◉ How do Pollutant Discharge Units Carry Out Self-monitoring?

Self-monitoring refers to the environmental monitoring activities organized and carried out by pollutant discharging units in accordance with relevant laws, regulations and technical specifications in order to grasp the pollutant discharge status of the unit and its impact on the quality of the surrounding environment.

  • Develop self-monitoring plans in accordance with industry technical guidelines;
  • To carry out self-monitoring activities, it can use its own personnel, places and equipment, or entrust other qualified inspection (monitoring) institutions to carry out on its behalf;
  • Establish a self-monitoring quality management system, and do a good job in monitoring quality assurance and quality control in accordance with the requirements of relevant technical specifications;

◉ Technical Guidelines for Self-Monitoring of 45 Pollutants

According to the "National Economic Industry Classification (2019 Revision)" and the classification of technical specifications for the issuance of pollutant discharge licenses, a "1+43+1" self-monitoring technical guide system for pollutant discharge units has been constructed. Hereinafter referred to as the "General Provisions") as the guide and bottom line, with 43 key industries and general processes as the main body, supplemented by the "Technical Guidelines for Self-Monitoring of Soil and Groundwater in Industrial Enterprises (Trial)", a total of 45 items have been released to the public .

Up to now, a total of 73 technical specifications for the application and issuance of pollutant discharge permits for industries and general processes have been issued. Corresponding to the technical guidelines for self-monitoring of pollutant discharge units, there is a one-to-one situation. Or multiple sub-industry specifications correspond to one major industry guideline, and the two have been fully connected. If a few industries such as waste resource processing and daily chemical product manufacturing have not formulated technical guidelines for self-monitoring, monitoring can be carried out in accordance with the General Provisions.
