Japan updates the list of substances allowed for use in food contact items

On March 6, 2023, the Ministry of Health, Labour and Welfare of Japan released a revised draft list of substances allowed for use in food contact utensils, containers, and packaging.

 

The new draft expands the definition of cross-linked polymers and introduces new classifications for polymers with adsorption or ion exchange capabilities, as well as polymers used in coating processes that involve chemical reactions. The draft also removes some substances and restricts the use of other substances. For example, dibutyl phthalate (CAS 84-74-2) was previously prohibited from being used in food contact items that come into direct contact with raw meat, but is now limited to all items that come into direct contact with food.

 

For all polymers and additives not included in the list, the migration limit in food is 0.01 mg/kg. Producers must demonstrate compliance with this limitation through migration studies of food simulants or through computer modeling.
