US Environmental Protection Agency proposes to phase out the use of carbon tetrachloride
On July 28, 2023, the United States Environmental Protection Agency (EPA) proposed a rule under Section 6 (a) of the Toxic Substances Control Act (TSCA) aimed at addressing the risk of unreasonable harm to human health caused by carbon tetrachloride (CTC). CTC is a volatile organic compound, which is mainly used as a reactant in the manufacture of refrigerant, aerosol propellant and foam blowing agent.
TSCA requires the EPA to address any unreasonable risks to health or the environment identified in the TSCA risk assessment in accordance with regulations, and to apply the requirements to the necessary extent so that chemicals no longer pose unreasonable risks. The proposed risk management rules are based on the EPA's November 2020 TSCA Section 6 Risk Assessment and revised by the CTC Unreasonable Risk Determination revised in December 2022. The EPA has determined that CTC poses an unreasonable risk of health damage due to cancer caused by long-term inhalation and skin contact, as well as liver toxicity caused by chronic inhalation, chronic skin and acute skin contact in the workplace.
The actions proposed by the EPA under Article 6 (a) of the TSCA include:
·Require the CTC workplace chemical protection plan, which includes an existing chemical exposure limit (ECEL) of 0.3 ppm, which is the 8-hour time weighted average (TWA);
·Ventilation cabinets and skin personal protective equipment (PPE) are required for industrial and commercial use as laboratory chemicals;
·Prohibit several uses of gradually phased out carbon tetrachloride;
·Downstream notification requirements for manufacturers, importers, processors, and distributors;
·Record retention requirements.
The EPA is accepting public opinion on the proposed rules, with a deadline of September 11, 2023.
