Announcement of the People's Government of Zhongshan City on the Implementation of Special Emission Limits for Air Pollutants by Gas Boilers

In order to further improve the prevention and control of atmospheric pollution in Zhongshan City, consolidate the achievements of the Blue Sky Defense War, strengthen the control and management of gas boiler pollutants, and effectively reduce the emission of atmospheric pollutants, in accordance with the requirements of laws and regulations such as the Air Pollution Prevention and Control Law of the People's Republic of China and the Guangdong Provincial Air Pollution Prevention and Control Regulations, Decide to implement the special emission limits for atmospheric pollutants specified in Table 3 of the local standard "Boiler Air Pollutant Emission Standard (DB44/765-2019)" in Guangdong Province. The relevant matters are hereby announced as follows:

 

01. Scope of Implementation

Gas boilers with a single output of 65 steam tons/hour or less within the administrative area of Zhongshan City.

 

02. Execution time

(1) Build a new gas boiler. Starting from the implementation date of this announcement, the special emission limits for atmospheric pollutants shall be implemented for the construction, renovation, and expansion of gas boilers.

(2) Gas boilers are in use. Prior to the implementation of this announcement, gas boilers that have been completed and put into operation or environmental impact assessment documents have been approved in Zhongshan City, including Torch Development Zone (excluding Minmin Street), Shiqi Street, East District Street, West District Street, South District Street, and Wuguishan Street, will implement special emission limits for atmospheric pollutants from January 1, 2025. Other areas will implement special emission limits for atmospheric pollutants from January 1, 2026.

 

03. Execution requirements

(1) This announcement stipulates that the special emission limits for atmospheric pollutants in the execution of gas boiler projects are the special emission limits for atmospheric pollutants specified in Table 3 of the "Boiler Air Pollutant Emission Standard (DB44/765-2019)", which means that the particulate matter shall not exceed 10mg/m3, sulfur dioxide shall not exceed 35mg/m3, and nitrogen oxides shall not exceed 50mg/m3. If the national or provincial new (revised) standards are stricter than the limits specified in Table 3 of the "Boiler Air Pollutant Emission Standard" (DB44/765-2019), the new standards shall be implemented.

(2) The ecological and environmental authorities at all levels shall strictly approve the construction, renovation, and expansion of gas boiler projects in accordance with the special emission limit requirements for atmospheric pollutants from gas boilers.

(3) All relevant enterprises and institutions should actively take effective measures to meet the special emission limit requirements of air pollutants within the specified period. If the deadline fails to meet the provisions of this announcement, the ecological environment regulatory department will, in accordance with the "Air Pollution Prevention and Control Law of the People's Republic of China", "Guangdong Province Air Pollution Prevention and Control Regulations" and other laws and regulations, order correction or restrict production, suspend production for rectification, and impose a fine; If the circumstances are serious, it shall be ordered to suspend production or close down in accordance with the law.

(4) This announcement will be implemented one month from the date of its release, October 11, 2023, and is valid for 5 years.
