National documents and standards

1. Yellow River Protection Law of the People's Republic of China

On October 30, 2022, the Chinese People's Congress website released the full text of the "Yellow River Protection Law of the People's Republic of China", which will officially come into effect on April 1.
The Yellow River Protection Law is the second watershed law in China, following the Yangtze River Protection Law. It includes 11 chapters and 122 articles, including general principles, planning and control, ecological protection and restoration, water resource conservation and intensive utilization, water and sediment regulation and flood control safety, pollution prevention and control, promotion of high-quality development, inheritance and promotion of Yellow River cultural protection, guarantee and supervision, legal responsibilities, and supplementary provisions.

 

2. Hygienic Standards for Drinking Water (GB 5749-2022)

Reported and implemented under the jurisdiction of the National Health Commission, it will officially take effect from April 1st. The new standard focuses on product hygiene requirements and water quality inspection methods for drinking water safety. The scope of application has been changed from "applicable to various types of centralized water supply in urban and rural areas, as well as decentralized water supply" to "various types of drinking water". The larger scope of implementation is one of the key points of this adjustment. At the technical level, the water quality indicators of the new standard have been reduced to 97, and 27 new reference indicators have been added. The new version also focuses more on sensory indicators, disinfection by-products, and risk changes.

 

3. Guidelines for Water Reuse - Evaluation of the Benefits of Regenerated Water Utilization (GB/T 42247-2022)

The State Administration for Market Regulation has officially released the "Guidelines for Water Reuse - Evaluation of the Efficiency of Regenerated Water Utilization" (GBT 42247-2022), which is the first time it has been formulated. This standard is one of the national standards in the "Guidelines for Water Reuse" series, which has positive significance in regulating the evaluation of the benefits of renewable water use, guiding the planning, design, operation, management, and evaluation of renewable water use, improving the benefits of renewable water use, and promoting the rational and efficient development and utilization of renewable water resources. This standard will be implemented from April 1, 2023.

 

4. General Specification for Waterproofing of Building and Municipal Engineering (GB 55030-2022)

In order to standardize the waterproof performance of buildings and municipal engineering, ensure personal health and safety of life and property, ecological environment safety, waterproof engineering quality, and meet the needs of economic and social management, this specification is formulated in accordance with relevant laws and regulations. Waterproofing of buildings and municipal engineering must comply with this specification. Whether the technical methods and measures adopted in engineering construction comply with the requirements of this specification shall be determined by the relevant responsible parties. Among them, innovative technical methods and measures should be demonstrated and meet the performance requirements of this specification. This standard will be implemented from April 1, 2023.

 

5. Technical Specification for Pollution Control of Deactivated Denitration Catalyst Regeneration (HJ 1275-2022)

Organized and formulated by the Solid Waste and Chemicals Department and the Regulations and Standards Department of the Ministry of Ecology and Environment, this is the first release. The standard specifies the overall requirements for the regeneration process of deactivated denitration catalysts, pollution control technical requirements for the regeneration process, pollutant emission control requirements, and operational environmental management requirements. It is mainly applicable to thermal power plants, and other industries or types can refer to the implementation. The standard will be implemented from April 1, 2023.

 

6. Technical Specification for Pollution Control of Chromium Containing Leather Waste (HJ 1274-2022)

The pollution control technical requirements for the collection, storage, transfer, utilization, and disposal of chromium containing leather waste, as well as the requirements for pollutant emission control, environmental monitoring, and environmental management, have been formulated by the Solid Waste and Chemicals Department and the Regulations and Standards Department of the Ministry of Ecology and Environment. This is the first release. The standard will be implemented from April 1, 2023.

 

7. Water Treatment Agent Polysulfide Aluminum Chloride (HG/T 6073-2022)

This document specifies the requirements, test methods, inspection rules, marking, packaging, transportation, and storage of water treatment agent polysulfide aluminum chloride. This document is applicable to polysulfide aluminum chloride products for industrial water treatment, sewage treatment, and sludge dewatering treatment. This product can also be used for drinking water treatment. The standard will be implemented from April 1, 2023.

 

8. Biological Agents for Water Treatment - Desulfurization Bacteria (HG/T 6075-2022)

This document specifies the requirements, test methods, inspection rules, marking, packaging, transportation, and storage of desulfurization bacterial products used in biological agents for water treatment. This document is applicable to desulfurization bacteria used for biochemical treatment of industrial wastewater and ecological restoration. The standard will be implemented from April 1, 2023.

 

9. Water Treatment Agent Ferrous Chloride (HG/T 4538-2022)

This standard replaces the "Water Treatment Agent Ferrous Chloride" (HG/T 4538-2013). This document specifies the requirements, test methods, inspection rules, marking, packaging, transportation, and storage of water treatment agent ferrous chloride. This document is applicable to the treatment agent ferrous chloride for industrial water, wastewater, and sewage treatment. The standard will be implemented from April 1, 2023.

 

10. Water Treatment Agent Polyferric Chloride (HG/T 4672-2022)

This standard replaces HG/T 4672-2014 Water Treatment Agent Polyferric Chloride. This document specifies the requirements, test methods, inspection rules, marking, packaging, transportation, and storage of water treatment agent polyferric chloride. This document is applicable to industrial water, wastewater and sewage, as well as the treatment agent of sludge treatment water, polyferric chloride. The standard will be implemented from April 1, 2023.

 

11. Potassium Monopersulfate Composite Salt for Water Treatment Agents (HG/T 6071-2022)

This document specifies the requirements, test methods, inspection rules, marking, labeling, packaging, transportation, and storage of potassium hydrogen persulfate monohydrate composite salts for water treatment agents. This document is applicable to potassium hydrogen persulfate monohydrate composite salts used in water treatment agents. This product is mainly used as a raw material for water treatment agents containing potassium bisulfate monosulfate composite salts. The standard will be implemented from April 1, 2023.

The standard is applicable to the comprehensive evaluation of the completion, effectiveness, and responsibility implementation of soil pollution prevention and control related work by the people's governments of various counties (cities, districts) in Shaanxi Province, in order to consolidate the main responsibilities of soil pollution prevention and control at all levels. The standard will be implemented from April 15, 2023.

This document specifies the method of measuring total hardness, calcium and magnesium in water by automatic potentiometric titration. This document is applicable to the determination of total hardness, calcium and magnesium content in surface water, groundwater, drinking water, and wastewater. The detection limit and measurement range of two-step titration and continuous titration are the same. 7. Technical Specification for Monitoring Station Building of Automatic Continuous Online Monitoring System for Pollution Source Wastewater in the Electroplating Industry (T/NBEA 005-2023)

The Ningbo Electroplating Industry Association has issued technical requirements for the construction, acceptance, and operation of monitoring station buildings for heavy metal pollutants in electroplating industry wastewater pollution sources. 9. Regulations on the Classification and Management of Urban Domestic Garbage in Suining City

They require the construction of new, renovated, or expanded residential, public buildings, public facilities, and other construction projects. 10. Regulations of Dongguan on the Management of Scattered Industrial Wastewater

Approved by the 47th meeting of the Standing Committee of the 13th People's Congress of Guangdong Province on November 30, 2022, it will be implemented from April 1. 11. Implementation Measures for the Administration of Collection and Use of Domestic Waste Treatment Fees in Sanya City

Starting from April 1st, Sanya will adopt a new method for the collection, use, and management of household waste treatment fees. According to the principle of "whoever generates, pays", units and individuals that generate household waste within the administrative area should pay household waste treatment fees in accordance with the provisions of this method. 12. Measures for the Management of Kitchen Garbage in Jingzhou City
