Guangzhou plans to designate the city as a high pollution fuel burning ban zone, and biomass briquette boilers also need to be equipped with efficient dust removal facilities
On October 20th, the Guangzhou Municipal Bureau of Ecology and Environment issued a notice on the delineation of a high pollution fuel ban zone in Guangzhou (draft for public opinion), proposing to designate the entire city of Guangzhou as a high pollution fuel ban zone and strengthen environmental management in the ban zone. According to the management requirements of the non combustion zone, biomass briquette boilers should be dedicated boilers and equipped with efficient dust removal facilities.

In order to promote green and low-carbon development and continuously improve the environmental air quality of our city, in accordance with relevant requirements such as the "Air Pollution Prevention and Control Law of the People's Republic of China", the "Guangdong Provincial Air Pollution Prevention and Control Regulations", and the "Notice on the Issuance of the" Catalogue of Highly Polluting Fuels "(National Environmental Protection and Atmospheric Administration [2017] No. 2), the scope of the highly polluting fuel combustion ban zone in Guangzhou is delineated, and the environmental management of the ban zone is strengthened, Our bureau has led the preparation of the "Notice on Delineating a High Pollution Fuel Burning Ban Zone in Guangzhou (Draft for Soliciting Opinions)". Notice on Delineating a High Pollution Fuel Burning Ban Zone in Guangzhou (Draft for Soliciting Public Opinion)
In order to promote green and low-carbon development and continuously improve the environmental air quality in Guangzhou, in accordance with relevant requirements such as the "Air Pollution Prevention and Control Law of the People's Republic of China", the "Guangdong Provincial Air Pollution Prevention and Control Regulations", and the "Notice on the Issuance of the" Catalogue of Highly Polluted Fuels "(National Environmental Protection and Atmospheric Administration [2017] No. 2), the Municipal People's Government has decided to delineate the scope of the highly polluting fuel non combustion zone in Guangzhou and strengthen the environmental management of the non combustion zone. The relevant matters are hereby notified as follows:
1、 Delineation of the scope of the non combustible zone
Guangzhou is a highly polluting fuel ban zone, and the third type of fuel combination in the "Catalogue of Highly Polluted Fuels" released by the former Ministry of Environmental Protection has been selected as the management category of highly polluting fuels within the ban zone.
2、 Management requirements for non combustible zones
（1） It is prohibited to build or expand combustion facilities that use highly polluting fuels within the prohibited combustion zone.
（2） Within the prohibited combustion zone, the established facilities for burning highly polluting fuels shall be strengthened in accordance with the following regulations:
1. We have completed the ultra-low emission transformation of a single high-polluting fuel boiler with a capacity of 65 steam tons/hour or more, ensuring stable air pollutant emissions to reach the emission level of gas turbines, and implementing environmental management in accordance with the emission standards of gas turbines.
2. Existing coal-fired power units that have not yet expired in service shall be renovated and upgraded in accordance with the requirements of the national policy on energy-saving and carbon reduction transformation, flexibility transformation, and heating transformation, and in accordance with the "one machine, one policy" to improve the energy efficiency level of coal-fired power units.
3. Existing industrial furnaces that use highly polluting fuels should switch to clean energy or be discontinued before December 31, 2025. If it is proven that due to objective conditions such as production processes, it is temporarily impossible to switch to clean energy, the ultra-low emission transformation should be completed before December 31, 2025.
（3） Within the no burning zone, it is prohibited to increase the sales points of polluting fuels. The existing high pollution fuel sales points, except for the units that currently use high pollution fuel facilities as stipulated in Article (2) of this notice, shall not supply high pollution fuel to other units or individuals in this city.
（4） Distributed heating boilers that burn highly polluting fuels and heating boilers that cannot meet emission standards within the coverage area of the newly built central heating network should be discontinued within 3 months after the stable heating of the central heating network and switched to central heating.
（5） The biomass briquette boiler should be a dedicated boiler and equipped with efficient dust removal facilities.
（6） If the country or Guangdong Province issues new emission standards for related industries, fuel equipment, and other related industries, the new standards shall be implemented accordingly.
3、 Explanation of specialized vocabulary in this notice
（1） The third category of fuel combination in the Catalogue of Highly Polluted Fuels includes coal and its products, petroleum coke, oil shale, crude oil, heavy oil, residual oil, coal tar, and biomass briquettes used in non dedicated boilers or dedicated boilers without efficient dust removal facilities.
（2） The high-efficiency dust removal facilities for biomass briquetted fuel boilers refer to bag type dust removal facilities, or two-stage and multi-level high-efficiency dust removal and treatment facilities such as cyclone plus bag type dust removal and electric bag dust removal; For supporting other types of dust removal facilities such as electrostatic dust removal, ensure that the boiler flue gas emission concentration stabilizes and meets the special emission limit requirements of the "Boiler Air Pollutant Emission Standard" (DB 44/765-2019).
（3） The specialized boiler for biomass briquette fuel shall comply with the local standard "Technical Conditions for Industrial Boilers of Biomass Briquette Fuel" (DB44/T1510-2014) in Guangdong Province. After the country or Guangdong Province introduced the product standards for biomass briquette boilers, the new standards will be implemented.
（4） Biomass formed fuel shall comply with the local standard of Guangdong Province "Biomass Formed Fuel for Industrial Boilers" (DB44/T1052-2018). After the country or Guangdong Province introduces the standards for biomass formed fuel products, the new standards will be implemented.
（5） Ultra low emission renovation refers to the upgrading and renovation of high polluting fuel facilities such as coal-fired units and cement production furnaces, resulting in air pollutant emission concentrations reaching the corresponding industry's ultra-low emission levels.
（6） The coverage range of centralized heating refers to the area that meets the requirements of regional heating planning, covers a radius of 15 kilometers with a heat source point as the center, and has the conditions to provide centralized heating.
4、 Implementation Date
This notice shall come into effect on X month X day, 202X, and shall be valid for 5 years.
