In the field of environmental protection industry and environmental governance, the next step will be to focus on the following four tasks: identifying and rectifying shortcomings, creating scenarios to assist innovation, strictly enforcing laws to promote norms, and enhancing regulatory capabilities. The Ministry of Ecology and Environment will introduce relevant investigation and rectification plans to guide various regions to sort out and sort out existing simple and inefficient governance facilities, and implement classified rectification. We will also focus on cracking down on the abnormal operation and falsification of governance and monitoring facilities. We will not only punish production enterprises, but also hold third-party companies responsible for governance, operation and maintenance, and monitoring, and eliminate a group of "scattered and dirty" third-party companies.

 

How to ensure the efficient operation of waste gas treatment facilities?

01. Outstanding issues

The design of governance facilities is not standardized and does not match the production system; Low efficiency technologies such as photocatalysis, photooxidation, and low-temperature plasma are widely used and have poor governance effects; The construction quality of governance facilities is uneven, and there are prominent issues such as ineffective governance and ineffective governance; The operation of governance facilities is not standardized and regular maintenance is not in place.

 

02. Key points of investigation and inspection

Inspect the construction status, process type, treatment capacity, operating time, operating parameters, replacement of consumables or reagents, energy consumption, and standardized disposal of secondary pollutants such as waste filter cotton, waste catalyst, waste adsorbent, waste absorbent, and waste organic solvent, and establish a list of VOCs treatment facilities; Check and test the VOCs emission concentration, emission rate, and removal efficiency of governance facilities of enterprises.

 

03. Governance requirements

The construction of new treatment facilities or the transformation of existing treatment facilities should be based on the characteristics of exhaust emissions, VOCs composition and concentration, production conditions, etc., and the reasonable selection of treatment technologies; For those with high difficulty in governance and difficulty in achieving stable standards with a single governance process, a combination of multiple technologies should be adopted; Except for the treatment of odor and odor, low-temperature plasma, photocatalysis, photooxidation and other technologies are generally not used.

 

Strengthen operation and maintenance management to ensure that the treatment facilities are "started first and then stopped" compared to the production equipment. Production equipment can only be started after the treatment facilities reach normal operating conditions. The treatment facilities can only be stopped after the production equipment is stopped and residual VOCs waste gas collection and treatment are completed; Timely clean and replace consumables for treatment facilities such as adsorbents, absorbents, catalysts, heat storage materials, filter cotton, lamp tubes, electrical components, etc., to ensure stable and efficient operation of the facilities; Keep records of production equipment and governance facilities' start-up and shutdown times, maintenance and repair status, maintenance and replacement of consumables for governance facilities, and disposal status; For the waste filter cotton, waste catalyst, waste adsorbent, waste absorbent, waste organic solvent, etc. generated by VOCs treatment facilities, they should be promptly cleared and transported. If they belong to hazardous waste, they should be handed over to qualified units for treatment and disposal.  

 

Enterprises adopting activated carbon adsorption technology should design purification processes and equipment according to relevant engineering technical specifications based on the characteristics of exhaust emissions, so that the exhaust gas has sufficient residence time in the adsorption device. Activated carbon that meets relevant product quality standards should be selected, and filled in full and replaced in a timely manner. When using granular activated carbon as an adsorbent, its iodine value should not be less than 800mg/g; When using honeycomb activated carbon as an adsorbent, its iodine value should not be less than 650mg/g; When activated carbon fiber is used as an adsorbent, its specific surface area shall not be less than 1100 ㎡/g (BET method). The disposable activated carbon adsorption process should use granular activated carbon as the adsorbent. When selling activated carbon and activated carbon fiber products, product quality certification materials should be provided.

 

Enterprises adopting catalytic combustion processes should use qualified catalysts and add them in sufficient quantities, and the designed airspeed of the catalyst bed should be less than 40000 h-1. If a non continuous adsorption and desorption treatment process is used, the adsorbed VOCs should be promptly desorbed according to the design requirements, and the desorbed gas should be ensured to meet the discharge standards after being treated with an efficient treatment process. The combustion temperature of the regenerative combustion device (RTO) is generally not less than 760 ℃, and the combustion temperature of the catalytic combustion device (CO) is generally not less than 300 ℃. The relevant temperature parameters should be automatically recorded and stored.
