On February 1, 2024, the Japanese Ministry of Health, Labour, Economy, Industry, and Environment jointly released a revised draft of the Chemical Review Law, which mainly involves the management of perfluorooctanoic acid (PFOA) related substances, including their manufacturing, import, and use. At the same time, public opinions will be solicited, and the deadline for soliciting opinions is March 1, 2024.

 

 

Revision content:

(1) Designate the following substances as Class I specific chemical substances. Starting from the winter of 2024, the manufacture and import of the following chemical substances require permission, and in principle, aim to prohibit their manufacture and import in the future.

(3) Except for essential purposes, the use of PFOA isomers, their salts, and PFOA related compounds is prohibited.

3,3,4,4,5,5,6,6,7,7,8,8,9,9,10,10,10-heptanyl perfluorodecyl alcohol (also known as 8:2 perfluorodecyl alcohol) In order to manufacture invasive and implantable medical devices, 8:2 perfluoroethylene specific methanol (8:2 FTOH) is used in the production of perfluorooctyl ethoxypropyl methacrylate (PFMA)

 

(4) Fire extinguishers, extinguishing agents for fire extinguishers and foam extinguishing agents that use PFOA related substances must comply with the technical standards specified separately to ensure their safety.
