Stationary pollution sources are one of the important sources of volatile organic compound emissions. Guangdong Province has issued a mandatory local standard "Comprehensive Emission Standard of Volatile Organic Compounds from Stationary Pollution Sources" (DB44/ 2367-2022), which will be implemented from September 1, 2022. Stationary pollution sources are one of the important sources of volatile organic compound emissions. Many provinces and cities in my country have issued comprehensive industrial VOCs emission standards to make up for the lack of industry standards, and implement supervision and management of many stationary pollution sources involving VOCs emissions. On June 1, 2022, the Guangdong Provincial Administration for Market Regulation and the Provincial Department of Ecology and Environment jointly issued the provincial mandatory local standard "Comprehensive Emission Standard of Volatile Organic Compounds from Stationary Pollution Sources" (DB44/ 2367-2022), effective from September 1, 2022 effective from today.
This standard specifies the control requirements, monitoring, implementation and supervision requirements for the organized and unorganized emissions of volatile organic compounds from stationary pollution sources, and pollution in the factory area and boundary of enterprises. Environmental impact assessment of reconstruction and expansion projects, design of environmental protection facilities, environmental protection acceptance upon completion, issuance of pollutant discharge permits and management of volatile organic compounds emissions after they are put into operation.
Standard Interpretation
At present, Guangdong Province has issued two comprehensive emission standards for atmospheric pollutants, namely, "Emission Limits of Air Pollutants" (DB44/27-2001) and "Comprehensive Emission Standards of Volatile Organic Compounds from Stationary Pollution Sources" (DB44/2367-2022), which are applicable to all industry, but DB44/2367-2022 further improves the VOCs management and control standards for VOCs-related emissions.
The Comprehensive Emission Standard for Volatile Organic Compounds from Stationary Pollution Sources (DB44/2367-2022) is applicable to the management of volatile organic compound emissions from existing industrial stationary pollution sources, as well as the environmental impact assessment of new construction, reconstruction and expansion projects, environmental protection facility design, and completed environmental protection. Acceptance, emission permit issuance and volatile organic compound emission management after production.
The main contents include: scope, normative reference documents, terms and definitions, organized emission control requirements, unorganized emission control requirements, pollution control requirements in the factory area and boundary of enterprises, pollutant monitoring requirements and implementation and supervision.
The Comprehensive Emission Standard for Volatile Organic Compounds from Stationary Pollution Sources (DB44/2367-2022) has a section on the requirements for organized emission control, and benzene, benzene series, NMHC and TVOC are included in the volatile organic compound emission limit pollutant project. Among them, TVOC selects and determines the substances included in TVOC according to the raw materials used by the enterprise, the production process and relevant environmental management requirements, etc., and will be implemented after the TVOC detection method is released.
For key areas, when the initial emission rate of NMHC in the collected exhaust gas is ≥2 kg/h, VOCs treatment facilities should be equipped, and the treatment efficiency should not be lower than 80%. The double control of concentration and treatment efficiency should be implemented to reduce the total amount. Except for the materials that meet the national regulations on products with low VOCs content.
It should be noted that: in key areas, the initial emission rate of NMHC in the collected exhaust gas is lower than 2kg/h. On the premise that the emission concentration meets the standard, it is not necessary to install VOCs treatment facilities. If the emission concentration exceeds the standard, VOCs treatment facilities should still be installed to ensure that the discharge meets the standard, but the removal efficiency is not required.
If the above conditions are not met, that is, in key areas, the initial emission rate of NMHC in the collected exhaust gas is greater than or equal to 2kg/h, and VOCs treatment facilities need to be installed. On the premise that the removal efficiency of the treatment facilities should not be lower than 80%; if all the low VOCs products that meet the regulations are used, the removal efficiency of the treatment facilities is not required, and the VOCs emission concentration and emission rate can meet the standards.
