ECHA has an obligation to regularly recommend substances from the candidate list to the committee for inclusion in the authorized list. Before submitting its suggestions to the European Commission, the opinions received during the three-month consultation period and those of the member state committees will be considered.

 

Once the official authorization list is officially released, the date of sunset and the latest application date will be given. Enterprises will decide their export strategy to the EU based on this date, and decide whether to submit authorization before the latest application date to ensure that exports are not affected, or completely abandon the EU market after sunset.

02. Proposed updates for dibutyl phthalate:

According to the proposed updates, new application and exemption provisions will be implemented for Regulation (EC) 1935/2004 on food contact materials, as well as Directive 90/385/EEC, 93/42/EEC, 98/79/EC on medical devices, and Regulations 2017/745 and 2017/746. The latest application date for the products involved in the above regulations and directives is set within 18 months after the official implementation of the regulations. In addition, the exemption period for related products will expire 36 months after the regulations come into effect, at which time all products must comply with the new regulatory requirements.
