EU proposes to include UV-328 in POPs regulations

The EU proposes to include UV-328 in POPs regulations, which is commonly used as a UV absorber in plastics, rubber, resins, personal care products, and coatings.

On July 30, 2024, the European Commission released a revised draft of the POPs Regulation (EU) 2019/1021, proposing to include UV-328 in Annex I of the POPs Regulation for control. The draft will be publicly solicited for comments from July 30, 2024 to August 27, 2024. If the proposal is adopted, the European Commission will issue revised EU POPs regulations to include UV-328 in the list of banned substances for control.

 

The draft proposes to add the following entry to Part A of Annex I of the EU POPs Regulation:

For the purpose of this article, point (b) of Article 4 (1) applies to substances, mixtures, or articles with a concentration of UV-328 ≤ 1 mg/kg (0.0001%).

2. Considering exemptions, items containing UV-328 should be allowed to be placed on the market, and items containing UV-328 should be allowed to be used for the following purposes:

(a) Land motor vehicles, until February 26, 2030;

(b) Mechanical separator in blood collection tube, until February 26, 2030;

(c) Cellulose triacetate film in polarizer, until February 26, 2030;

(d) Photographic paper, until February 26, 2030.

(e) Spare parts for any of the following devices:

(i) Land motor vehicles;

(ii) Fixed industrial machinery used in agriculture, forestry, and construction;

(iii) LCD displays in instruments used for non-medical analysis, measurement, control, monitoring, testing, production, and inspection;

The above equipment is used for the first time in production until its service life ends or until 2044 (whichever comes first)

(f) Spare parts for any of the following equipment:

(i) LCD displays in devices within the scope of EU regulations 2017/745 and 2017/746;

(ii) LCD displays used in instruments for analysis, measurement, control, testing, production, and inspection.

The above-mentioned equipment was first used with UV-328 in production until the end of their service life.

Items containing UV-328 that have been used in the EU on or before the expiration date specified in paragraphs 2 (a) to (f) may continue to be used.

 

 

UV-328 application

UV-328 is often used as a UV absorber to protect surfaces from discoloration and degradation under UV radiation. It is typically added to plastic packaging to prevent harmful UV radiation and is also added to products to reduce fading and inhibit corrosion. It is widely used in plastics, rubber, resins, personal care products, and coatings.
