1、 Environmental permit management

01. Management of Environmental Impact Assessment for Construction Projects
New construction, renovation, and expansion projects of enterprises should implement the environmental impact assessment management system for construction projects, fulfill relevant approval procedures, and strictly implement the pollution prevention and control measures specified in the environmental assessment documents and approval requirements.

02. "Three Simultaneities" Management of Environmental Protection in Construction Projects
Enterprises should implement the "three simultaneities" management system for environmental protection of construction projects, ensuring that the pollution prevention and control facilities and risk prevention measures supporting the construction project are designed, constructed, and put into operation simultaneously with the main project.

03. Application and execution of pollution discharge permit
(1) Enterprises should complete the pollution discharge registration work in accordance with the requirements of the ecological environment department, provide necessary materials, and ensure the authenticity and effectiveness of various environmental information provided, without concealing or falsely reporting.
(2) Pollutant discharging enterprises should apply for and obtain a pollution discharge permit in accordance with regulations, and ensure that the pollution discharge permit is within its validity period. Enterprises must discharge pollutants in accordance with the types of pollutants, control indicators, and prescribed methods approved by the permit.
(3) When applying for a pollution discharge permit, pollutant discharge enterprises should prepare a self monitoring plan in accordance with the technical guidelines for self monitoring and the provisions of the "Management Measures for Pollution Discharge Permits (Trial)".
(4) After applying for a pollution discharge permit, pollution discharge enterprises should ensure that the provisions in the copy of the pollution discharge permit are well executed
04. Payment of Environmental Protection Tax
Enterprises should pay environmental protection taxes in a timely and sufficient manner in accordance with the Implementation Regulations of the Environmental Protection Tax Law of the People's Republic of China, and clarify the responsible departments and personnel. Enterprises should be aware that paying environmental protection taxes does not exempt them from their responsibilities for preventing and controlling pollution, compensating for pollution damage, and other responsibilities stipulated by laws and administrative regulations.

 

2、 Pollution prevention and control management

01. Production workshop
(1) The overall layout plan should be hung at the entrance of the enterprise office building, indicating the locations of production workshops, office buildings, boiler rooms, solid waste warehouses, wastewater and exhaust gas treatment facilities, as well as the locations of production wastewater, domestic sewage, reuse water, clean water pipelines, production wastewater, domestic sewage, clean water, and production exhaust gas discharge outlets.
(2) The workshop floor that generates wastewater should implement anti-corrosion and anti-seepage protection measures. Enterprises should establish a wastewater management system, clarifying the departments and responsible persons for wastewater management. Clarify the target indicators for wastewater discharge, establish a management ledger for wastewater collection and treatment facilities, strengthen on-site management of wastewater treatment facilities, and achieve the separation of production wastewater, domestic wastewater, and clean water, except where permitted. Standardize collection, operation, and discharge, regularly monitor wastewater discharge, and conduct compliance evaluations against relevant discharge standards to ensure stable and standard discharge of wastewater.

 

4、 Prevention and control of exhaust gas pollution

Enterprises should establish a waste gas management system, clarifying the departments and responsible persons for waste gas management. Clarify the target indicators for exhaust emissions, establish a management ledger for waste gas collection and treatment facilities, and take measures to control various sources of exhaust emissions. Regularly monitor the emission of exhaust gas, conduct compliance evaluations against relevant emission standards, and ensure stable and compliant emissions of exhaust gas.

 

5、 Industrial solid waste management

01. Enterprises should establish an industrial solid waste management system, clarifying the departments and responsible persons for industrial solid waste management. Clarify the target indicators for the comprehensive utilization of industrial solid waste, establish a file of relevant information such as the type, generation, flow direction, storage, and disposal of industrial solid waste, and apply for registration with the local town street ecological environment bureau on an annual basis.

02. If there is a significant change in the registered items, the applicant shall report to the original registration authority within 10 working days from the date of the change. If it involves the transfer of industrial solid waste across provinces, the transfer can only be carried out after completing the procedures for transferring industrial solid waste across provinces.

03. Enterprises should manage industrial solid waste in accordance with the principles of reduction, resource utilization, and harmless treatment in accordance with the law and regulations, prioritize comprehensive utilization, and reduce disposal pressure.

 

6、 Hazardous waste management

01. Enterprises should establish a hazardous waste management system, clarifying the departments and responsible persons for hazardous waste management. Clarify the target indicators for hazardous waste disposal, establish a list of hazardous waste sources, hazardous waste disposal providers, and disposal status.

7、 Emergency Environmental Incident Management

Key regulatory units for soil pollution should establish a system for identifying and controlling potential soil and groundwater pollution hazards, and regularly hire professional units to conduct hazard inspections on key facilities such as toxic and harmful substances' underground storage tanks, underground pipelines, and pollution control facilities.

The scope of hazard investigation should include all places, environments, personnel, equipment, facilities, and activities related to the production and operation of the enterprise. 03. Hazard Management

Based on the results of hazard investigation and classification, enterprises should develop hazard management plans and carry out hazard management separately in accordance with relevant regulations.
Among them, the content of the major hazard management plan should include: governance objectives, completion time and compliance requirements, governance methods and measures, funds and materials, the responsibilities of the institutions and personnel responsible for governance, risk prevention and control during the governance process, emergency measures or contingency plans.

Enterprises should establish an emergency management system for sudden environmental events, establish an environmental emergency management organization, or designate a dedicated person to be responsible for environmental emergency management work.

Prepare an investigation report on sudden environmental incidents in accordance with relevant regulations, draw inferences about the causes of accidents, formulate corrective and preventive measures, and implement them in place.

 

8、 Clean production

01. Clean production audit
Enterprises should complete the clean production audit evaluation and acceptance work in accordance with the audit procedures and time limits, in order to achieve the goal of "energy conservation, consumption reduction, pollution reduction, and efficiency enhancement".

02. Resource and energy utilization efficiency
Encourage enterprises to adopt clean processes with high utilization efficiency of raw and auxiliary materials and low pollutant emissions, reduce the generation of various pollutants, and incorporate resource and energy consumption indicators into the assessment requirements of enterprises at all levels.

03. Comprehensive utilization of waste
Enterprises should adhere to the principles of "reduction, harmlessness, and resource utilization", actively carry out industrial wastewater treatment and reuse, energy cascade utilization, and comprehensive utilization of solid waste, and incorporate the comprehensive utilization indicators of waste (resources) into the assessment requirements at all levels of the enterprise.

9、 Environmental information disclosure

01. Disclosure System and Content
Enterprises should establish an environmental information disclosure system, clarify the responsible departments and individuals for environmental information disclosure, and solicit public opinions and disclose environmental impact assessment information for new, renovation, and expansion projects as required. And in accordance with the relevant provisions of the Environmental Protection Law of the People's Republic of China and the Measures for the Disclosure of Environmental Information of Enterprises and Public Institutions regarding the disclosure of enterprise environmental information, regular disclosure of enterprise environmental management information shall be made.

02. Disclosure method
The daily information disclosure of enterprises can be done through one or more of the following methods: local government websites or enterprise websites; Announcement or publicly issued information special issue; News media such as radio and television; Information disclosure service and supervision hotline; Our unit's data collection points, information disclosure columns, information kiosks, electronic screens, electronic touch screens, and other places or facilities; Other ways for the public to obtain information in a timely and accurate manner.

10、 Other requirements

01. Elimination of outdated production capacity
Enterprises belonging to industries with outdated production capacity as stipulated by the state should ensure that pollutants are discharged up to standard, actively respond to national policies, gradually phase out processes with high energy consumption, high pollution, and low efficiency, be brave in innovation, and actively transform.
02. Emergency response to polluted weather
Enterprises involved in exhaust emissions should prepare pollution weather emergency plans, which specify emergency emission reduction measures under different levels of early warning, and specify key indicators for specific production lines, process links, and various emission reduction measures that will be discontinued. During the emergency response period for polluted weather, enterprises involved in exhaust emissions should actively respond to emission reduction measures, especially those involving VOCs emissions. They should stagger peak production or reduce production and limit production. The key control enterprises involved in VOCs emission processes should suspend production and resume normal production only after the emergency response is lifted.
03. Enterprise project termination or relocation management

04. Inspection points for 8 hazardous waste transfers

(1) Has the waste producing unit formulated and filed a hazardous waste management plan, including a hazardous waste transfer plan, in accordance with regulations;
(2) Whether the waste production unit follows the transfer plan in the hazardous waste management plan;
(3) Has the hazardous waste removal unit truthfully filled out the operational hazardous waste transfer form;
(4) Has the hazardous waste carrier carefully verified that the transported hazardous waste is consistent with the transfer receipt;
(5) Has an emergency plan for environmental risks during transportation been developed, measures have been taken to prevent environmental pollution, and corresponding pollution prevention and control facilities and equipment have been equipped;
(6) Has the hazardous waste receiving unit carefully verified that the received hazardous waste is consistent with the transfer receipt;
(7) Whether the receiving unit column in the transfer form is truthfully and normatively filled out, and whether the data, category, and other information are consistent with the business record book;
(8) Are all hazardous waste generated during the disposal process that cannot be self utilized and disposed of by the unit holding the hazardous waste management license transferred to the unit holding the corresponding license.

 

05. Inspection points for setting up three hazardous waste labels

(1) Is the identification mark set up in accordance with Appendix A of the "Pollution Control Standard for Hazardous Waste Storage" (GB 18597) for the facilities and places that generate, collect, store, transport, utilize, and dispose of hazardous waste (with correct shape, color, and pattern).
(2) Are standardized identification signs set up in facilities and locations for the generation, collection, storage, transportation, utilization, and disposal of hazardous waste in accordance with the "Environmental Protection Graphical Signs - Solid Waste Storage (Disposal) Sites" (GB 15562.2).
(3) Whether the containers and packaging containing hazardous waste are labeled according to Appendix A of the "Pollution Control Standard for Hazardous Waste Storage" (GB 18597), and truthfully and completely fill in relevant information such as category, quantity, hazardous characteristics, generation date, and responsible person.

 

06. Key inspection points for the discharge of three pollutants

(1) Are the pre-treatment facilities for crushing, grinding, mixing and stirring of the licensed unit well sealed and isolated from the operators.
(2) Whether the pre-treatment facilities for hazardous waste containing volatile and semi volatile toxic and harmful components are arranged in indoor workshops, and whether the exhaust gas is collected and treated before meeting the emission standards.
(3) According to the requirements of the pollution discharge permit, check the operation of facilities and other issues related to pollutant emissions.

 

07. 6 inspection points for certified units

(1) Has the licensed unit engaged in hazardous waste collection, transportation, reception, storage, utilization, and disposal activities in accordance with the provisions of the license.
(2) Is the business scope consistent with the scope listed in the license.
(3) Is the disposal method consistent with the environmental impact assessment and approval documents.
(4) Whether to discharge pollutants in accordance with the requirements of the pollution discharge permit.
(5) Review the utilization and disposal ledger of the operating unit and check whether the amount and category of utilization and disposal match the relevant content of the transfer receipt.
(6) It is strictly prohibited to receive unknown waste or hazardous waste beyond the scope of business.

 

08. 5 inspection points for environmental protection procedures

(1) Based on the requirements of environmental impact assessment documents, pollution discharge permits, and the implementation of the "three simultaneities" of construction projects, check whether there are any violations such as "unauthorized approval" or unauthorized reduction of the environmental impact assessment preparation level.
(2) Is the nature, scale, location, production process, and pollution prevention facilities of the construction project consistent with the requirements of the environmental impact assessment documents.
(3) Is the main information of the enterprise, production facilities, raw materials, product output, pollution discharge nodes, production waste nodes, hazardous waste categories, storage facilities, self utilization and disposal facilities, pollution discharge situation, and other contents consistent with the pollution discharge permit and on-site actual situation.
(4) Does the environmental impact assessment report comply with the relevant requirements of the "Guidelines for Environmental Impact Assessment of Hazardous Waste in Construction Projects".
(5) Are there any significant defects such as obvious inaccuracies in basic data, omissions in content, or falsification.

 

09. 8 inspection points for self utilization and disposal of hazardous waste

(1) For enterprises and units with self utilization and disposal facilities for hazardous waste, based on basic information such as environmental impact assessment documents, pollution discharge permits, hazardous waste management plans, production records, etc., verify the use of raw materials, production processes, and product inventory to determine if there is any unreasonable direction.
(2) For industrial waste, waste acid, and other hazardous waste self utilization and disposal facilities, it is necessary to calculate whether the usage, disposal, and regeneration amount are reasonable, and whether they match the overall utilization and disposal capacity and regeneration capacity.
(3) Check one by one according to the raw materials, products, pollution discharge links, waste production links, etc. of the enterprise, review the electricity consumption situation of the enterprise, and verify the production load and operation situation of the enterprise.
(4) Verify whether the pollution discharge facilities, pollutants, and actual on-site facilities of the enterprise are consistent with the original and copy of the pollution discharge permit.
(5) Verify whether the enterprise is suspected of illegal disposal and unauthorized change of raw materials.
(6) Has a ledger been established for the utilization and disposal of hazardous waste, and the utilization situation is truthfully recorded.
(7) Is environmental monitoring conducted regularly on the discharge of pollutants from self disposal facilities, and meets relevant standard requirements.
(8) Has the self utilization and actual utilization of disposal facilities been truthfully included in the hazardous waste management plan and declared through the information system.

 

10. Inspection points for emergency management of three hazardous wastes

(1) Have preventive measures and emergency plans for hazardous waste accidents been developed and filed with the ecological and environmental department;
(2) The emergency plan should clearly define the management organization and responsible person, and whether corresponding measures have been developed for handling accidents in different situations;
(3) Are necessary emergency equipment and materials equipped, develop a detailed emergency drill plan, and regularly organize emergency drills.
