New Trends in Food Contact Materials in South America: Two New Substances Added to the Southern Common Market

On September 28, 2023, Argentina, on behalf of the Southern Common Market (MERCOSUR), submitted a notification to the World Trade Organization (WTO) regarding the revision of GMC Resolution 02/12 (notification number: G/TBT/N/ARG/449), namely the "Technical Regulations of MERCOSUR on the Approval of Monomers, Other Starting Substances, and Polymer Frontal Lists for Plastic Packaging and Equipment in Contact with Food". The following are the specific revisions:

According to its CAS number, add the following substances at the end of the front list in the first part of the attachment:

At present, the proposal is undergoing a 60 day review period, with a review deadline of November 27th. Once the regulation takes effect, it will apply to the member countries of the Southern Common Market, including Argentina, Brazil, Paraguay, and Uruguay.

Introduction to the Southern Common Market:

MERCOSUR was established on March 26, 1991, and was announced by the Presidents of Argentina, Brazil, Uruguay, and Paraguay in the capital city of Asuncion by signing the Treaty of Asuncion. It is the largest economic integration organization in South America and the world's first common market composed entirely of developing countries. At present, there are 5 formal member states, namely Argentina, Brazil, Paraguay, Uruguay, and Venezuela (Venezuela's membership has been indefinitely suspended since August 2017 due to domestic situation reasons), and 7 associated countries, including Chile, Peru, Colombia, Ecuador, Suriname, Guyana, and Bolivia (the "entry" process has not yet been completed). The purpose of this organization is to promote scientific and technological progress in member countries by effectively utilizing resources, protecting the environment, coordinating macroeconomic policies, strengthening economic complementarity, and ultimately achieving economic and political integration.
