China RoHS 3.0 Revision Work

SJ/T 11364-2014: Requirements for Restriction and Labeling of Hazardous Substances in Electronic and Electrical Products

GB/T 26572-2011: "Limit Requirements for Restricted Substances in Electronic and Electrical Products"

Both of the above are important technical support standards for China's "Management Measures for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products" (hereinafter referred to as the "Management Measures").

Latest Progress of RoHS 3.0 in China

1. Approval of SJ/T 11364-2014 revision work on September 23, 2019

On September 23, 2019, the General Office of the Ministry of Industry and Information Technology approved the revision of SJ/T 11364-2014, which mainly revised the standard name, added the distinction between the labeling requirements for products in the compliance management directory and products outside the compliance management directory, reflected the role of the application exception list in the hazardous substance content table, and updated the labeling usage methods for digital formats.

2. Standard revision seminar held on April 21, 2022

On April 21, 2022, the China Electronics Standardization Research Institute held an online discussion on the revision of the "Requirements for the Restriction of the Use of Hazardous Substances in Electronic and Electrical Products" (SJ/T 11364-2014) standard and the "Limit Requirements for Restricted Substances in Electronic and Electrical Products" (GB/T 26572-2011) revision list. It plans to add restrictions on four phthalate esters (DEHP, BBP, DBP, DIBP).

3. December 30, 2022, SJ/T 11364 revised draft for public consultation

On December 30, 2022, China Electronics Standardization Institute (CESI) publicly solicited comments on the draft SJ/T 11364 Requirements for Restriction of Use of Hazardous Substances in Electrical and Electronic Products. The deadline for comments is January 16, 2023. This standard will replace SJ/T 11364-2014 "Requirements for the Restriction and Labeling of Hazardous Substances in Electrical and Electronic Products" and Amendment No. 1 of 2017. The biggest change in the revised standard is:
Appendix A List of Hazardous Substances Add 4 Phthalate Esters:
● Di (2-ethylhexyl) phthalate (DEHP);
● Butyl benzyl phthalate (BBP);
● Dibutyl phthalate (DBP);
● Diisobutyl phthalate (DIBP).
After the revised draft takes effect, enterprises need to label the names and information of harmful substances in electrical and electronic products in the order of Appendix A.
The testing standards will adopt the GB/T 39560 series standards (equivalent to the new version of IEC 62321).

4. March 2023 GB/T 26572-2011 Amendment 1 Solicitation for Comments

GB/T 26572-2011 Amendment 1: Public solicitation of opinions. The relevant testing method plan has been updated from GB/T 26125-2011 to the GB/T 39560 series standards, and it is planned to include four types of substances, namely DEHP, BBP, DBP, and DIBP, in the list of hazardous substances in the "Management Measures". The feedback date is as of May 5, 2023.

5. On May 19, 2023, GB/T 26572-2011 Amendment 1 (draft for review) passed expert review

On May 19, 2023, the Subcommittee on Hazardous Substance Detection Methods of the National Technical Committee for Environmental Standardization of Electrical and Electronic Products and Systems (SAC/TC297/SC3) held a technical review meeting for the first revision of GB/T26572-2011 National Standard (draft for review), which included phenylbutyl phthalate (DBP), diisobutyl phthalate (DIBP) The four categories of substances, toluene butyl phthalate (BBP) and di (2-ethylhexyl) phthalate (DEHP), were included in the list of hazardous substances in the "Management Measures for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products". At the meeting, the reviewing experts carefully listened to the report of the drafting group and ultimately unanimously agreed to pass the review of the modification form. It is also recommended to submit a complete set of approval materials to the National Standards Committee after the modification, in order to approve the release and implementation as soon as possible.

The approval of this review means that the modification order is about to enter the next approval and release stage. At that time, the controlled substances will be upgraded from the current 6 to 10 (Pb, Cd, Hg, Cr (VI), PBBs, PBDEs, DEHP, BBP, DBP, DIBP), and China's RoHS will officially enter the 3.0 era, officially aligning with international standards.
