Starting from July 1, 2023, the "Technical Specification for the Setting of Hazardous Waste Identification Marks" will be implemented. It is urgent to replace and correctly set up new hazardous waste labels!
The Ministry of Ecology and Environment has issued the "Technical Specification for the Setting of Hazardous Waste Identification Marks" (HJ 1276-2022) (hereinafter referred to as the "Specification"), and jointly issued the "Environmental Protection Graphical Signs - Solid Waste Storage (Disposal) Sites" (GB 15562.2-1995) Amendment Form (hereinafter referred to as the Amendment Form) with the State Administration for Market Regulation, which will be implemented from July 1, 2023.
Failure to label hazardous waste will result in a heavy penalty of 100000 to 1 million yuan!
Article 77 of the Solid Waste Law stipulates that hazardous waste identification marks shall be set up in accordance with regulations for containers and packaging materials of hazardous waste, as well as facilities and places for the collection, storage, transportation, utilization, and disposal of hazardous waste.
Article 112: Those who violate the provisions of this Law and engage in any of the following acts shall be ordered by the competent ecological and environmental department to make corrections, fined, and their illegal gains confiscated; If the circumstances are serious, with the approval of the people's government with approval power, it may be ordered to suspend business or close down:
(1) Failure to set up hazardous waste identification signs in accordance with regulations;
(2) Failure to formulate a hazardous waste management plan or apply for hazardous waste related materials in accordance with relevant national regulations;
(3) Dumping or stacking hazardous waste without authorization;
(4) Providing or entrusting hazardous waste to unlicensed units or other producers and operators for business activities;
(5) Failure to fill out and operate hazardous waste transfer forms in accordance with relevant national regulations, or unauthorized transfer of hazardous waste without approval;
(6) Failure to store, utilize, or dispose of hazardous waste in accordance with national environmental protection standards, or mixing hazardous waste with non hazardous waste for storage;
(7) Mixed collection, storage, transportation, and disposal of hazardous waste with incompatible properties without safety disposal;
(8) Carrying hazardous waste and passengers on the same transportation vehicle;
(9) Transferring places, facilities, equipment, containers, packaging materials, and other items for the collection, storage, transportation, and disposal of hazardous waste for other purposes without undergoing pollution elimination treatment;
(10) Failure to take corresponding preventive measures, resulting in the scattering, loss, leakage, or other environmental pollution of hazardous waste;
(11) Discarding or scattering hazardous waste along the transportation process;
(12) Failure to develop preventive measures and emergency plans for hazardous waste accidents;
(13) Failure to establish a hazardous waste management ledger and truthfully record it in accordance with relevant national regulations.
For any of the acts mentioned in the first, second, fifth, sixth, seventh, eighth, ninth, twelfth, or thirteenth items of the preceding paragraph, a fine of not less than 100000 yuan but not more than 1 million yuan shall be imposed; If one of the behaviors mentioned in the third, fourth, tenth, and eleventh paragraphs of the preceding paragraph is committed, a fine of not less than three times but not more than five times the required disposal fee shall be imposed on the premises. If the required disposal fee is less than 200000 yuan, it shall be calculated as 200000 yuan.
How to Standardize the Use of Hazardous Waste Identification Marks
The new "Technical Specification for the Setting of Hazardous Waste Identification Marks" (HJ 1276-2022) was officially implemented on July 1, which stipulates the classification, content requirements, setting requirements, and production methods of hazardous waste identification marks that need to be set up by units that generate, collect, store, utilize, and dispose of hazardous waste. It is applicable to containers and packaging materials of hazardous waste, as well as facilities for collecting, storing, utilizing, and disposing of hazardous waste The setting of environmental protection identification signs for use in places.
There are three types of hazardous waste identification signs: hazardous waste labels, hazardous waste storage zoning signs, and hazardous waste storage, utilization, and disposal facility signs.

Overall requirements: It should have sufficient warning, be set in a prominent position, and be consistent in the size, location, method, and height of identification signs for the same type of hazardous waste in the same location.
Filling requirements: The "Specification" provides detailed filling instructions for each item in the label. For the waste in the National Hazardous Waste Catalogue, please refer to the relevant content to fill in; If identified as hazardous waste according to identification standards, the corresponding waste name, waste category, and waste code can be filled in according to the requirements. The waste generating or collecting unit should truthfully fill in the information on the main components, harmful components, and production status of the waste based on the actual situation. The "Specification" provides commonly used recommended terms for label precautions in Appendix B for reference and use by relevant units.
Production requirements: According to the volume size of hazardous waste containers or packaging materials, the "Specification" proposes the minimum size requirements for labels in different situations. Relevant units can make them according to the recommended size or enlarge them according to actual needs. The "Specification" has put forward clear and detailed regulations on the color, font, material, printing, etc. of labels, and relevant units can make unified style labels based on this.
Setting requirements: There are various types of hazardous waste containers or packaging materials, and the "Specification" proposes corresponding setting requirements for box packaging, bag packaging, barrel packaging, etc. The overall principle of label setting is that it should be placed in a prominent position on the container or packaging material. The hazard warning graphic and QR code on the label can be printed directly on the label, or printed separately and pasted at the corresponding position on the label.

2. Requirements for setting up zoning signs for hazardous waste storage
The hazardous waste storage zoning signs can be fixed in forms such as attachment (such as nailing, pasting, etc.), suspension, and column (fixed to objects such as marker posts or brackets).
Enterprises should set up hazardous waste storage zone signs at each storage zone within hazardous waste storage facilities.
The partition sign should be set at the channel position in front of the storage partition or at easily observable positions such as walls and railings.

3. Requirements for setting up hazardous waste labels

The location of hazardous waste labels should be clearly visible and easy to read, and should not be obstructed by any part of the container, packaging itself, or other labels. The pasting positions of hazardous waste labels on various packaging are:
Box packaging: located on the end or side of the packaging;
Bag packaging: located in a prominent area of the packaging;
Barrel packaging: located on the barrel body or lid;
Other packaging: located in a prominent location.
Attention! New hazardous waste storage standards
The "Pollution Control Standards for Hazardous Waste Storage" (GB 18597-2023) will be officially implemented from July 1, applicable to pollution control and environmental management of the site selection, construction, and operation of hazardous waste storage facilities newly built, renovated, and expanded by units that generate, collect, store, utilize, and dispose of hazardous waste. It is also applicable to pollution control and environmental management during the operation of existing hazardous waste storage facilities.
General requirements: Units that generate, collect, store, utilize, and dispose of hazardous waste should build hazardous waste storage facilities or set up storage sites, and choose the type of storage facilities as needed. Hazardous waste should be classified and stored according to its category, form, physicochemical properties, and pollution prevention requirements, and contact with incompatible substances or materials should be avoided.
Storage facilities should take measures to reduce the generation of pollutants such as leachate and its derived waste, leaked liquid waste (referred to as leachate), dust, VOCs, acid mist, toxic and harmful atmospheric pollutants, and irritating odor gases based on the form, physical and chemical properties, packaging form, and pollutant migration pathways of hazardous waste, in order to prevent their pollution of the environment. Take necessary measures to prevent wind, sun, rain, leakage, seepage, corrosion, and other environmental pollution, and do not stack hazardous waste in the open air.
The storage warehouse is a warehouse type storage facility that can be used to store various types of hazardous waste. In the storage warehouse, attention should be paid to taking partition isolation measures based on the type of waste, and corresponding pollution prevention and control measures such as liquid accidental leakage interception, gas collection and purification, and leakage prevention should be taken according to the hazardous characteristics and pollution pathways of the stored waste.
The storage yard is an open storage facility with a rainproof roof (cover), mainly used for storing bulk hazardous waste that is not prone to producing toxic and harmful gases. The storage site should pay special attention to preventing the entry of exogenous liquids such as rain and surface runoff. At the same time, it should also do a good job of guiding and collecting wastewater and waste liquid inside the site, ensuring that the storage process does not increase the amount of waste, and ensuring that waste does not spread or lose.
The storage pool is a structure with rainproof function, used to store a single category of liquid or semi-solid waste. Special attention should be paid to strengthening the overall anti-seepage and foundation anti-seepage of the storage tank, and at the same time, measures should be taken to prevent rainwater and runoff from entering, as well as the unorganized discharge of atmospheric pollutants.
The storage tank area is a fixed storage facility composed of one or more tank bodies and related ancillary facilities, used for storing liquid waste. Special attention should be paid to the construction of cofferdams in the storage tank area, including anti-seepage and anti-corrosion measures, as well as preventive measures such as accidental liquid leakage and interception. The wastewater and waste liquid collected in the cofferdams should be properly treated.
