Singapore Energy Conservation Act revised to expand the scope of regulated products

The National Environment Agency of Singapore has issued the Energy Conservation (Regulated Products and Registered Suppliers) (Revised) Regulations 2023 and the Energy Conservation (Regulated Product Framework) (Revised) Directive 2023.
The National Environment Agency (NEA) of Singapore has released Energy Conservation (Regulated Goods and Registered Suppliers) Regulations 2023 [No. S 711] and Energy Conservation (Prescribed Regulated Goods) (Amendment) Order 2023 [No. S 710] on November 3, 2023.
This revision mainly focuses on the following parts:
Starting from April 1, 2024, it will be newly included in the following product categories:
Any single-phase portable integrated single duct air conditioner (portable air conditioner (PAC) with a cooling capacity of 12 kW or less;
T5 LFL lamp tube (linear dual ended fluorescent lamp without integrated ballast), with a diameter of 16 millimeters (currently 26 millimeters);
LED tubes: The control scope has been expanded from the original strip LED tubes that meet specific design requirements to cover all types of strip LED tubes (no longer limited to types that can directly replace T8 LFL without any internal modifications).
These new products must comply with the requirements of the 2012 Energy Conservation Act for regulated products, including registration, labeling, and minimum energy performance standards.
For refrigerators, this change will take effect from January 1, 2024, but for refrigerators imported or manufactured before January 1, 2024, a transition period until December 31, 2024 is allowed.
For LED lights and PAC air conditioners, this requirement applies from April 1, 2024, but there is a transitional period until March 31, 2025 to digest existing inventory imported or manufactured before April 1, 2024.
On March 10, 2023, the National Environment Agency of Singapore revised the Energy Conservation (Controlled Goods and Registered Suppliers) Ordinance and the Energy Conservation (Controlled Goods) Ordinance under the Energy Conservation Act (ECA).
Starting from April 1, 2024, all regulated lighting product ticket ratings will be consolidated into a single rating, as shown in the table below:
