UK Proposes to Update Designated Standards for Toy Safety Regulations

On 3 August 2022, the UK Department for Business, Energy and Industrial Strategy (BEIS) published Bulletin 0063/22, proposing to update the list of specified standards for the UK Toys (Safety) Regulations 2011 (S.I. 2011 No. 1881), which is proposed to be published in 2022 Implemented on September 1, 2009.

On 3 August 2022, the UK Department for Business, Energy and Industrial Strategy (BEIS) published Bulletin 0063/22, proposing to update the list of specified standards for the UK Toys (Safety) Regulations 2011 (S.I. 2011 No. 1881). The proposal will be implemented on September 1, 2022, unless the proposal is withdrawn or amended before this date.

The update involves six toy standards, EN 71-2, EN 71-3, EN 71-4, EN 71-7, EN 71-12 and EN 71-13.

The full list of specified standards to which the proposed UK Toys (Safety) Regulations 2011 (S.I. 2011 No. 1881) refer (from 1 September 2022) is as follows:

Note 1: With respect to clause 7 of the standard, it should be understood that the test specimen shall not consist of combined materials prior to the migration testing and analysis stages

Note 2: For the permissible preservative clomiprazole, the maximum permissible concentration is 0.2% (instead of 0.5%).

Note 3: Limits in point a, table 2, clause 4.2 of standard EN 71-12:2016 (i.e. limits for elastomer toys intended for use by children under 36 months and intended or likely to be placed in the mouth) Below the limit specified in point 8 of Part 3 of Schedule 2 to the UK Toys (Safety) Regulations 2011 (S.I. 2011 No. 1881). These limits are as follows:
