1. Project Specifications for Urban and Rural Drainage Engineering (GB55027-2022)
The Ministry of Housing and Urban Rural Development issued the national standard Specifications for Urban and Rural Drainage Projects, which will be implemented from October 1, 2022. This specification is a mandatory engineering construction specification, and all provisions must be strictly implemented. In case of any discrepancy between the relevant provisions of the current engineering construction standards and this specification, the provisions of this specification shall prevail.


2. Salt for Water Treatment (QB/T 5685-2022)
Salt for Water Treatment (QB/T 5685-2022) will be officially implemented on October 1, 2022. Salt for Water Treatment clearly stipulates that the salt used for preparing chlorine containing disinfectants should be processed from refined edible salt without iodine or refined industrial salt. With the introduction of the standard Salt for Water Treatment, it marks the first time that China has unified the consumable standard for electrolytic preparation of chlorine containing disinfectants (including sodium hypochlorite generator) nationwide, which provides an effective solution to further improve the water quality of tap water in China and reduce the operation and maintenance costs of chlorine production equipment.


3. Water Treatment Agent Polyaluminum Chloride (GB/T 22627-2022)
This standard replaces GB/T 22627-2014 Water Treatment Agent Polyaluminum Chloride. This document specifies the requirements, test methods, inspection rules, marks, packaging, transportation and storage of water treatment agent polyaluminum chloride. This document is applicable to polyaluminum chloride for industrial water supply, wastewater, sewage and sludge treatment. It will be officially implemented on October 1, 2022.


4. Calcium Aluminate for Water Treatment Agents (GB/T 29341-2022)
This standard replaces GB/T 29341-2012 Calcium aluminate for water treatment agent This document specifies the requirements, test methods, inspection rules, marks, labels and packaging of calcium aluminate for water treatment agent. This document is applicable to calcium aluminate products for water treatment agents.
In China, calcium aluminate is one of the important raw materials used in the production of polyaluminum hydride as a water treatment agent, and it is a product of independent innovation in China. However, with the development of technology, shovel technology is becoming more and more mature, and in the face of international competition, it is obvious that the old technical indicators ten years ago can no longer represent the requirements of the current industry development. In order to better regulate the calcium aluminate industry and practice the guidance of "advanced standards lead to product quality improvement", the National Standards Commission issued the latest Calcium Aluminate for Water Treatment Agent, which was officially implemented on October 1, 2022.


5. Technical Guidelines for Preparation of Hazardous Waste Management Plan and Management Account
This standard is formulated in order to implement the Environmental Protection Law of the People's Republic of China, the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes and other laws and regulations, guide and regulate the units that generate hazardous wastes to formulate hazardous waste management plans, establish hazardous waste management accounts and report hazardous waste related data, and strengthen the standardized environmental management of hazardous wastes. This standard will be implemented from October 1, 2022.

 

6. Classification of Ecological Environment Archives (HJ 7-2022)
This standard is formulated to implement the Environmental Protection Law of the People's Republic of China, the Archives Law of the People's Republic of China, and the Measures for the Management of Environmental Protection Archives, standardize the management of ecological environment archives, realize the standardization and normalization of the classified retrieval system of ecological environment archives, and enhance the effectiveness of classified retrieval. This standard specifies the classification principle, coding method and basic scope of category setting of ecological environment archives, which is the basis for classification and indexing of ecological environment archives information. This standard will be implemented from October 1, 2022.


7. Scientific Research on Management Norms of Ecological Environment Archives (HJ 8.1-2022)
This standard is formulated in order to implement the Environmental Protection Law of the People's Republic of China and the Archives Law of the People's Republic of China, improve the management level of ecological environmental science research archives, promote the standardization, scientization and institutionalization of scientific research archives, and give full play to the value of ecological environmental science research archives in the cause of ecological environmental protection. This standard specifies the requirements related to the whole process of the formation, accumulation, sorting, filing, management, development and utilization of documents and materials with preservation value generated in the scientific research of ecological environment. This standard will be implemented from October 1, 2022.


8. Technical Specification for Manganese Slag Pollution Control (HJ 1241-2022)
In order to implement the Environmental Protection Law of the People's Republic of China, the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes and other laws and regulations, prevent and control environmental pollution, improve the quality of the ecological environment, and standardize and guide the environmental management of manganese slag, the Ministry of Ecology and Environment formulated the Technical Specifications for Manganese Slag Pollution Control. This standard specifies the requirements for pollution control, monitoring and environmental management of manganese slag in the process of collection, storage, transportation, pretreatment, utilization, filling, backfilling and landfill. This standard is issued for the first time and will be formally implemented on October 1, 2022.


9. Safety Code for Special Operations in Hazardous Chemical Enterprises (GB 30871-2022)
In order to strengthen the safety risk management and control of special operations and curb the occurrence of major production safety accidents during special operations, especially hot work and operations in confined space, it is necessary to further clarify the safety management requirements for special operations through standards and specifications, so as to revise the current management standards for special operations. This standard will be implemented from October 1, 2022.


10. Technical Specifications for Pollution Control of Scrapped Motor Vehicle Disassembly Enterprises (HJ 348-2022)
The main contents of this revision include: First, the pollution control requirements and pollutant emission requirements for the infrastructure and disassembly process of end-of-life motor vehicle disassembly enterprises are detailed; Second, new requirements for the management of scrapped motor vehicle dismantling enterprises and enterprise environmental monitoring; Third, new requirements for pollution control in the whole process of scrapped electric vehicles disassembly; Fourth, Appendix A was added to put forward requirements for the characteristics and destination of the main disassembly products of end-of-life vehicles. This standard will be implemented from October 1, 2022.


11. General Requirements for Environmental Protection Management in Automobile Maintenance Industry (T/ACEF 039-2022)
In accordance with the Standardization Law of the People's Republic of China, the Administrative Provisions on Group Standards jointly formulated by the National Standardization Administration Commission and the Ministry of Civil Affairs, the national group standard General Requirements for Environmental Protection Management in the Automobile Maintenance Industry (T/ACEF 039-2022) was officially released on September 23, 2022 with the approval of the China Environmental Protection Federation, in accordance with the national group standard information platform and the Administrative Measures for Group Standards of the China Environmental Protection Federation (Trial), Implemented from October 1, 2022, the release announcement and standard text have been published on the national group standard information platform. This document specifies various environmental management requirements of the automobile repair industry and guides the industry to carry out environmental management practices. In combination with the requirements of the dual carbon target, specify the requirements for equipment selection, energy conservation and consumption reduction management, and reduce carbon emissions.


12. Technical Code for Identification and Assessment of Soil Environmental Damage on Agricultural Land (NY/T 4155-2022)
This document specifies the terms and definitions, identification principles, identification scope, identification procedures, identification methods, data collection, damage investigation, monitoring sampling, damage degree determination, pollution causality determination, loss assessment and technical requirements for the preparation of identification and assessment opinions of agricultural land soil environmental damage identification and assessment.
This document is applicable to identification of damage degree of agricultural land occupation, hardening, excavation loss, collapse, artificial barrier layer, etc., identification of causality of agricultural land soil pollution, and assessment of loss caused by damage and pollution. It will be officially implemented on October 1, 2022.

1. Detailed Rules for the Implementation of Urban Water Supply Price Management in Hebei Province
In order to standardize the management and implementation of urban water supply price, protect the legitimate rights and interests of both water supply and water use parties, promote the development of urban water supply, save and protect water resources, the Detailed Rules for Implementation are formulated in accordance with the national Measures for the Administration of Urban Water Supply Price and in combination with the actual situation of our province. These Rules are applicable to the administrative regions of Hebei Province to formulate or adjust the price of urban water supply. The Rules shall come into force as of October 1, 2022.


2. Regulations of Jilin Province on the Prevention and Control of Air Pollution (Revised)
In order to protect and improve the atmospheric environment, prevent and control atmospheric pollution, safeguard public health, and promote the construction of ecological civilization, these Regulations are formulated in accordance with the Environmental Protection Law of the People's Republic of China, the Law of the People's Republic of China on the Prevention and Control of Air Pollution and other relevant laws and administrative regulations, and in combination with the actual situation of the province. These Regulations are applicable to the prevention and control of air pollution within the administrative areas of this province. These Regulations shall come into force as of October 1, 2022.


3. Regulations of Hebei Province on Prevention and Control of Port Pollution
In order to protect and improve the ecological environment, prevent and control port pollution, and promote the construction of green ports, these Regulations are formulated in accordance with the Environmental Protection Law of the People's Republic of China, the Marine Environment Protection Law of the People's Republic of China, the Port Law of the People's Republic of China and other laws and administrative regulations, in combination with the actual situation of the province. These Regulations shall apply to the prevention and control of port pollution and its supervision and management activities in this province. These Regulations shall come into force as of October 1, 2022.

 

4. Emission Standard of Environmental Pollutants of Guizhou Province
This document specifies the general requirements for the discharge of fixed pollution source water and atmospheric environmental pollutants within the administrative region of Guizhou Province, the requirements for pollutant discharge control, pollutant monitoring, implementation and supervision. This document is applicable to the management of the discharge of fixed pollution source water and atmospheric environmental pollutants within the administrative region of Guizhou Province, as well as the environmental impact assessment of the construction project, the design of environmental protection facilities, the acceptance of environmental protection upon completion, the management of pollutant discharge after completion and operation, and the management of the permit for the discharge of water and atmospheric environmental pollutants from fixed pollution sources. This standard will be implemented from October 1, 2022.


5. Regulations of Puyang City on Prevention and Control of Dust Pollution
The Standing Committee of Puyang Municipal People's Congress issued the Regulations of Puyang on the Prevention and Control of Fugitive Dust Pollution, which will come into force on October 1, 2022 and is applicable to construction projects, demolition of buildings (structures), transportation, storage and processing of materials, cleaning of public places and roads, greening operations Prevention and control of pollution to the atmospheric environment caused by the production of ready mixed concrete and ready mixed mortar and other activities, as well as the particles generated from the bare ground under the natural or human action.


6. Regulations of Baise City on the Prevention and Control of Dust Pollution
The Regulations of Baise on the Prevention and Control of Dust Pollution was approved and issued by the Standing Committee of Baise Municipal People's Congress. According to the source of dust pollution, the Regulations are respectively aimed at construction projects, housing construction projects, demolition of buildings (structures), urban road excavation and underground pipeline construction, road dust prevention, urban road cleaning, urban landscaping, material storage, stacking and transportation, mining and quarrying and processing operations Specific dust prevention measures are clearly specified for activities or sites such as bare land and open parking lots. 7. Beijing Standard for Volatile Organic Compound Content Limits of Architectural Coatings and Adhesives (DB11/1983-2022)
Beijing revised and released the new version of the Standard for the Limit of Volatile Organic Compounds in Architectural Coatings and Adhesives (DB11/1983-2022) (hereinafter referred to as the new standard), which will be implemented on October 1 this year. This document specifies the implementation of product classification, VOC content limit requirements, test methods, inspection rules, packaging marks and standards for architectural coatings and adhesives. This document is applicable to coatings and adhesives produced, sold and used in Beijing for buildings, bridges and guardrails in structures.


8. Beijing Emission Limits and Measurement Methods of Exhaust Pollutants from In use Gasoline Vehicles (Remote Sensing Detection Method) (DB11/318-2022)
Beijing Municipal Bureau of Ecology and Environment and Beijing Municipal Bureau of Market Supervision and Administration issued the local standard Emission Limits and Measurement Methods of Exhaust Pollutants from Gasoline Vehicles in Use (Remote Sensing Detection Method) (DB11/318-2022), which will be officially implemented on October 1, 2022. The new standard provides specific provisions on the emission limits, results determination methods and the use of remote sensing equipment for the exhaust pollutants of gasoline vehicles in use on the actual road. Through the implementation of the new standard, it is possible to find vehicles with excessive emissions in a more timely manner, promote their maintenance and treatment, and achieve the goal of effectively controlling the pollution emissions of in use vehicles.


9. Sampling Measurement Method for Fugitive Dust Discharge of Some Material Stockyards in Zhejiang Province
In order to further promote the comprehensive control of fugitive dust, prevent and control the fugitive dust pollution of the storage yard, protect and improve the quality of the atmospheric environment, and standardize the collection and management of environmental protection taxes, this method is formulated in accordance with the Law of the People's Republic of China on the Prevention and Control of Air Pollution, the Environmental Protection Tax Law of the People's Republic of China, the Implementation Regulations of the Environmental Protection Tax Law of the People's Republic of China and other relevant laws and regulations, in combination with the actual situation of the province. This announcement shall come into force as of October 1, 2022.


10. Implementation Plan of Sichuan Province for Pilot Management of "Point to Point" Oriented Utilization Exemption of Hazardous Wastes
Sichuan Provincial Department of Ecology and Environment has issued the Implementation Plan of Sichuan Province for the Pilot Management of "Point to Point" Directional Utilization Exemption of Hazardous Wastes, which stipulates that the exempted objects are relevant units that meet the requirements of "Point to Point" directional utilization throughout the province. Among them, the hazardous wastes targeted for use in this scheme refer to those not included in the List of Exemption Management of Hazardous Wastes or the utilization process does not meet the exemption conditions listed in the List of Exemption Management of Hazardous Wastes. In addition, hazardous wastes generated in the production of narcotic drugs, psychotropic drugs, pharmaceutical precursor chemicals, and toxic drugs for medical use are prohibited from targeted utilization. This plan will be implemented from October 5, 2022, and will be valid for two years.


11. Technical Guide for Investigation of Soil Pollution Status of Non identified Sources of Construction Land in Jiangsu Province
This document provides the principles, procedures, contents, methods and technical guidance for the preparation of the report on the investigation of soil pollution status of non identified sources of construction land. This document is applicable to the investigation of soil and groundwater pollution in construction land with unclear use history and unknown pollution sources. This document is not applicable to the investigation of radioactive contamination and pathogenic microbial contamination. This document will be implemented from October 6, 2022.


12. Measures for the Administration of Shandong Provincial Ecological and Environmental Science Popularization Base
In order to standardize and strengthen the construction and management of provincial ecological environment science popularization bases (hereinafter referred to as science popularization bases) in our province, these Measures are formulated in accordance with the Environmental Protection Law of the People's Republic of China, the Law of the People's Republic of China on the Popularization of Science and Technology, the Opinions on Further Strengthening the Popularization of Science and Technology for Environmental Protection, the Measures for the Administration of National Ecological Environment Science Popularization Bases and other laws and regulations. The Measures shall come into force on October 8, 2022 and shall be valid until October 7, 2027.


13. Guangxi 2022-2023 Autumn and Winter Air Pollution Prevention and Control Action Plan

This document is applicable to the environmental monitoring of soil and groundwater around the key supervision unit of soil pollution. The surrounding soil and groundwater environment monitoring in the industrial park (concentration area) can be implemented by reference. This document will be implemented from October 6, 2022.


15. Jiangsu Province Technical Code for On line Monitoring of Power Consumption under Working Conditions of Air Pollution Sources (DB32/T 4350-2022)
This document specifies the composition, installation, acceptance, daily operation management and other functional requirements of the online monitoring system for power consumption under the working conditions of air pollution sources, and provides a method to determine the operation status of pollution source production facilities and pollution treatment facilities.
This document is applicable to the online monitoring system for power consumption under working conditions of industrial pollution sources that discharge waste gas pollutants. Implemented from October 6, 2022.
