The new national standard: Classification and Labeling Specification for Chemicals Part 31 will be implemented from June 1st!

The national standard "Classification and Labeling of Chemicals Part 31: Warning Signs for Chemical Workplace" (GB/T 30000.31-2023) was officially released on November 27, 2023, and will be officially implemented on June 1, 2024.

As part 31 of GB 30000 "Specification for Classification and Labelling of Chemicals", it is consistent with the technical content related to the United Nations "Globally Harmonized System of Classification and Labelling of Chemicals" (GHS) (9th revised version).

The promulgation of this standard aims to ensure the safety of personnel in the workplace and provide necessary information and guidance to reduce the occurrence of accidents and injuries. These signs can alert people to potential dangers and take appropriate preventive and protective measures.

In order to better implement GB/T 30000.31-2023, China has also made clear provisions in corresponding regulations:

01 Safety Production Law of the People's Republic of China
      Article 35 Production and business units shall set up obvious safety warning signs on production and business premises and related facilities and equipment with significant risk factors.

02 Regulations on the Safety Management of Hazardous Chemicals
      Article 20 Units that produce and store hazardous chemicals shall set up obvious safety warning signs on their workplaces, safety facilities, and equipment.

❅ Reminder: In addition to the physical and chemical characteristics and preventive measures pictograms, the above elements of warning signs in chemical workplaces are also elements of chemical safety labels, but there are differences in detail requirements.

In addition, this standard also specifies the requirements for the production and application of warning signs in chemical workplaces, including color, font, size, printing requirements, setting position, setting method, setting height, etc.

After the release of this standard, enterprises should set up warning signs for chemical workplaces according to the standard requirements before June 1, 2024, otherwise they will face relevant penalties. The specific basis and punishment measures are as follows:
 

01 Safety Production Law of the People's Republic of China

Article 99: If a production and operation unit commits any of the following acts, it shall be ordered to make corrections within a specified period of time and fined not more than 50000 yuan; Those who fail to make corrections within the prescribed time limit shall be fined not less than 50000 yuan but not more than 200000 yuan, and their directly responsible supervisors and other directly responsible personnel shall be fined not less than 10000 yuan but not more than 20000 yuan; Those with serious circumstances shall be ordered to suspend production and business for rectification; If a crime is constituted, criminal responsibility shall be pursued in accordance with the relevant provisions of the Criminal Law:
(1) Failure to set up obvious safety warning signs on production and business premises and related facilities and equipment with significant risk factors;
 

02 Regulations on the Safety Management of Hazardous Chemicals

Article 78: If any of the following situations occur, the safety production supervision and management department shall order correction and may impose a fine of no more than 50000 yuan; Those who refuse to make corrections shall be fined between 50000 yuan and 100000 yuan; Those with serious circumstances shall be ordered to suspend production and business for rectification:
(8) Units that produce and store hazardous chemicals have not set up obvious safety warning signs on their workplaces, safety facilities, and equipment, or have not set up communication and alarm devices in their workplaces;

Setting up warning signs for chemical workplaces is a necessary measure for enterprises to ensure the safe operation of workplaces and reduce personnel injuries. Enterprises should comply with the requirements.
In addition, enterprises that have already set up warning signs for chemical workplaces in accordance with the 2013 Specification for Safety Warning Signs for Chemical Workplaces AQ3047-2013 can update them according to the recommended standard GB/T 30000.31.
