The Guangdong Province's "Emission Standards for Oil Fume Pollutants in the Catering Industry" are coming!

In order to reduce the emissions of atmospheric pollutants from the catering industry and improve the quality of the atmospheric environment, Guangdong Province has formulated a local standard, the "Emission Standard for Oil Fume Pollutants in the Catering Industry". The concentration limit for oil fume emissions has been tightened, the concentration limit for non methane total hydrocarbon emissions has been added, the operation and maintenance requirements for oil fume pollutant purification facilities have been clarified, and the removal efficiency requirements for oil fume purification facilities have been removed.
In order to reduce the emissions of atmospheric pollutants from the catering industry and improve the quality of the atmospheric environment, the Guangdong Provincial Department of Ecology and Environment has organized relevant units to prepare the local standard "Emission Standard for Oil Fume Pollutants from the Catering Industry" (draft for review). The deadline for feedback is before July 24th.
This document specifies the emission control requirements, monitoring, and supervision management requirements for cooking fumes and non methane total hydrocarbons in catering service units.
This document is applicable to the management of oil fume and non methane total hydrocarbon emissions from existing and newly built catering service units in urban built-up areas.
Non operating staff canteens within units that emit oil fume pollutants shall be executed in accordance with this document.
Compared to the current national standard, the changes in local standards in Guangdong Province include:
1. Catering service units, oil fume, and standard status are defined according to the original standards;
2. To coordinate with the Air Pollution Prevention and Control Law and other documents, unorganized emissions have been redefined;
3. Due to the control of VOCs emitted from oil fumes in this standard, the definition of non methane total hydrocarbons has been added;
4. In order to promote the smooth implementation of the document in a gradual, systematic, and planned manner, catering service units will be gradually controlled in stages based on their construction and operation, and two terms, existing catering service units and new catering service units, have been added;
5. In order to distinguish general facilities and standardize the operation and maintenance management of facilities related to the purification of oil fume pollutants, the definition of oil fume pollutant purification facilities has been added;
6. In order to coordinate with GB 35848-2018 Commercial Gas Combustion Appliances, the definition of rated heat load has been added;
7. As the concept of pollutant removal efficiency is well-known and not ambiguous, this standard defines the removal efficiency of pollutants.
Pollutant emission control requirements:
According to the Guangdong Province "Emission Standards for Cooking Fume Pollutants in the Catering Industry (Draft for Review)", the emission limits for cooking fumes and non methane total hydrocarbons from catering service units are:
The maximum allowable emission concentration of oil fume: 1.2mg/m ³ for small catering service units, 1.0mg/m ³ for medium and large catering service units;
The maximum allowable emission concentration of non methane total hydrocarbons is 10.0mg/m ³ for medium and large catering service units.
4.2 Measures Control Requirements
4.2.1 Catering service units should install gas collection hoods above processing facilities such as stoves, steamers, and ovens that generate oil fume pollutants. The projection surface of the hood should be greater than the stove surface. Simultaneously install adaptive exhaust pipes, oil fume pollutant purification facilities, and exhaust fans to ensure normal operation.
4.2.2 The purification facilities for oil fume pollutants should be linked with exhaust fans, and should be opened throughout the cooking process. The purification facilities should operate normally. Require maintenance and upkeep, clean, maintain or replace materials at least once a quarter, and keep records. Keep a ledger for one year for future reference.
Before the oil fume pollutants are discharged into the public flue, they should be treated separately to meet the standard, and the exhaust pipe outlet should be oriented away from buildings that are easily affected.
Compared to the current national standard "Emission Standard for Cooking Fume (Trial)" (GB18483-2001) with a limit of 2.0mg/m ³ for oil fume emissions, the local standard in Guangdong Province has tightened the concentration limit for oil fume emissions, added a limit for non methane total hydrocarbon emissions, clarified the requirements for preventive control of oil fume pollutants, and removed the requirement for the removal efficiency of oil fume purification facilities.
