Comprehensive implementation of parallel testing for BIS electronic product certification in India!



Indian BIS certified electronic products can perform parallel testing in all aspects.

On January 9, 2024, BIS in India released parallel testing implementation guidelines for Compulsory Certification of Electronic Products (CRS), which includes all electronic products in the CRS catalog and will be permanently implemented. This means that electronic products can perform parallel testing in all aspects!



Previously, for electronic products, BIS, battery cells, components, and the entire machine had to be tested one by one. For example, after obtaining the original battery cell certificate, the battery could be tested. However, with the release of this parallel policy, all products can be submitted for testing at the same time, which means that the overall testing time will be greatly reduced. Although the testing process saves a lot of time and costs, the registration process still needs to be approved one by one, This will also save a lot of time for the final certificate acquisition.

This guide is essentially voluntary, and manufacturers can still choose to submit registration applications to BIS sequentially according to existing procedures.


Process Review

On December 16, 2022, BIS India released parallel testing implementation guidelines, with mobile phone products as a pilot project, including battery cells, batteries, and adapters. Pilot period: January 1, 2023 to June 30, 2023.

On June 12, 2023, BIS India decided to extend the execution time of the pilot project for parallel testing of mobile phone products by 6 months to December 31, 2023, taking into account the current situation of parallel testing of mobile phone products. At the same time, parallel testing pilot projects have added headphones, laptops, and tablets.

On January 9, 2024, BIS India will transform its pilot project into a permanent plan, expanding its product range to fully cover electronic and information technology goods.



01. How to operate the manufacturer specifically

Testing phase
1. All products that require registration with BIS-CRS can undergo parallel testing in BIS accredited laboratories;
2.In parallel testing, the laboratory will test the first component and issue a test report;
3.In the CDF of the second component, it is no longer necessary to write the R-num of the first component, only the laboratory name and test report number need to be mentioned;
4. If there are other components or final products in the future, this procedure will also be followed.


Registration stage

1. The Indian BIS Bureau will still complete the registration of components and final products in order.



2. Manufacturers need to bear the risks and responsibilities arising from parallel testing on their own

When submitting samples to the laboratory and registration applications to the BIS bureau, manufacturers need to make commitments covering the following requirements:
(1) The manufacturer will bear all risks in this program. If the test sample fails or an incomplete test report is submitted and rejected by the BIS bureau, the final decision shall be based on BIS;
(2) If the product belongs to the mandatory registration of BIS, the manufacturer should not supply/sell/manufacture products that have not been successfully registered in BIS;
(3) Manufacturers should update the CCL immediately after registering their products with BIS; as well as
(4) If the component is covered in BIS-CRS, each manufacturer will be responsible for using components with R-num.
(5) The manufacturer will bear the responsibility of linking all components with the final product.
