Environmental policies
1. Criteria for Qualification Accreditation and Review of Inspection and Testing Institutions
In accordance with the provisions of the Metrology Law of the People's Republic of China and its implementation rules, as well as the Certification and Accreditation Regulations of the People's Republic of China and other laws and administrative regulations, this guideline is formulated to implement the relevant qualification recognition technical review requirements of the Management Measures for Qualification Recognition of Inspection and Testing Institutions in accordance with the law. The technical review of qualification certification for inspection and testing institutions within the territory of the People's Republic of China (including notification and commitment verification, the same below) shall comply with this guideline. This standard shall come into effect on December 1, 2023.
2. Measures for the Supervision and Administration of Ecological Environment of Fixed Pollution Sources in Shanghai
In order to standardize the ecological environment supervision and management of fixed pollution sources in this city, establish a fixed pollution source supervision system with a pollution discharge permit system as the core, promote the modernization of ecological environment governance capacity and governance system, improve the efficiency of ecological environment management, and improve the quality of ecological environment, in accordance with the Environmental Protection Law of the People's Republic of China, the Regulations on the Administration of Pollution Discharge Permits, and the Implementation Plan for the Control of Pollutant Discharge Permit System issued by the General Office of the State Council This method is formulated in accordance with relevant laws and regulations such as the Guiding Opinions of the Ministry of Ecology and Environment on Strengthening the Law Enforcement and Supervision of Pollutant Discharge Permits and the Shanghai Environmental Protection Regulations, combined with the actual situation of this city. This method will come into effect on December 1, 2023, and is valid for five years.
3. Implementation Rules for the Management of Aquatic Germplasm Resources Protection Areas in Sichuan Province
In order to standardize the establishment and management of aquatic germplasm resources protection zones within Sichuan Province, and further strengthen the protection of aquatic germplasm resources, this implementation rule is formulated in accordance with the relevant provisions of the Fisheries Law of the People's Republic of China, the Yangtze River Protection Law of the People's Republic of China, the Implementation Measures of the Fisheries Law of the People's Republic of China in Sichuan Province, and the Interim Measures for the Management of Aquatic Germplasm Resources Protection Zones issued by the Ministry of Agriculture and Rural Affairs. This implementation rule will come into effect on December 1, 2023, and is valid for 10 years.
4. "Several Opinions on Deepening the Reform of Environmental Impact Assessment System to Support the High Quality Development of the Lingang New Area of China (Shanghai) Pilot Free Trade Zone"
In order to support the national strategy for the construction of the Lingang New Area (hereinafter referred to as the "Lingang New Area") in the China (Shanghai) Pilot Free Trade Zone, and fully leverage the "leading goose" effect of institutional innovation in the Lingang New Area, in accordance with the "Implementation Opinions on the Reform of the Environmental Impact Assessment System in this City" (Hu Fu Gui [2019] No. 24), based on the implementation of environmental impact assessment reform policies throughout the city and the Lingang New Area in recent years, we are piloting and exploring greater measures for environmental impact assessment system reform, Develop this opinion. This method shall come into effect on December 1, 2023.
6. Measures for the Classification and Management of Urban Domestic Waste in Zunyi City
In order to standardize the classification and management of urban household waste, improve the level of reduction, resource utilization, and harmless treatment of household waste at the source, and improve the living environment, this method is formulated in accordance with laws and regulations such as the Solid Waste Pollution Prevention and Control Law of the People's Republic of China, the Urban Appearance and Environmental Hygiene Management Regulations, and the Guizhou Province Urban Appearance and Environmental Hygiene Management Regulations, combined with the actual situation of this city. This method shall come into effect on December 1, 2023.
7. Regulations on Water Pollution Prevention and Control in Heilongjiang Province
In order to protect and improve the environment, prevent and control water pollution, protect water ecology, ensure drinking water safety, maintain public health, promote ecological civilization construction, and promote sustainable economic and social development, this regulation is formulated in accordance with laws and administrative regulations such as the Environmental Protection Law of the People's Republic of China and the Water Pollution Prevention and Control Law of the People's Republic of China, combined with the actual situation of this province. This regulation shall come into effect on December 1, 2023.
8. Measures for the Classification and Management of Urban Domestic Waste in Baoshan City (Trial)
In order to strengthen the classification and management of urban household waste, promote the construction of ecological civilization, improve the living environment, promote refined urban management and resource conservation and utilization, ensure public safety, health, and sustainable economic and social development, in accordance with the "Law of the People's Republic of China on the Prevention and Control of Solid Waste Pollution Environment", the "Regulations on the Management of Urban Appearance and Environmental Sanitation" (State Council Order No. 101), and the "Yunnan Province Regulations on the Prevention and Control of Solid Waste Pollution Environment" According to laws and regulations such as the "Management Measures for Urban Domestic Waste" (Order No. 157 of the Ministry of Construction) and the "Regulations on Urban Environmental Sanitation Management in Baoshan City", combined with the actual situation of Baoshan City, this method is formulated. This method shall come into effect on December 2, 2023.
9. Measures for the Automatic Monitoring and Management of Pollution Sources in Chongqing City
In order to implement the main responsibility of self monitoring by pollutant discharge units, establish and improve a non site supervision and law enforcement system mainly based on automatic monitoring of pollution sources, in accordance with the Environmental Protection Law of the People's Republic of China, the Regulations on the Administration of Pollutant Discharge Permits, the Chongqing Environmental Protection Regulations, and the Measures for the Administration of Monitoring of Pollution Sources (Order No. 28 of the State Environmental Protection Administration) This method is formulated in accordance with laws, regulations, and rules such as the Measures for on-site supervision and inspection of automatic monitoring facilities for pollution sources (Order No. 19 of the Ministry of Environmental Protection). This method shall come into effect on December 4, 2023.
10. Guiding Opinions on Dynamic Adjustment of Pollutant Discharge Permits in Wenzhou City
If, within the jurisdiction of this city, the environmental impact assessment documents of pollutant discharge units have been approved and the environmental protection acceptance has been completed, and one or more of the five factors of the original project's nature, scale, location, production process, or environmental protection measures have changed, resulting in inconsistency between the actual operating conditions and the environmental impact assessment documents and their approved content, and it is necessary to reapply or change the content of the pollutant discharge permit, this opinion shall apply. This guidance will be implemented from December 10, 2023. If there are other national and provincial regulations, they shall prevail.
11. Five documents including the "Regulations on the Procedure for Compensation for Ecological Environment Damage in Sichuan Province"
In order to further strengthen the protection and restoration of the ecological environment, standardize the compensation work for ecological environment damage, in accordance with the provisions of the Civil Code of the People's Republic of China and the Regulations on the Management of Ecological Environment Damage Compensation, combined with the actual situation of our province, the Department of Ecology and Environment of Sichuan Province, the Higher People's Court of Sichuan Province The People's Procuratorate of Sichuan Province and 14 other units jointly issued the "Regulations on the Work Procedure for Ecological Environment Damage Compensation in Sichuan Province", "Consultation Measures for Ecological Environment Damage Compensation in Sichuan Province", "Management Measures for Ecological Environment Damage Restoration in Sichuan Province", "Management Measures for Ecological Environment Damage Compensation Funds in Sichuan Province", and "Implementation Measures for Registration and Review of Environmental Damage Judicial Appraisal Institutions in Sichuan Province", which will come into effect on December 15, 2023.
12. Management Measures for Animal Medical Waste in Zhejiang Province
Strengthening the management of animal medical waste, ensuring ecological environment, public health, and biosafety, in accordance with regulations and rules such as the Zhejiang Province Solid Waste Pollution Prevention and Control Regulations, Zhejiang Province Animal Epidemic Prevention Regulations, and the Management Measures for Animal Diagnosis and Treatment Institutions, combined with the actual work of Zhejiang Province, the Zhejiang Provincial Department of Agriculture and Rural Affairs has issued the Zhejiang Province Animal Medical Waste Management Measures. This method shall come into effect on December 25, 2023.
Environmental standards
1. Hebei Province Landmark "Emission Standards for Air Pollutants from Catering Industry" (DB13/5808-2023)
This document specifies the emission limits and management requirements, monitoring requirements, compliance determination requirements, as well as the implementation and supervision of standards for atmospheric pollutants in catering service units. This document is applicable to the management of atmospheric pollutant emissions by catering service units in various districts, cities, Xiong'an New Area, and county (city, district) urban built-up areas. Internal canteens of non operating units that emit oil fumes shall be implemented in accordance with the regulations. This document is not applicable to the emission control of atmospheric pollutants from residential dining. This standard will be implemented from December 1st.
2. Shandong Province "Indoor Environmental Pollution Control Standards for Civil Construction Projects" (DB37/T 5120-2023)
In order to prevent and control indoor environmental pollution caused by main materials and decorative materials in civil construction projects, ensure indoor air quality, safeguard public health, unify acceptance standards and evaluation methods, achieve advanced technology, economic rationality, safety and applicability, and combine with the actual situation in Shandong Province, this Shandong Province "Indoor Environmental Pollution Control Standard for Civil Construction Projects" DB37/T5120-2023 is formulated, which will be implemented from December 1, 2023.
3. Guizhou Province Landmark "Evaluation Specification for Green Packaging Use in Express Delivery" (DB52/T 1741-2023)
This document specifies the basic requirements, evaluation classification, evaluation indicators and scores, evaluation results, evaluation methods and processes, and continuous improvement for the use evaluation of green packaging in express delivery enterprises engaged in express delivery business. This document is applicable to the evaluation and management of the use of green packaging in express delivery by postal enterprises engaged in express delivery business operations. This standard will be implemented from December 1st.
4. Tianjin City - Determination of available iron, manganese, copper, and zinc in soil - Inductively coupled plasma mass spectrometry (DB12/T1269-2023)
This document specifies the principles, reagents and materials, instruments and equipment, analysis steps, result calculation, precision and accuracy of the inductively coupled plasma mass spectrometry (ICP-MS) method for the determination of available iron, manganese, copper, and zinc in soil. This document is applicable to the determination of available iron, manganese, copper, and zinc content in soil. This standard will be implemented from December 8th.
5. "Remote sensing monitoring specifications for water area of lakes, rivers, and reservoirs in Hulunbuir" (DB1507/T89-2023)
This document specifies the satellite remote sensing data preprocessing and reservoir area monitoring for the extraction of Hulunbuir lakes, rivers, reservoirs, and water bodies using satellite data. This document is applicable to remote sensing monitoring, scientific research, and emergency services for water and drought disasters in Hulunbuir lakes, rivers, reservoirs, and water bodies. This standard will be implemented from December 13th.
6. Regional standard for rural black and odorous water treatment in six central provinces of Henan Province (DB41/T 60002-2023)
The Henan Provincial Administration for Market Regulation has officially released the technical specifications for the treatment of rural black and odorous water bodies in the six central provinces. The new standards will be officially implemented from December 14, 2023, providing important standard basis and technical support for the treatment of rural living environment in the central region. The promulgation of the "Technical Standards for Governance" has made relatively systematic requirements in terms of the workflow of rural black and odorous water body governance, investigation methods for black and odorous water bodies, content of source control and pollution interception, selection of governance technologies, ecological restoration measures, operation and maintenance, and effect evaluation. It provides technical basis and reference for the governance of rural black and odorous water bodies in the six central provinces.
7. Henan Province Local Standard "Management Regulations for Ecological Restoration Projects" (DB41-T2501-2023)
The Regulations, combined with the actual situation of ecological protection and restoration projects in our province, stipulate the management process of ecological restoration projects, as well as the main contents of various procedures such as project initiation, exploration and design, implementation, completion acceptance, achievement management, and fund utilization management. Applicable to comprehensive management of mountains, rivers, forests, fields, lakes, grasslands, and sands supported by central and provincial finance, ecological restoration projects in mines, and basic ecological restoration investigation and evaluation projects. Ecological restoration projects carried out with other funds can refer to the execution. It will be officially implemented from December 14, 2023.
8. Technical Specification for Emergency and Reserve Water Source Management in Henan Province (DB41/T 2471-2023)
This document specifies the planning and layout, water quantity and quality, operation and scheduling, management and maintenance of emergency and backup water sources. This document is applicable to the management of emergency and backup water sources for urban centralized water supply. The management of emergency and backup water sources for township centralized water supply can be referred to and implemented. This standard will be implemented from December 14th.
9. Guidelines for Green Construction and Operation of Expressway Service Areas in Henan Province (DB41/T 2497-2023)
This document specifies the basic principles, green construction, and green operation of green construction and operation in highway service areas. This document is applicable to the construction, renovation, expansion, and special upgrading projects of highway service areas. The parking areas of highways, service areas of ordinary trunk highways, and stations can be referred to for implementation. This standard will be implemented from December 14th.
10. Evaluation Indicators for Forest Cities in Hunan Province (DB43/T 1315-2023)
This document specifies the requirements for the evaluation index system of forest network, forest health, ecological welfare, ecological culture, and organizational management in the construction of forest cities in Hunan Province. This document is applicable to the assessment and evaluation of county-level (county, city, district) forest urban construction in Hunan Province. The assessment and evaluation of forest urban construction can be used as a reference. This standard will be implemented from December 27th.
