The Philippine DTI Energy Efficiency Requirements Administrative Decree will be officially implemented on September 5, 2023!

The administrative decree "DAO 22-01" issued by the Philippine Bureau of Standards (BPS), passed by the Philippine Department of Trade and Industry (DTI) on March 5, 2022, officially came into effect and will be implemented on September 5, 2023.


After the entry into force of the DAO 22-01 law, the Philippine Bureau of Standards (BPS) has issued a memorandum "DAO 22-09" as a supplementary document to "DAO 22-01", which elaborates on the specific product details, processes, and certification implementation transition period related to the "DAO 22-01" decree.


The above regulations aim to ensure that all energy consuming products used by Filipino consumers are safe and comply with the latest safety and performance requirements set by the Philippine Bureau of Standards (BPS) and the Department of Energy (DOE). This law supports the implementation of the Energy Efficiency and Conservation Act, requiring DTI to negotiate with DOE through BPS, requiring manufacturers, importers, and distributors to comply with Minimum Energy Performance (MEPS) standards and display energy efficiency labels on products and packaging.

 


Key Points of DAO 22-01 Decree

(1) The product scope covered by this law is shown in the table below. PS logo certificates or ICC licenses can only be issued when the product meets both safety regulations and MEPS standards.

(2) In order to give local manufacturers and importers sufficient time to comply with the regulations, the law has an 18 month buffer period and will be officially implemented on September 5, 2023.

Energy consumption: Refrigeration capacity not exceeding 50000 kilojoules per hour

Household refrigerator

Safety regulations: Adjust the capacity from no more than 567 liters to no more than 600 liters
Energy consumption: Capacity adjusted to 113 liters or more, not exceeding 600 liters

Self ballasted LED bulb

Safety regulations: E14, E27 lamp cap: dimmable and variable color; Adjust the power from no more than 30W to no more than 60W.

Energy consumption: E14, E27 lamp cap: no more than 60W; Unregulated energy consumption of dimmable and discolored light bulbs

Television Safety regulations: Adjust the size from no more than 55 inches to no more than 60 inches
Energy consumption: size not exceeding 60 inches


 

(2) Execution transition period:

Starting from September 5, 2023, all products within the scope tables of "DAO 22-01" and "DAO 22-09" mentioned in this article are mandatory to meet safety regulations and energy efficiency certification.

During the period from September 5, 2023 to March 5, 2024, energy consuming products that have been sold or stored in the local market before the effective date of this law shall be certified by BPS.

Starting from March 5, 2024, market supervision will be implemented. Only energy consuming products with PS, ICC or other BPS issued certification marks can be sold in the local market.

 

(3) Comparison of certification marks:

Figure A is applicable to products that need to meet both safety regulations and energy consumption standards;

Figure B is suitable for products that only meet safety standards, such as household refrigerators with a capacity range of 113 liters or less, and LED bulbs that can be dimmed and changed color.
