Recently, HSE in the UK released a recommended draft to include "Diisohexyl phthalate (EC: 276-090-2, CAS: 71850-09-4)" in the authorization list (Attachment 14) to fulfill the obligations under UK REACH regulations.

 

 


 

In addition to issuing the recommended draft, HSE has also released the "UK REACH Authorization List Recommended Substance Prioritization Method" document——

 

The determination of priority order is mainly based on the following three points:

Whether the substance is PBT or vPvB substance;

Is the substance widely used;

Is there a high tonnage deployment of substances in the UK market.

 

HSE evaluates the priority of substances through three specific steps:

Step 1:
Score each standard based on the intrinsic characteristics, tonnage, and widespread use of the substance, and obtain a comprehensive score. Considering the limited available data under UK REACH, ECHA data will also be referenced during the first evaluation step.

Step 2:
Further refine the assessment, such as considering whether all identified uses ensure human and ecological health to a minimum, or whether there are better ways to control the substance beyond authorization.

Step 3:
In the final adjustment, HSE will collect other information, such as the technical and economic feasibility of alternatives.

 

Based on the above standards, it can be concluded that the reasons for recommending diisohexyl phthalate to be included in the authorization list are as follows:

☑ The unified classification of this substance under GB CLP is reproductive toxicity 1B, H360F;
☑ Although there are currently no companies officially registering the substance for UK-RECH, considering DUIN notifications, the substance may be imported from the European Union into the UK market;
☑ Despite the lack of usage information, this substance is considered a potential substitute for other phthalate ester substances that have been recommended or included in the authorized list (such as those used as plasticizer polymers).
Stakeholders may submit comments within 3 months from the date of publication of this draft, including discussions on the consequences of joining the authorization list, alternative solutions, and exemptions.
Afterwards, the UK HSE will update the draft content and send it to relevant authorities (Defra et al.) for decision.
