The waste gas composed of foul odor pollutants and VOCs has become one of the global environmental issues of concern. In China, foul odor complaints account for more than 20% of all environmental complaints, accounting for nearly 50% of atmospheric environmental complaints. As an environmental issue around people, foul odor is receiving increasing attention.

 

Recently, Shi Xiaoqun, Director of the Comprehensive Department of the Atmospheric Environment Department of the Ministry of Ecology and Environment, revealed at the 8th National Academic Conference on the Supervision and Prevention of Odor Pollution that the Ministry of Ecology and Environment is currently promoting the release of the "Comprehensive Air Quality Improvement Action Plan", and the relevant documents are still being revised and improved. Among them, relevant arrangements will be made for the "odor and odor control".

 

Based on the content of the document, the Ministry of Ecology and Environment will highlight three considerations for the prevention and control of odor pollution in the future:

Firstly, we will comprehensively investigate and rectify the issue of strong odor and odor interference from the public, and carry out special rectification actions as required.

The second is to preliminarily propose four aspects of classified rectification work for odor pollution control, including promoting the further implementation of odor control in industries such as chemical, pharmaceutical, and industrial coatings in combination with VOCs prevention and control; Strengthen the collection and treatment of waste gas in key industries related to odor and odor; Take deodorization measures for municipal facilities such as sewage and garbage treatment; Steadily promote the prevention and control of atmospheric ammonia pollution, and promote the pilot control of atmospheric ammonia emissions in the Beijing Tianjin Hebei and surrounding areas.

Third, for odor related industrial parks and key enterprises where complaints are concentrated, promote online monitoring of installation and operation, carry out traceability identification, etc., and increase the prevention and control of odor pollution.

 

In November 2021, the Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Battle of Pollution Prevention clearly proposed to strengthen the control of odor. This is the first time a central document has explicitly proposed strengthening odor control, reflecting the high importance that the country attaches to the prevention and control of odor pollution.

The Law on the Prevention and Control of Air Pollution stipulates that enterprises, institutions, and other producers and operators who discharge pollutants into the atmosphere shall comply with the emission standards of atmospheric pollutants and comply with the requirements for controlling the total emission of key atmospheric pollutants. Those who produce foul smelling gases in production and business activities shall scientifically select sites, set reasonable protective distances, and install purification devices or take other measures to prevent the discharge of foul smelling gases.

According to the data released by the National Key Laboratory for Odor Pollution Control in Environmental Protection on the 12th, the current management of odor pollution in China is facing the challenge of "three more and two less", which includes more complaints from residents, more industries involved, and more substance components. However, there are few effective regulatory measures and few efficient control technologies.

Liu Haibo, a first level researcher at the Science and Technology and Finance Department of the Ministry of Ecology and Environment, stated that as a typical nuisance pollution, odor pollution is related to people's sense of environmental gain and happiness. It itself has characteristics such as "multiple emission sources, multiple types of substances, instantaneous nature, and paroxysm". Environmental management has long faced problems such as "difficult identification, monitoring, tracing, and governance", which urgently need to be solved through technological innovation.

From the perspective of enterprises, different odor control technologies have different application ranges, and the removal effect is influenced by factors such as the type of odor emission source, emission concentration, and emission parameters. At present, there is a great deal of blindness in technology selection among enterprises, resulting in a large portion of governance projects having poor results and severe repeated governance situations.

From the regulatory perspective of the environmental management department, due to the wide range of sources of odor pollution, the industries involved include point sources such as petroleum refining, chemicals, pharmaceuticals, rubber, paper making, and food processing, as well as line, surface, and emission sources such as sewage rivers, sewage treatment plants, landfill sites, livestock and poultry farming, and catering fumes.

There are many types of odor substances, including dozens of common substances. In this case, once there is a foul odor that disrupts residents, especially when multiple pollution sources (enterprises) interact with each other, tracing the source becomes very difficult
