The following four national ecological and environmental standards will be implemented from January 1, 2024.

 

HJ 87-2023 "Technical Guidelines for Environmental Impact Assessment - Civil Airport Construction Engineering"

In order to implement laws and regulations such as the Environmental Protection Law of the People's Republic of China, the Environmental Impact Assessment Law of the People's Republic of China, the Noise Pollution Prevention and Control Law of the People's Republic of China, and the Regulations on Environmental Protection Management of Construction Projects, standardize and guide the environmental impact assessment work of airport construction projects, prevent environmental pollution and ecological damage, this standard is formulated.

This standard combines the characteristics of airport construction, operation, and environmental impact to establish general principles, work procedures, content, methods, and technical requirements for environmental impact assessment of airport construction projects.

This standard is the first revision of the Technical Guidelines for Environmental Impact Assessment - Civil Airport Construction Engineering (HJ/T 87-2002). Compared with the original standard, the main revisions are as follows: improving normative reference documents; Added terminology and definitions; Added general provisions and improved work procedures; Refined environmental impact identification; Refined the evaluation level and scope judgment; Strengthening and improving the content and requirements of environmental status investigation, evaluation, and impact prediction analysis; Improved the requirements for environmental protection measures; Added requirements for environmental management and monitoring plans; Revised the content of the appendix and added a new appendix; The classification of environmental impact assessment categories and the preparation of environmental impact assessment outlines have been deleted. Appendix A of this standard is informative, while Appendix B to Appendix D are normative.

From the date of implementation of this standard, the Technical Guidelines for Environmental Impact Assessment - Civil Airport Construction Engineering (HJ/T 87-2002) shall be abolished.

 

 

HJ 349-2023 Technical Guidelines for Environmental Impact Assessment - Land Oil and Gas Development and Construction Projects

In order to implement laws and regulations such as the Environmental Protection Law of the People's Republic of China, the Environmental Impact Assessment Law of the People's Republic of China, the Regulations on Environmental Protection Management of Construction Projects, and the Regulations on Groundwater Management, standardize and guide the environmental impact assessment work of onshore oil and gas development and construction projects, prevent environmental pollution and ecological damage, this standard is formulated.

This standard combines the characteristics of onshore oil and gas development, operation, and environmental impact, and specifies the general principles, work procedures, content, methods, and technical requirements for environmental impact assessment of onshore oil and gas development and construction projects.

This standard is the first revision of the Technical Guidelines for Environmental Impact Assessment for Land Oil and Gas Development and Construction Projects (HJ/T 349-2007). Compared with the original standard, the main revised content is as follows: adding unconventional oil and gas development engineering content, block construction project evaluation content, engineering analysis and pollution source intensity accounting, soil environmental impact assessment, environmental protection measures during retirement period, etc; We have strengthened and improved the investigation of regional ecological, groundwater, soil and other environmental status, as well as the feasibility study of environmental protection measures; Revised and improved the total pollutant control and appendix requirements; Removed relevant content such as investigation and evaluation of social environment status, and requirements for the preparation of environmental impact assessment outline. Appendix A of this standard is a normative appendix, and Appendix B is an informative appendix.

From the date of implementation of this standard, the Technical Guidelines for Environmental Impact Assessment for Land Oil and Gas Development and Construction Projects (HJ/T 349-2007) shall be abolished.

 

 

HJ 1295-2023 "Technical Guidelines for Water Ecological Monitoring - Monitoring and Evaluation of Aquatic Organisms in Rivers (Trial)"

In order to implement the Environmental Protection Law of the People's Republic of China, the Water Pollution Prevention and Control Law of the People's Republic of China, the Yangtze River Protection Law of the People's Republic of China, and the Yellow River Protection Law of the People's Republic of China, prevent and control ecological environment pollution, improve ecological environment quality, and standardize the monitoring and evaluation of aquatic organisms in river aquatic monitoring, The Ministry of Ecology and Environment has formulated the ecological environment standard "Technical Guidelines for Water Ecological Monitoring and Evaluation of River Aquatic Organisms (Trial)" (HJ 1295-2023).

This standard specifies the technical content of the layout and frequency of aquatic organism monitoring points, monitoring methods, quality assurance and control, evaluation methods, etc. in the ecological monitoring of rivers (excluding estuaries). Appendix A to Appendix G of this standard are informative appendices.

HJ 1296-2023 "Technical Guidelines for Water Ecological Monitoring - Monitoring and Evaluation of Aquatic Organisms in Lakes and Reservoirs (Trial)"

In order to implement the Environmental Protection Law of the People's Republic of China, the Water Pollution Prevention and Control Law of the People's Republic of China, the Yangtze River Protection Law of the People's Republic of China, and the Yellow River Protection Law of the People's Republic of China, prevent and control ecological environment pollution, improve ecological environment quality, and standardize the monitoring and evaluation of aquatic organisms in the ecological monitoring of lakes and reservoirs, the Ecological Environment Monitoring Department and the Regulations and Standards Department of the Ministry of Ecology and Environment have organized the formulation of this standard.

This standard specifies the technical content of the layout and frequency of aquatic organism monitoring points, monitoring methods, quality assurance and control, and evaluation methods in the ecological monitoring of lakes and reservoirs. Appendix A to Appendix D of this standard are informative appendices.
