On March 12, 2024, the National Health Commission and the State Administration for Market Regulation jointly issued Announcement No. 1 of 2024, issuing 47 new national food safety standards and 6 modification orders. Among them, 2 standards involve food contact materials, including 1 product standard (adhesive) and 1 method standard (determination of solvent residue). GB 4806.15-2024 "National Food Safety Standard - Adhesives for Food Contact Materials and Products" is the first special standard for food contact adhesives in China, filling the control gap for such products in the market.

The official implementation date of this standard is February 8, 2025.

02 Standard technical requirements and testing methods

In terms of standard technical requirements, it mainly targets sensory requirements and lists corresponding limit requirements and corresponding testing method standards.

Attention:
1. Applicable only to adhesive layers used in direct contact with food; The adhesive layer used for indirect contact with food shall comply with the relevant national food safety standards for direct contact with food.
2. Only applicable to adhesives containing aromatic polyurethane and other adhesives that may produce aromatic primary amines. After the curing reaction of the adhesive is completed, the migration amount of aromatic primary amines should be tested on food contact materials and finished products. The migration limits of aromatic primary amines are specified in Appendix A, Appendix B, GB9685, and relevant announcements, and their limits shall be implemented in accordance with relevant regulations.

03 Main control requirements for adhesives used in food contact

Classification management of adhesives
According to whether it comes into direct contact with food, it can be divided into two categories: adhesives for direct contact with food and adhesives for indirect contact with food. Both must meet the basic requirements of GB 4806.1, and enterprises need to pay attention to reducing usage and residual levels to achieve full chain risk control.

Requirements for raw materials of adhesives

1. Direct contact and indirect contact have different risks, and different control modes are adopted for basic raw materials. Please refer to Appendix A and Appendix B of the standard for the allowed basic raw materials and usage requirements.
2. Direct contact with the basic raw materials of the adhesive is more stringent, and only the substances listed and announced in Appendix A can be used. Indirect contact can be made using Appendix B and other substances that have undergone safety assessments. The basic raw materials in direct contact can be used for indirect contact.
3. In addition, the additives used in the adhesive must meet the requirements of GB 9685 and the announcement.

Specific migration, maximum residual amount

The specific migration amount, maximum residual amount, and other requirements need to be determined by consulting the Appendix of GB 4806.15 and GB 9685 standards in combination with the formula ingredients.
