The European Union will issue regulations on materials in contact with drinking water

The European Union will issue regulations related to contact materials for drinking water, aiming to establish a positive list of starting substances and components for manufacturing contact materials for drinking water, with the aim of setting the minimum hygiene requirements for the final materials or products in contact with drinking water in the EU.

In October 2023, the European Union released a draft for soliciting opinions on materials in contact with drinking water, which is the specific application rule of Directive (EU) 2020/2184 of the European Parliament and the European Council.

The draft aims to establish a positive list of starting substances and components for manufacturing materials in contact with drinking water, with the aim of establishing minimum hygiene requirements for final materials or products in contact with drinking water in the European Union.

 

The positive list in the draft includes four types of materials, namely organic materials, polymer materials, metal materials, cement-based materials, enamel, ceramics, and other inorganic materials.

✅ The starting substances used for the production of organic materials are listed in Tables 1 and 2 of Annex I.
✅ The components used for making metal materials are listed in Tables 1 and 2 in Annex II.
✅ The organic components used for producing cement-based materials are listed in Tables 2 and 3 in Annex III.
✅ The components used for producing enamel, ceramics, and other inorganic materials are listed in Table 1 of Annex IV.
❌ In addition, electrochemical materials or filtration media used for water treatment, such as sacrificial anode materials, filtration membranes, ion exchange resins, are not covered by this regulation.

 

In the preface of the draft, it is mentioned that under certain conditions, substances listed in the EU Food Contact Plastics (EU) No10/2011 List can be cited, but they still need to comply with the corresponding usage restrictions in plastic regulations.

At present, the draft has completed the solicitation stage, and it is expected that the European Commission will release further information in the first quarter of 2024.
