8 substances proposed for inclusion in the EU REACH authorization list

On April 12th, the EU official website released the ECHA/NR/23/11 document, recommending that the European Commission include 8 substances, including lead, in the REACH authorization list.

On April 12th, European Chemical Administration (ECHA) announced the ECHA/NR/23/11 document, recommending that the European Commission include 8 substances, including lead, in the REACH authorization list. Once these substances are added to the authorization list, companies will need to apply for authorization to continue using these substances.

The 8 substances are as follows:

  • Ethylenediamine
  • 2-(4-tertbutylbenzyl)propionaldehyde and its individual stereoisomers
  • Lead
  • Glutaral
  • 2-methyl-1-(4-methylthiophenyl)-2-morpholinopropan-1-one
  • 2-benzyl-2- dimethylamino-4’-morpholinobutyrophenone
  • Diisohexyl phthalate
  • Orthoboric acid, sodium salt

ECHA has a legal obligation to regularly recommend substances from the candidate list to the committee for inclusion in the authorized list. Before submitting its recommendations to the European Commission, the opinions received during the three-month consultation period and those of the member state committees will be considered.  

The European Commission will decide which substances are included in the authorization list and the conditions applicable to each substance. If a substance is included in the authorization list, if authorization is granted for a specific use, it can only be placed on the EEA market or used after a specified date.  

The authorization process aims to strengthen the substitution of highly concerned substances when technically and economically feasible alternatives are available. Prior to this, the goal was to ensure appropriate control of risks to human health and the environment.
