The International Electrotechnical Commission (IEC) issued the standard IEC TR 61000-1-1:2013 Electromagnetic Compatibility (EMC) - Part 1-1: General - Application and Interpretation of Basic Definitions and Terms. This standard is a technical report designed to specify and explain various terms that are considered to be of fundamental importance to the concept and practical application in the design and evaluation of EMC equipment and systems. In addition, the standard also focuses on the difference between the electromagnetic compatibility (EMC) test conducted in the standardized device and the test conducted in other places, such as the production site or installation site of the equipment, apparatus or system (on-site test or measurement).

This second edition of the standard constitutes a technical revision, canceling and replacing the first edition of IEC TR 61000-1-1:1992 in 1992. Compared with the old version, the new standard includes the following major technical changes:
a) The general description of electromagnetic environment is updated according to IEC TR 61000-2-5;
b) Updated the description of the source, the potentially vulnerable equipment/system, and the coupling mechanism;
c) The basic contents of IEC TR 61000-2-3 (to be withdrawn) and IEC TR 61000-2-5 have been included in this standard.
