"Technical Specifications for Surface Water Environmental Quality Monitoring" Will Be Implemented on August 1, 2022

The ecological environment monitoring standard "Technical Specifications for Surface Water Environmental Quality Monitoring" (HJ 91.2-2022) will be implemented on August 1, 2022.

According to the Announcement No. 6 of 2022 of the Ministry of Ecology and Environment of the People's Republic of China, the ecological environment monitoring standard "Technical Specification for Surface Water Environmental Quality Monitoring" (HJ 91.2-2022) will be implemented on August 1, 2022.

The standard specifies the distribution and sampling of surface water environmental quality monitoring, monitoring items and analysis methods, monitoring data processing, quality assurance and quality control, and original records. This standard is applicable to manual monitoring of the water environment quality of surface waters such as rivers, lakes, reservoirs and channels.

 

◉ HJ 91.2-2022 Modifications

  • Added Appendix A to clarify the on-site pre-treatment methods for total phosphorus monitoring in surface water;

  • Added Appendix B, giving the sampling site record requirements;

  • Removed watershed monitoring;

  • Revised the relevant expressions of the content of surface water in the scope of application, terms and definitions;

  • Improve the distribution and sampling, monitoring items and analysis methods, monitoring data processing, quality assurance and quality control and other related content.

 

Added Appendix A to Clarify the On-site Pre-treatment Methods for Total Phosphorus Monitoring in Surface Water

A.1 Instruments and Equipment

A.1.1 Portable centrifuge: maximum speed ≥2000r/min, set centrifugation time ≥1min, single centrifugation water sample volume ≥1L.

A.1.2 Turbidity meter: meet the technical requirements of HJ1075.

A.2 Pre-processing Method

A.2.1 Basic Requirements

    Raw water turbidity test should be completed on site after water sample collection. In case of algae aggregation, it should be processed through a filter screen (mesh) with a pore size of 63 μm.

The raw water turbidity was measured three times, and the deviation of the three measurement results was not more than 5%, and the median value was taken as the raw water turbidity value and recorded.

Improve the Distribution and Sampling, Monitoring Items and Analysis Methods, Monitoring Data Processing, Quality Assurance and Quality Control and other Related Content

1、Layout: According to the principle of layout, the monitoring section setting method, the determination of the sampling points of the river and channel sampling vertical line, etc.

2、Sampling: The sampling frequency and sampling time are revised to "monitoring shall be carried out according to the frequency determined by the monitoring plan. Routine monitoring of surface water environmental quality can be carried out on a monthly basis. If the river where the section is located within a month has its characteristics and attributes due to natural reasons or human interference, If there is a big change, intensive monitoring can be carried out. For indicators that were not detected every month in the previous year, the sampling frequency can be reduced; Sampling is carried out seasonally; for monitoring sections affected by tides, high tide and low tide water samples can be collected and measured respectively. High tide water samples should be sampled when the water surface is rising, and low tide water samples should be sampled when the water surface is retreating. When only evaluating the environmental quality of surface water, You can only collect water samples at low tide.”

3、The content of the chapter on monitoring items and analysis methods has been simplified, and only the selection of monitoring items and analysis methods are retained. Among them, the analysis methods of monitoring items should preferably be the standard analysis methods specified in GB 3838 and other surface water environmental quality standards; if applicable To meet the requirements, other countries and industry standard analysis methods can also be used.

4、Monitoring data processing: Make it clear that "if the results of the double parallel determinations are within the allowable range of relative deviation, the results shall be expressed as the average value.", "If the determination results are lower than the detection limit of the standard analytical method, the relevant requirements of HJ 630 shall be implemented, and the relevant requirements of HJ 630 shall be implemented. It can be expressed by adding L" after "method detection limit". "

5、Quality Assurance and Quality Control: Sampling quality control is specifically proposed:

(1)It is required to carry out blank background sampling on the cleaned sampling equipment before sampling, and at least 3% of each equipment in each sampling batch shall be sampled, and the test results shall be lower than the detection limit of the method or the limit specified by the method;

(2)Collect at least one full-program blank sample for each sampling batch, and the measured value should meet the requirements specified in the standard analytical method;

(3)For homogeneous samples, any monitoring items that can be used for parallel double samples should collect on-site parallel samples, and at least one on-site parallel sample should be collected for each sampling batch.
