, and build a world-class advanced manufacturing industry cluster with green and low-carbon characteristics. Accelerate the cultivation and development of ten strategic pillar industrial clusters and ten strategic emerging industrial clusters, and advance the layout of future industries such as artificial intelligence, satellite internet, optical communication and terahertz, metamaterials, natural gas hydrate, and controllable nuclear fusion. Accelerate the development of digital, networked and intelligent service industry, and promote the deep integration of modern service industry with advanced manufacturing industry and modern agriculture. By 2025, the added value of high-tech manufacturing industry will account for 33% of the added value of industries above designated size.

2. Vigorously develop green and low-carbon industries. We will formulate a green and low-carbon industry guidance directory and supporting policies, focus on the development of green industries such as energy conservation and environmental protection, clean production, clean energy, green upgrading of ecological environment and infrastructure, and green services, and accelerate the cultivation of emerging industries such as low-carbon, zero-carbon and negative carbon. Promote the cluster development of green and low-carbon industries, build energy conservation and environmental protection technology and equipment R&D base in the Pearl River Delta region, build a demonstration base for comprehensive utilization of resources in the eastern, western and northern regions of Guangdong, and cultivate a number of green benchmark parks and enterprises. Accelerate the development of advanced nuclear energy, offshore wind power equipment and other advantageous industries, and create a coastal new energy industrial belt and a new energy industrial cluster. Formulate the development plan of hydrogen energy, energy storage, smart energy and other industries, and build the hydrogen energy industry highland in the Great Bay Area. Give full play to the advantages of technology research and development and industrial demonstration, and accelerate the layout of the whole industrial chain of carbon dioxide capture, utilization and storage (CCUS).

3. We will resolutely curb the blind development of projects with high energy consumption, high emissions and low levels. Implement inventory management, classified disposal and dynamic monitoring for high energy consumption and high emission projects. We should comprehensively check the projects under construction, promote the energy efficiency level, and strive to comprehensively reach the domestic and even international advanced level. Scientific evaluation of the proposed project, strict implementation of industrial planning and policies, reduction of capacity in industries with capacity saturation in accordance with the principle of "reduction and substitution", and improvement of access threshold for industries with capacity saturation in line with international advanced level. Deeply tap potential and stock projects, eliminate backward and inefficient production capacity according to laws and regulations, and improve the overall energy efficiency level of the industry. By 2030, the overall energy efficiency level and carbon emission intensity of key industries such as steel, cement, oil refining and ethylene will reach the international advanced level.

 

(2) Green and low-carbon energy transformation.

Strictly control the consumption of fossil energy and vigorously develop new energy. The gradual withdrawal of traditional energy must be based on the safe and reliable substitution of new energy, build a new power system with new energy as the main body, and accelerate the construction of a clean, low-carbon, safe and efficient energy system.

4. Strictly and reasonably control the growth of coal consumption. Based on the basic national conditions of coal, we should reasonably arrange the construction of supporting and regulatory clean coal power, and orderly promote the "three reforms" of coal power energy saving and carbon reduction, flexibility transformation, and heating transformation to ensure the safety of energy supply. We will promote the reduction and replacement of coal consumption and clean and efficient utilization, increase the proportion of electric coal consumption, vigorously reduce the use of coal for non-power generation, orderly promote the "conversion of coal to gas" of coal-fired power plants and boilers in key regions and industries, and scientifically promote the "conversion of coal to electricity" project.

5. Vigorously develop new energy. Implement and complete the weight of renewable energy power consumption responsibility assigned by the state. Develop offshore wind power on a large scale, build two offshore wind power bases of 10 million kilowatts in eastern and western Guangdong, and moderately develop onshore wind power in areas with rich wind energy resources. Actively develop distributed photovoltaic power generation and build centralized photovoltaic power station demonstration projects according to local conditions. Develop biomass energy according to local conditions, and make overall planning for the development of waste incineration power generation, agricultural and forestry biomass power generation, and biological natural gas projects. By 2030, the installed capacity of wind power and photovoltaic power generation will reach more than 74 million kilowatts.

6. Develop nuclear power safely and orderly. On the premise of ensuring safety, actively and orderly develop nuclear power, efficiently construct the first phase of Huizhou Taipingling nuclear power project, and promote the construction of Lufeng nuclear power, Lianjiang nuclear power and other projects. Keep the steady pace of nuclear power project construction, promote the preliminary work of subsequent alternative projects simultaneously, and do a good job of nuclear power plant site protection. We will implement the most stringent safety standards and supervision, and continue to improve our nuclear safety supervision capability.

7. Actively expand the scale of clean power transmission to Guangdong outside the province. We will continue to improve the capacity of power transmission from the west to the east, accelerate the construction of ± 800 kV DC and other extra-provincial transmission channels from the southeast of Tibet to the Greater Bay Area of Guangdong, Hong Kong and Macao, and actively promote the subsequent development of clean energy in the northwest, southwest and other regions and the transmission to Guangdong. In principle, the new inter-provincial and inter-regional channels are mainly renewable energy. We will give full play to the role of the market in allocating resources, continue to promote the liberalization of the west-to-east power transmission plan, promote the effective connection between the western power and the Guangdong power market, and promote the consumption of clean energy. By 2030, the maximum power transmission capacity of the west-to-east power transmission channel will reach 55 million kilowatts.

8. Reasonable control of oil and gas consumption. Effectively control the new petrochemical and chemical projects, accelerate the replacement of oil products in the transportation field, and keep the oil consumption in a reasonable range. During the "Tenth Five-Year Plan" period, the oil consumption reached a peak and steadily declined. Give full play to the supporting and transitional role of natural gas in the process of low-carbon transformation of the energy structure, reasonably plan and arrange peak-shaving gas and electricity in the Pearl River Delta and other load centers, and increase the installed capacity of gas and electricity by about 36 million kilowatts during the "Fourteenth Five-Year Plan" period. Vigorously promote the integrated development of natural gas and multiple energy sources, and comprehensively promote the efficient use of natural gas in transportation, commerce, residential life and other fields. Strengthen the exploration and development of oil and gas in the South China Sea, support the exploration and development of oil and gas fields such as CNOOC Wushi 17-2, and strive to increase the reserves and production of oil and gas resources.

9. Accelerate the construction of new power systems. Strengthen the construction of power peak shaving and emergency capacity, and improve the level of power grid security. We will promote the integration of energy sources, networks, load and storage, and the development of multi-energy complementation, and support the construction of regional comprehensive energy demonstration projects. Vigorously improve the power demand-side response regulation capacity, improve the market-oriented demand response trading mechanism and variety design, and accelerate the formation of a more mature demand-side response business model. We will strengthen the flexible regulation capacity of the power supply side, promote the flexible transformation of coal power, and accelerate the construction of pumped-storage power stations that have been included in the plan. Carry out demonstration and large-scale application of new energy storage power stations according to local conditions, and steadily promote the construction of "new energy+energy storage" projects. By 2025, the installed capacity of new energy storage will reach more than 2 million kilowatts. By 2030, the installed capacity of pumped-storage power stations will exceed 15 million kilowatts, and the provincial power grid will basically have a peak load response capacity of more than 5%.

 

(3) Action to save energy, reduce carbon and increase efficiency.

Adhere to the priority of saving, continuously reduce the consumption of energy resources and carbon emissions per unit of output, and form effective carbon emission control valves from the source and inlet.

10. Comprehensively improve the management capacity of energy conservation and carbon reduction. We will establish a system that focuses on the control of carbon emission intensity, supplemented by the control of total carbon emission, and promote the transformation from "double control" of energy consumption to "double control" of total carbon emission and intensity. Accelerate the formation of incentive and restraint mechanisms for reducing pollution and carbon, and prevent simple layer-by-layer decomposition. Promote energy budget management, strengthen energy conservation review of fixed asset investment projects, comprehensively evaluate the energy use and carbon emissions of projects, and promote energy conservation and carbon reduction from the source. We will improve the energy metering system and encourage the use of certification to improve energy conservation management. We will establish a cross-sectoral energy conservation supervision mechanism, and comprehensively use administrative penalties, credit supervision, green electricity prices and other means to strengthen the binding force of energy conservation supervision. Explore the working mechanism of regional energy assessment and carbon assessment, and promote the comprehensive improvement of regional energy efficiency and carbon emission level.

11. Promote the synergy of pollution reduction and carbon reduction. Strengthen the coordinated control of greenhouse gases and air pollutants, and explore the construction of a coordinated control framework system from the aspects of policy planning, technical standards, data statistics and assessment mechanism. Accelerate the promotion and application of pollution reduction and carbon reduction technology, reduce waste generation and pollution emissions from the source, and carry out pilot projects for coordinated treatment of pollution reduction and carbon reduction of relevant construction projects in the petrochemical industry.

12. Strengthen energy conservation and carbon reduction in key energy-consuming units. We will implement urban energy conservation and carbon reduction projects, carry out energy conservation and upgrading of infrastructure such as buildings, transportation, lighting and heating, promote the demonstration and application of advanced green building technologies, and promote the improvement of urban comprehensive energy efficiency. Focus on the park with high concentration of high energy consumption and high emission projects, implement the transformation of energy conservation and carbon reduction in the park, and promote the optimization and cascade utilization of energy system. We will implement the efficiency improvement and up-to-standard transformation projects for energy-consuming industries such as steel, cement, oil refining, ethylene, and data centers, strive to fully reach the national benchmark level for the proposed and ongoing projects, and upgrade and eliminate the existing projects with energy efficiency lower than the industry benchmark level in batches within a time limit. We will implement key projects for energy conservation and carbon reduction in construction, transportation and other fields, benchmark international advanced standards, and guide key energy-consuming units to further tap the potential of energy conservation and carbon reduction. Establish an energy-efficiency oriented incentive and restraint mechanism, promote advanced and efficient products and equipment, and accelerate the elimination of backward and inefficient equipment. Promote the construction of online monitoring system for energy consumption of key energy-consuming units, strengthen the monitoring of energy efficiency of key energy-consuming equipment, and crack down on illegal energy use.

13. Promote energy conservation and carbon reduction of new infrastructure. Optimize the spatial layout of new infrastructure, support the construction of national hub nodes in the Guangdong-Hong Kong-Macao Greater Bay Area of the national integrated computing network, and promote the intensive, large-scale and green development of the provincial data center. Benchmark the international advanced level, accelerate the improvement of energy efficiency standards for communication, computing, storage, transmission and other equipment, and raise the entry threshold. Promote green technologies such as efficient refrigeration, advanced ventilation, waste heat utilization, intelligent energy use control, and orderly promote the green technology transformation of old base stations and "old small scattered" data centers. We will strengthen the management of energy consumption in new infrastructure, include data centers with annual comprehensive energy consumption of more than 10000 tons of standard coal into the online monitoring system of energy consumption of key energy-consuming units, and carry out energy measurement review. The newly built large and super-large data centers all meet the requirements of green data centers, with the green and low-carbon grade of more than 4A, the power utilization efficiency (PUE) not higher than 1.3, and the national hub nodes further reduced to below 1.25. It is strictly prohibited to use the data center to carry out virtual currency "mining" activities.

 

(4) Action of carbon peak in key industries.
Industry is the main field that produces carbon emissions. We should seize key industries and key links, actively promote green manufacturing, deeply promote cleaner production, continuously improve the overall energy efficiency level of the industry, promote energy conservation and carbon reduction in key industries such as steel, petrochemical and chemical industry, cement, ceramics, paper making, and promote the overall orderly peak of the industry.

14. Promote the carbon peak of the steel industry. Focusing on industrial concentration areas such as Zhanjiang, Shaoguan and Yangjiang, we will strictly implement capacity replacement, promote stock optimization, and improve the production capacity of "high, fine and sharp" steel. Optimize the process flow, fuel and raw material structure, orderly guide the development of short-process electric furnace steelmaking, and develop high-quality, high-strength, long-life, recyclable low-carbon steel products. Promote advanced and applicable technologies, reduce fossil energy consumption, promote the synergy between iron and steel by-product resources and energy and petrochemical, electric power, building materials and other industries, and explore the pilot demonstration of low-carbon metallurgical technologies such as non-blast furnace ironmaking, hydrogen energy smelting, carbon dioxide capture and utilization integration. By 2030, the carbon emission per unit product of long-process crude steel will be reduced by more than 8% compared with 2020.

15. Promote the carbon peak of petrochemical industry. Promote the construction of coastal petrochemical industrial belt clusters, accelerate the promotion of oil reduction and chemical increase, and actively develop the green hydrogen chemical industry. Adjust the structure of fuel and raw materials, encourage the use of electricity and natural gas instead of coal as fuel, and promote the lightweight of olefin raw materials. Optimize the product structure and actively develop high-quality, durable and recyclable green petrochemical products. Promote the application of process technologies and equipment such as raw material optimization, energy cascade utilization, material recycling, process reengineering, and explore and carry out demonstration projects such as green refining and carbon dioxide capture and utilization. By 2030, the carbon emissions per unit product of crude oil processing and ethylene will decrease by 4% and more than 5% respectively compared with 2020.

16. Promote the carbon peak of the cement industry. Focus on industrial concentration areas such as Qingyuan, Zhaoqing, Meizhou, Yunfu and Huizhou to guide the transformation of cement industry to intensive, product-based and low-carbon. We will improve the production mechanism of cement normalization and peak shifting. Promote the application of the second generation of new dry-process cement technology and equipment. By 2025, the proportion of cement production lines meeting the second generation of technical standards will reach about 50%. Strengthen the R&D and application of new cementitious materials, low-carbon concrete and other low-carbon building materials. We will strengthen the substitution of fuel and raw materials, and encourage the collaborative disposal of domestic waste, industrial waste residue and other wastes in cement kilns. Control the carbon emission in the production process reasonably and explore the capture and utilization of carbon dioxide in the tail gas of cement kiln. By 2030, the carbon emission of unit cement clinker in the province will be reduced by more than 8% compared with 2020.

17. Promote the carbon peak of ceramic industry. Focus on industrial concentration areas such as Foshan, Zhaoqing, Qingyuan, Yunfu, Chaozhou and Jiangmen to develop advanced material industries such as high-end architectural ceramics and electronic ceramics. Promote the application of electric kilns and spray tower alternative processes for coal combustion, and increase the proportion of clean energy consumption. Promote low-carbon energy-saving technologies such as large-scale tunnel kiln and roller kiln, dry powder production of ceramics, continuous ball milling process, and strengthen the R&D and application of low-carbon products such as thin building ceramic tiles (plates), lightweight sanitary ceramics, and foam ceramics.

18. Promote the paper industry to reach its carbon peak. Focusing on industrial concentration areas such as Dongguan, Zhanjiang and Jiangmen, we will promote scattered small and medium-sized enterprises to enter the park, implement unified power supply and heating, and improve the level of intensification, high-end and greening of the paper industry. We will explore and carry out electrification transformation and make full use of solar energy and biomass energy such as paper waste liquid and residue. Promote energy-saving technology and promote the integration of forest-pulp-paper in the paper industry.

 

(5) Urban and rural construction carbon peak action.

The carbon emissions in the field of urban and rural construction maintain a sustained growth trend. We should put green and low carbon requirements through all aspects of urban and rural planning and construction management, and accelerate the green and low carbon development of urban and rural construction in combination with urban renewal, new urbanization and rural revitalization.

19. Promote the green transformation of urban and rural construction. Optimize the spatial layout of urban and rural areas and promote the development of urban clusters. Rationally plan the development goal of urban construction area and control the excessive growth of new construction land. We will comprehensively promote the construction of "resilient cities" such as sponge cities, vigorously build green towns, green communities and beautiful villages, and enhance the ability of urban and rural areas to cope with climate change. Establish and improve the urban and rural planning and construction management mechanism with green and low carbon as the prominent guidance, and put an end to large-scale demolition and construction.

20. Promote green building design. Accelerate the improvement of building energy efficiency, study and formulate green building design standards for different types of civil buildings, and encourage farmers to build their own houses according to green building standards. Formulate and implement the design standards for ultra-low energy consumption buildings and near-zero carbon buildings, and carry out pilot demonstration of near-zero carbon buildings in Guangzhou, Shenzhen and other regions. By 2025, the green building standard will be fully implemented for new urban buildings, and the proportion of star-level green buildings will reach more than 30%, and the new government-invested public welfare buildings and large public buildings will all reach more than star-level.

21. Fully promote green construction. Accelerate the construction industrialization, vigorously develop prefabricated buildings, promote steel structure housing, and carry out prefabricated decoration pilot. Promote the application of green building materials, and give priority to building materials products with green building materials certification marks. We will encourage the production and recycling of building materials from construction waste, improve the level of resource utilization, and reduce the consumption of building materials. By 2030, prefabricated buildings will account for 40% of the new urban buildings in that year. Star-rated green buildings will fully promote green building materials. The construction material consumption rate at the construction site will be reduced by more than 20% compared with 2020, and the recycling rate of construction waste will reach 55%.

22. Strengthen green operation management. Strengthen the energy conservation of public buildings, focus on the management of energy consumption quotas for office buildings, schools, hospitals, shopping malls, hotels, etc., and improve the management level of property energy conservation and carbon reduction. Prepare technical guidelines for post-evaluation of green buildings, establish a green building user evaluation and feedback mechanism, and implement dynamic management of star green buildings. By 2030, the refrigeration energy efficiency of large public buildings will be 20% higher than that of 2020, and the energy consumption per unit building area and per capita comprehensive energy consumption of public institutions will be 7% and 8% lower than that of 2020 respectively.

23. Optimize building energy consumption structure. Vigorously promote the application of renewable energy buildings, actively promote the application of solar photovoltaic, solar photothermal, air source heat pump and other technologies, and encourage the integrated construction of photovoltaic buildings. Improve the electrification level of urban and rural residents, actively develop and promote efficient electrification technology and equipment for domestic hot water and cooking. Improve the penetration rate of natural gas pipelines for urban and rural residents. By 2025, the renewable energy substitution rate of urban buildings will reach 8%, and the photovoltaic coverage rate of new public institution buildings and new plant roofs will strive to reach 50%.

 

(6) Green and low-carbon action in transportation.

Transportation is a key area of carbon emissions. We should accelerate the construction of low-carbon transportation system, promote energy-saving and low-carbon vehicles, optimize the transportation structure, improve the infrastructure network, and ensure that the growth of carbon emissions in the transportation sector remains within a reasonable range.

24. Promote low-carbon transformation of transportation equipment. Vigorously promote energy-saving and new energy vehicles, study and formulate subsidy policies, and promote the electric replacement of urban public services and freight distribution vehicles. Gradually reduce the proportion of traditional fuel vehicles and promote the electrification of private cars. We will develop hydrogen fuel cell vehicles in an orderly manner and steadily promote the substitution of electric and hydrogen fuel vehicles for fuel commercial and special vehicles. Improve the electrification level of the railway system and promote the electrification replacement of inland shipping ships. We will speed up the research of bio-fuel technology and promote the cleaning of aviation and water transportation fuel. We will speed up the transformation of LNG clean power for transport ships and the construction of filling stations. Accelerate the construction of quay shore power facilities, and promote the use of shore power for ships to dock. By 2030, the proportion of vehicles powered by new energy and clean energy in that year will reach about 40%, the sales of electric passenger vehicles will strive to reach more than 30% of the sales of new passenger vehicles, the carbon emission intensity of converted turnover per unit of operating vehicles will be 10% lower than that of 2020, the comprehensive energy consumption of converted turnover per unit of railway will be 10% lower than that of 2020, and the oil consumption of land transportation will strive to reach the peak before 2030.

Comprehensively promote the classification of domestic waste, accelerate the establishment of a domestic waste management system of classified delivery, classified collection, classified transportation and classified treatment, and improve the level of domestic waste reduction, recycling and harmless treatment. Adhere to the system concept, promote the integrated protection and systematic management of mountains, forests, fields, lakes, grass and sand, improve the quality and stability of ecosystems, and effectively enhance the carbon sink increment of forests, wetlands, oceans and other ecosystems.

42. Consolidate the carbon fixation effect of the ecosystem. Accelerate the establishment of the provincial land and space planning system, and build a land and space development and protection pattern conducive to carbon peak and carbon neutrality. Strictly observe the red line of ecological protection, strictly control the occupation of ecological space, and establish a natural reserve system with national parks as the main body. 44. Consolidate and improve wetland carbon sink capacity. Strengthen wetland protection and construction, give full play to the carbon sink role of wetlands and peat, protect natural wetlands, and maintain the healthy and stable wetland ecosystem. We will further promote the creation of "beautiful rivers and lakes", establish fully functional river systems and green ecological water networks, promote the protection and restoration of water ecosystems, and ensure the ecological flow of rivers and lakes. Strictly control the use of mangroves, strictly guard the ecological space of mangroves, carry out mangrove protection and restoration actions, and build a 10000-mu mangrove demonstration area. By 2025, 120000 mu of mangrove will be built and restored in the province.

45. Vigorously explore the potential of marine carbon sinks. We will promote the construction of major projects for the protection and restoration of marine ecosystems, conserve marine living resources, maintain marine biodiversity, and build a marine ecological security pattern supported by coastal zones, island chains, and various natural reserves. Strengthen the research on the basic theories and methods of marine carbon sinks, build the marine carbon sink measurement standard system, improve the marine carbon sink monitoring system, and carry out the marine carbon sink investigation. Strictly protect and repair marine ecosystems such as mangroves, seagrass beds, coral reefs, salt marshes, and actively promote the development and utilization of marine carbon sinks. We will explore and carry out carbon sink pilot projects in the marine ecosystem, promote the construction of marine ecological pastures, orderly develop three-dimensional comprehensive aquaculture of seawater, and improve the carbon sink function of marine fisheries.

51. Promote green and low-carbon development according to local conditions. Cities at or above the local level should seize the major opportunities of the construction of the "two zones" in the Great Bay Area of Guangdong, Hong Kong and Macao, the leading demonstration area of socialism with Chinese characteristics in Shenzhen, and the construction of the two cooperation zones of Hengqin and Qianhai, and combine the regional coordinated development pattern of "one core, one belt and one zone" and the main function zone strategy to promote the green and low-carbon development of the region according to local conditions. The core area of the Pearl River Delta should give full play to the role of high-quality development power source and growth pole of the Greater Bay Area of Guangdong, Hong Kong and Macao, and take the lead in promoting the comprehensive green transformation of economic and social development. On the basis of energy conservation and potential tapping, the coastal economic zone should accelerate the construction of a world-class coastal heavy chemical industrial belt and a national marine economic development demonstration zone. The northern ecological development zone should persistently implement the strategic guidance of ecological priority and green development, and promote the ecological and ecological industrialization of industry.

During the "Fourteenth Five-Year Plan" period, 5-10 representative cities and a number of towns and villages were selected to carry out carbon peak pilot demonstration construction.

54. Carry out green and low-carbon pilot demonstration. Research and develop a multi-level carbon peak and carbon neutral pilot demonstration and creation evaluation system, support enterprises, parks, communities, and public institutions to carry out in-depth green and low-carbon pilot demonstration, and strive to create a number of near-zero carbon/zero carbon enterprises, parks, communities, schools, hospitals, transportation hubs, etc. with distinctive characteristics and demonstration and leading effects. Promote enterprises in key industries such as steel, petrochemical and cement to put forward carbon peak and carbon neutral targets and formulate medium and long-term action plans, and encourage the demonstration and promotion of carbon dioxide capture, utilization and storage (CCUS) technology. During the "Fourteenth Five-Year Plan" period, 50-100 units were selected to carry out green and low-carbon pilot demonstration.

 

3、 Policy guarantee

(1) Establish a carbon emission statistical monitoring system. In accordance with the relevant requirements of the national unified and standardized carbon emission statistical accounting system, strengthen the construction of carbon emission statistical accounting capacity, and improve the local and industrial carbon emission statistical accounting methods. Make full use of cloud computing, big data, blockchain and other advanced technologies to integrate carbon emissions and forestry carbon sink data in key areas such as energy, industry, transportation, construction and agriculture, and create a smart cloud platform for carbon emissions monitoring in the province. We will deepen the research on the accounting methodology of greenhouse gas emissions, and improve the statistical system in the fields of energy activities, industrial production processes, agriculture, land use change and forestry, and waste disposal. We will establish a carbon sink accounting and monitoring system covering both terrestrial and marine ecosystems, and carry out a carbon sink background survey and carbon reserve assessment of ecosystems.

(2) Improve laws, regulations and standards. Comprehensively clean up the contents of existing local laws and regulations that are incompatible with carbon peak and carbon neutralization, and build an institutional system conducive to green and low-carbon development. We will speed up the formulation and revision of energy efficiency standards, raise energy consumption quota standards for key products, formulate energy efficiency standards for new infrastructure, and expand the coverage of energy consumption quota standards. Accelerate the improvement of carbon emission accounting, monitoring, evaluation, audit and other supporting standards, and establish a measurable system of carbon emissions produced by traditional energy-consuming enterprises. Support relevant institutions to actively participate in the formulation and revision of international and domestic energy efficiency, low-carbon and renewable energy standards, and strengthen the connection and mutual recognition with international and Hong Kong and Macao standards.

(3) We will improve investment and financial policies. Accelerate the construction of an investment and financing policy system that is compatible with carbon peak and carbon neutral, and stimulate the investment vitality of market entities. Increase support for energy conservation and environmental protection, new energy, new energy vehicles, carbon dioxide capture, utilization and storage (CCUS) and other projects. State-owned enterprises should increase green and low-carbon investment and actively develop and promote low-carbon, zero-carbon and negative carbon technologies. Establish and improve the green financial standard system, and orderly promote the innovation of green and low-carbon financial products and tools. Research and establish a green and low-carbon development fund to increase support for the development of green and low-carbon industries and technology research and development. Encourage social capital to set up green and low-carbon industry investment funds in a market-oriented way. We will support eligible enterprises to go public and refinance for the construction and operation of green and low-carbon projects, and expand the scale of green credit, green bonds, and green insurance. We will build high-quality green finance reform and innovation pilot zones and actively strive for national climate investment and financing pilot projects.

(4) We will improve fiscal and tax price credit policies. Finance at all levels should make overall arrangements to ensure the funding of carbon peak, carbon neutral major reform, major demonstration and major projects. We will implement various preferential tax policies for environmental protection, energy conservation and water conservation, and comprehensive utilization of resources. For green and low-carbon R&D investment expenditure of enterprises, those who meet the conditions can enjoy the policy of additional deduction of enterprise income tax R&D expenses. Implement the tax reduction and exemption policy for new energy vehicles. We will study and improve the fiscal and tax support policies for renewable energy grid-connected consumption. We will deepen the reform of energy prices, improve the green electricity price policy system, strictly implement the punitive electricity price policy for energy-consuming units whose energy consumption exceeds the energy consumption quota per unit product, and implement the differential electricity price and step electricity price policy for industries with high energy consumption and high emissions. We will improve the residential ladder electricity price system and the peak-valley time-of-use electricity price policy. We will improve the pricing mechanism for natural gas transmission and distribution, and improve the pricing mechanism that is compatible with the large-scale development of renewable energy. Relying on the "Credit Guangdong" platform to strengthen the collection and sharing of energy saving and carbon reduction credit information of enterprises, and establish a list of incentive and punishment measures for enterprises to keep their promises.

 

4、 Organization and implementation

(1) Strengthen overall planning and coordination. Adhere to the Party's leadership throughout the whole process of carbon peak and carbon neutralization. The leading group of the provincial carbon peak and carbon neutralization work carried out the overall deployment and systematic promotion of all work, made an overall study of important issues, formulated major policies, and organized the implementation of carbon peak and carbon neutralization pilot demonstration, reform and innovation. The member units of the leading group of the provincial carbon peak and carbon neutralization work should promote the relevant work in a solid way according to the decisions and arrangements of the provincial party committee and the provincial government and the working requirements of the leading group. The provincial leading group office for carbon peak and carbon neutralization should strengthen overall coordination, regularly schedule the progress of work in various regions, key areas and key industries, and urge the implementation of various objectives and tasks.

(2) Strengthen the implementation of responsibilities. All regions and departments should have a deep understanding of the importance, urgency and complexity of carbon peaking and carbon neutralization, and earnestly shoulder their responsibilities. In accordance with the "Implementation Opinions of the CPC Guangdong Provincial Committee and the People's Government of Guangdong Province on Completely and Accurately Implementing the New Development Concept to Promote Carbon Peaking and Carbon Neutralization" and the main objectives and key tasks identified in this plan, they should focus on the implementation of various tasks, and ensure that policies, measures and results are in place, The implementation is included in the provincial supervision of ecological environment protection. All relevant units, people's organizations and social organizations should actively play their role in promoting green and low-carbon development in accordance with the relevant national and provincial arrangements.

(3) Strictly supervise and assess. Strengthen the monitoring, evaluation and assessment of the completion of carbon peak and carbon neutral targets, gradually establish and improve the "double control" system of total carbon emissions and intensity, and implement collaborative management, decomposition and assessment of energy consumption and carbon emissions indicators. Strengthen the application of supervision and assessment results, commend and reward the collective and individual with outstanding carbon peak work in accordance with regulations, and circulate a notice of criticism and interview accountability to the regions and departments that have not completed the target tasks. The municipal people's governments at or above the local level and the relevant departments of the province should organize the annual assessment of carbon peak target tasks, and the relevant work progress and major issues should be reported to the provincial leading group of carbon peak and carbon neutralization work in a timely manner.
