The UK REACH regulation has announced the launch of a 6-week public consultation, with plans to include 15 highly concerned substances (SVHC) in the UK REACH candidate list.
On March 11, 2026, the UK Health and Safety Executive (HSE), the regulatory body for REACH, announced the launch of a 6-week public consultation to solicit opinions on the inclusion of 15 substances of high concern (SVHC) in the UK REACH candidate list. Enterprises can submit comments and materials on material characteristics or hazardous properties to HSE before April 20, 2026.

According to Article 57 of the UK REACH regulation, substances with the following characteristics can be identified as Substances of Very High Concern (SVHC):
According to the GB CLP regulatory standards, substances that meet the classification criteria of carcinogenic, mutagenic, or reproductive toxicity (CMR) Class 1A or 1B.
According to Annex 13 of the UK REACH regulation, substances with persistence, bioaccumulation, and toxicity (PBT).
According to the standards in Annex 13 of the UK REACH regulation, substances with extremely high persistence and high bioaccumulation (vPvB).
Substances that have the same level of concern as substances that meet the above standards. This type of substance may have endocrine disrupting properties or scientific evidence suggests that it may cause serious harm to human health or the environment, although it does not meet the criteria for classification as CMR, PBT, or vPvB. This type of substance will be identified through individual case assessment.
