On November 2, 2023, the National Development and Reform Commission and other departments issued the "Three Year Action Plan for Accelerating the Development of" Replacing Plastics with Bamboo "(FGHZ [2023] No. 1375), providing the path direction, specific measures, and support policies for the development of" Replacing Plastics with Bamboo ", which is an action guide for achieving green and sustainable development in the industry.

Action Objectives

By 2025, the industrial system of "replacing plastic with bamboo" has been preliminarily established, with further improvement in product quality, product types, industrial scale, and comprehensive benefits. The market share of key products has significantly increased. Compared with 2022, the comprehensive added value of the main products of "replacing plastic with bamboo" has increased by more than 20%, and the comprehensive utilization rate of bamboo has increased by 20 percentage points.


Advantages and Challenges of Bamboo Substitute Plastic Products

1. Advantages of China's bamboo resources: China has a bamboo forest area of 7.01 million hectares, making it the country with the richest bamboo resources in the world. Bamboo resources, area, and stock all rank first in the world. There are 39 genera and 857 species of bamboo plants in China, accounting for 52% of the world's 1642 bamboo species. China is also the country with the largest bamboo industry scale. In 2020, the national bamboo industry output value was nearly 320 billion yuan.
2. Advantages compared to plastic products: Bamboo has the advantages of being renewable, absorbing carbon dioxide, and the product is pollution-free and biodegradable. Bamboo has a wide range of uses and can achieve full bamboo utilization.
3. Advantages compared to "wood instead of plastic": Replacing plastic with bamboo has advantages in carbon sequestration capacity. The carbon sequestration capacity of bamboo forests is much higher than that of ordinary trees, 1.46 times that of Chinese fir and 1.33 times that of tropical rainforests.
As an emerging industry, 'replacing plastic with bamboo' currently has a relatively small scale, low output, high costs, and relatively backward technology and equipment.



The "disposable bamboo tableware" and "durable bamboo dining utensils" in the "bamboo instead of plastic" list belong to bamboo and wood materials and products used in food contact, and are applicable to the "GB 4806.12-2022 National Food Safety Standard for Bamboo and Wood Materials and Products Used in Food Contact". This standard is the first mandatory national food safety standard for bamboo and wood used in food contact, drafted and developed by IQTC, and officially implemented on December 30, 2022. This standard specifies technical requirements for raw materials, sensory properties, residual amounts, migration amounts, and microorganisms. Its release and implementation provide technical support for the compliance and supervision of bamboo and wood products used in food contact in China, promoting the upgrading of relevant product quality and industrial institutions.
