The People's Government of Heyuan City will issue the Work Plan of Heyuan for New Pollutants Treatment on June 14, 2023.

In order to strengthen the control of Persistent organic pollutant, endocrine disruptors, antibiotics and other new pollutants, and effectively ensure the safety of the ecological environment and the health of the people, in accordance with the requirements of the Notice of the General Office of the State Council on Printing and Distributing Action Plans for New Pollutants Control, the Notice of the General Office of the People's Government of Guangdong Province on Printing and Distributing Work Plans for New Pollutants Control in Guangdong Province, The People's Government of Heyuan City has issued the Work Plan of Heyuan City for the Treatment of New Pollutants according to its own actual situation, and the full text has been released on June 14, 2023.

 

Heyuan New Pollutant Treatment Work Plan

In order to strengthen the control of Persistent organic pollutant, endocrine disruptors, antibiotics and other new pollutants, and effectively ensure ecological environment safety and people's health, in accordance with the requirements of the Notice of the General Office of the State Council on Printing and Distributing Action Plans for New Pollutants Control (GBF [2022] No. 15) and the Notice of the General Office of the People's Government of Guangdong Province on Printing and Distributing Work Plans for New Pollutants Control in Guangdong Province (YFB [2023] No. 2), Based on the actual situation of our city, this work plan is formulated.

 

1、 Overall requirements

Establish and improve a new pollution control system, assist in fighting the battle for pollution prevention and control with higher standards, and accelerate the construction of a happy, harmonious, and beautiful river source.

By 2025, we will have a basic understanding of the production and use of toxic and harmful chemicals in key areas and industries in the city, the emission status of key controlled new pollutants, and the environmental and health risks; Implement key environmental risk control measures such as prohibiting, restricting, and limiting emissions of new pollutants, gradually establish and improve the mechanism for treating new pollutants, enhance the monitoring, supervision, and technological support capabilities of new pollutants, and significantly enhance the ability to treat new pollutants.

 

2、 Work tasks
(1) Conduct investigation and evaluation to gradually understand the bottom line of environmental risks

1. Conduct an environmental information survey on chemical substances. Conduct information investigation in accordance with the requirements of the provincial chemical substance environmental information investigation system. By the end of 2023, complete the first round of basic information survey on chemical substances in key industries and the first batch of detailed information survey on chemical substances for priority environmental risk assessment. Led by the Municipal Ecological Environment Bureau, the Municipal Industry and Information Technology Bureau, the Municipal Agriculture and Rural Bureau, the Municipal Health Bureau, and the Municipal Market Supervision Bureau are responsible according to their respective responsibilities, and each county (district) government (management committee) is responsible for implementation. The following are all required to be implemented by each county (district) government (management committee) and will not be listed again

2. Conduct environmental investigation and monitoring of new pollutants. Implement the work plan for environmental investigation and monitoring of new pollutants in Guangdong Province, and carry out environmental investigation and monitoring of Persistent organic pollutant, endocrine disruptors, antibiotics, Microplastics and other new pollutants, focusing on aquaculture, textile printing and dyeing, electroplating and other industries. Based on the existing ecological environment monitoring network, carry out background investigations and environmental monitoring on the pollution status of new pollutants in surface water in Dongjiang and key centralized drinking water sources. 3. Conduct environmental risk screening and assessment of chemical substances. Implement the Guangdong Province Environmental Risk Screening and Assessment Plan for Chemical Substances, conduct environmental risk assessments for chemical substances that are included in the national environmental risk priority assessment plan and are of high concern, high yield (usage), high environmental detection rate, and dispersed use in the local area, and identify key controlled new pollutants in our city. (2) Strictly control the source and effectively prevent the generation of new pollutants

4. Fully implement the registration system for environmental management of new chemical substances. Strictly implement the "Registration Measures for Environmental Management of New Chemical Substances" issued by the Ministry of Ecology and Environment (Order No. 12 of the Ministry of Ecology and Environment), increase publicity, implementation, and supervision efforts, and focus on urging enterprises to implement the main responsibility for environmental risk prevention and control of new chemical substances. Strengthen the supervision and law enforcement linkage with the state and province, strengthen the supervision of the implementation of environmental management registration of new chemical substances for producers, processing users, and importers, increase the frequency of spot checks, and punish illegal enterprises in accordance with the law. 5. Strictly implement measures to prohibit and limit new pollutants. Implement major environmental risk control measures such as prohibitions and restrictions in accordance with the requirements of the list of key controlled new pollutants. According to the law, industrial chemicals, pesticides, veterinary drugs, drugs, cosmetics, etc. that are included in the "Guiding Catalogue for Industrial Structure Adjustment" of the National Development and Reform Commission shall be eliminated within a specified period of time. Strengthen the management of environmental impact assessment and strictly manage the admission of construction projects involving new pollutants. Strengthen import and export control, implement the requirements of relevant documents such as the Catalogue of Goods Prohibited from Importing (Exporting) Chemicals and the "List of Toxic Chemicals Strictly Restricted in China". Strictly implement international conventions such as the Stockholm Convention on Persistent Organic Pollutants and Minamata Convention, implement control measures such as elimination, prohibition, restriction and control of Persistent organic pollutant, mercury and mercury compounds, and severely crack down on illegal production, processing and use of eliminated Persistent organic pollutant according to law. Strictly implement the requirements of mandatory national standards for controlling the content of new pollutants, and strengthen the supervision and law enforcement of related products such as toys and student supplies. (3) Strengthen process control and effectively control the discharge of new pollutants

6. Vigorously promote clean production and green manufacturing. We will comprehensively promote cleaner production transformation, and implement mandatory cleaner production audits according to law for enterprises that use toxic and harmful chemicals in production or discharge toxic and harmful chemicals in the production process. Promote the disclosure of environmental information related to new pollutants by key enterprises. Enterprises should adopt a method that is easy for the public to know to disclose the use of toxic and harmful raw materials, as well as the names, concentrations, and quantities of toxic and harmful chemical substances emitted. Encourage key industry enterprises to implement substitution and emission control of toxic and harmful chemicals, and vigorously promote the creation of green products, green factories, green parks, and green supply chains. 7. Standardize the management of the use of antibiotics. Strengthen the management of clinical application of antibiotics, strictly implement the regulations for retail pharmacies to sell prescription antibiotics based on prescriptions. Strengthen the supervision and management of veterinary antibiotics, implement the action of reducing the use of veterinary antibiotics and the monitoring plan for resistance of animal derived bacteria, and promote the sale and use of veterinary antibiotics based on veterinary prescriptions. Strengthen the supervision of inputs used in aquaculture, guide farmers to use inputs in accordance with the law and regulations, and urge them to strictly implement the regulations on drug use and rest periods. Implement action to reduce the use of antibiotics in aquaculture, provide training and guidance on standardized drug use techniques in aquaculture, establish a technical model for reducing the use of antibiotics in major aquaculture varieties, and achieve a year-on-year decrease of over 10% in the use of antibiotics in key bases. 8. Strengthen the management of pesticide use. Strengthen pesticide registration management, and strictly control highly toxic and high-risk pesticides and additives with environmental durability, Bioaccumulation and other characteristics. We will continue to carry out actions to reduce pesticide consumption and increase efficiency, and comprehensively promote green prevention and control technologies such as agricultural control, ecological regulation, physical and chemical inducement and control, Biological pest control, and scientific drug use. Encourage the development of efficient and low-risk pesticides, and steadily promote the elimination and substitution of high toxic and high-risk pesticides. Encourage the use of large capacity packaging materials that are easy to recycle, guide various regions to carry out the recycling and treatment of pesticide packaging waste, promote resource utilization and harmless disposal, and explore the establishment of a long-term mechanism for recycling and treatment. 9. Strengthen waste supervision. For key controlled new pollutants that have been explicitly prohibited from use, declared abandoned by the owner, or collected or received by relevant departments in accordance with the law and need to be destroyed, and are classified as hazardous waste according to the national hazardous waste inventory or hazardous waste identification standards, they should be included in the list of key controlled new pollutants for environmental management. (4) Deepen terminal governance and continuously reduce environmental risks of new pollutants

10. Strengthen collaborative governance. The ecological environment department should include enterprises and institutions that produce, process, use, or discharge chemical substances listed in the list of key controlled new pollutants in accordance with the requirements of the national and provincial new pollutant control work plan for management. Enterprises and institutions that focus on controlling new pollutants should take pollution control measures to meet relevant pollutant emission standards and environmental quality objectives; According to the relevant requirements of pollution discharge permit management, apply for a pollution discharge permit or fill out a pollution discharge registration form in accordance with the law, and specify the pollution control standards and measures taken in accordance with the requirements of the national new pollution control work plan. Enterprises, institutions, and other producers and operators that focus on controlling the discharge of new pollutants should, in accordance with relevant laws and regulations, regularly carry out environmental monitoring of the discharge (pollution) outlet and its surrounding environment, assess environmental risks, investigate and rectify environmental safety hazards, disclose information on new pollutants in accordance with the law, and take measures to prevent environmental risks. Key regulatory units for soil pollution should strictly control the discharge of toxic and harmful substances, establish a system for identifying potential soil pollution hazards, and prevent the leakage, loss, and dispersion of toxic and harmful substances. Strengthen the construction of collection, utilization and disposal capabilities for waste containing specific new pollutants, and strictly implement the collection, utilization and disposal requirements for waste drugs, pesticides, and waste mother liquor, reaction medium, and culture medium generated during the production of antibiotics. (5) Strengthen capacity building and consolidate the foundation of new pollutant control

11. Strengthen monitoring capacity building. Gradually equip new pollutant detection instruments and equipment, and gradually form the ability to detect endocrine disruptors, Persistent organic pollutant, antibiotics and other new pollutants. Focus on improving the monitoring and assessment capabilities of new pollutant risks in water source areas and urban water supply systems, and effectively prevent and control health risks in drinking water. 3、 Safeguard measures

(1) Strengthen organizational leadership. Establish a cross departmental coordination mechanism for the treatment of new pollutants led by the ecological environment department, with the participation of development and reform, industry and information technology, finance, housing and urban-rural construction, agriculture and rural areas, commerce, health, market supervision, customs, and other units, to coordinate and promote the treatment of new pollutants. Each county (district) government (management committee) should strengthen the organizational leadership of new pollutant treatment, incorporate new pollutant treatment into the construction of beautiful river sources and the fight against pollution, organize the implementation of this work plan, and coordinate the promotion of new pollutant treatment. (2) Strengthen supervision and law enforcement. Urge enterprises to implement their main responsibilities and strictly implement national and provincial requirements for new pollutant control. Strengthen law enforcement monitoring of key control measures for new pollutant emissions and environmental monitoring in key regions. Conduct on-site inspections on enterprises and institutions involved in key control of new pollutants in accordance with the law, and increase supervision and law enforcement efforts on enterprises that have not implemented environmental risk control measures in accordance with regulations. Strengthen supervision and law enforcement on the production, processing, use, import and export of prohibited or restricted toxic and harmful chemical substances and their related products. Strengthen information sharing and joint law enforcement among departments, promote the full lifecycle management of new pollutant production, use, disposal, and discharge, and investigate and punish illegal activities in accordance with the law. (3) Expand funding channels. Each county (district) government (management committee) should coordinate various financial funds and actively seek support from the central government to ensure funding for new pollutant control. Encourage social capital to participate in the treatment of new pollutants, and guide financial institutions to increase credit support. The treatment of new pollutants shall enjoy preferential tax policies according to regulations. (4) Strengthen publicity and training. Widely carry out science popularization and promotion of new pollutants, and include the treatment of new pollutants in the theme promotion activities of World Environment Day. With the help of various new media platforms, we will strengthen the publicity and interpretation of laws, regulations and policies for the treatment of new pollutants, strengthen the awareness of the main body of the treatment of new pollutants, guide the Citizen science to scientifically understand the environmental risks of new pollutants, and establish the concept of green consumption. Give full play to the role of public opinion supervision, and encourage the public to report illegal and criminal activities related to new pollutants in the environment through various channels.
