Announcement of the "Description and Definition Table of Compulsory Product Certification Catalogue (Revised in 2023)"

In order to facilitate all relevant parties to accurately define the scope of the compulsory product certification catalog, the State Administration for Market Regulation has revised and formed the "Description and Definition Table of the Compulsory Product Certification Catalog (Revised in 2023)" based on the adjustment of the compulsory product certification catalog and the adjustment of the certification basis according to relevant standards. There are a total of 16 categories and 96 products, which are now announced. The "Description and Definition Table of Compulsory Product Certification Catalogue (Revised in 2020)" issued by the State Administration for Market Regulation in Announcement No. 18 of 2020 shall be abolished simultaneously.

Description and Definition Table of Compulsory Product Certification Catalogue (Revised in 2023)
Explain
1. For electrical and electronic products, except for telecommunications terminal equipment, welding machines, and explosion-proof electrical equipment, the scope of application is limited to products that can be directly or indirectly connected to a power supply greater than 36V (DC or AC RMS).
2. For electrical and electronic products, products designed, manufactured, and used specifically for automobiles, motorcycles, trains, ships, and aircraft, with a specially designed and installed structure, are not within the scope of CCC certification, except for on-board mobile user terminals, explosion-proof electrical equipment, or special instructions.
3. Remanufactured products are not within the scope of CCC certification.
4. Multifunctional products with two or more mandatory product certification categories for functions and purposes are classified based on their main functions and purposes of use. Multifunctional products should comply with the applicable standards and certification implementation rules of the main functional products, while also taking into account the corresponding applicable standards and certification implementation rules of other functional products.
5. The definition of applicable products should combine the content of "description of product types", "description or enumeration of product application scope", and "explanation", and determine whether the product belongs to the certification scope based on this.
6. Product listing may not necessarily include all possible product names, and products that are not listed can be defined according to the corresponding description according to the specific situation.
