At least once a month, the odor pollutants in the landfill area should be monitored. The new version of the "Pollution Control Standards for Domestic Waste Landfills" will be implemented on September 1, 2024

The Ministry of Ecology and Environment has released the "Pollution Control Standards for Landfills of Domestic Waste" GB16889-2024, which will be implemented from September 1, 2024, replacing the old version. The new standards strengthen pollution control requirements, including methane utilization, leachate treatment, and waste entry regulations, and clarify requirements for landfill operation, closure, and post management.

The Ministry of Ecology and Environment has released the national standard "Pollution Control Standards for Landfills of Domestic Waste" (GB 16889-2024), which will come into effect on September 1, 2024. From the date of implementation, the original 2008 version of GB 16889 will be automatically abolished. This important standard specification, which has been revised in response to industry development and changes for 16 years, will continue to guide the industry with a new look.

Compared to the previous version, the main contents of this revision include:

——Improved the design and construction requirements for the basic facilities of domestic waste landfill sites;

——Increased low-carbon operational requirements for methane utilization and emission reduction in municipal solid waste landfills;

——Adjusted the technical requirements for leachate entering the centralized sewage treatment facility for treatment;

——Clarify the management requirements for the entry and landfill of municipal solid waste incineration fly ash;

——Refined the pollution control requirements for the operation, closure, and later maintenance and management of domestic waste landfills;

——Increased technical requirements for the development and utilization of landfill land for household waste.

As early as February 2022, the "Standard for Pollution Control of Landfills for Municipal Solid Waste" (GB 16889-2024) was publicly solicited for public opinions. The draft for soliciting opinions clearly stated that "the concentrated liquid generated by leachate should be disposed of separately and should not be refilled into landfills or enter sewage centralized treatment facilities". This regulation overturned the current commonly used landfill concentrated liquid treatment technology route, greatly squeezed the space for double membrane method and DTRO, and aroused high attention to non membrane method and leachate full volume treatment process in the market.

However, the official version of GB 16889-2024 has removed this provision. In sections 7.5 and 7.6, it is stipulated that "the stability of the landfill site should not be adversely affected. When the leachate discharge is not smooth and cannot meet the stability requirements, the leachate recharge should be immediately stopped." "Measures should be taken to reduce the impact of odorous gases during leachate recharge. Surface spraying and other surface recharge methods should not be used; when vertical shaft recharge or horizontal pipe recharge are used, measures should be taken to prevent the odor from escaping from the recharge well (pipe)

At the same time, in terms of waste entry, the new standards clarify which types of waste can be directly buried and which are prohibited. It is stipulated that incineration slag (excluding incineration fly ash), solid residues generated from composting, general industrial solid waste with properties similar to household waste, and solid waste generated from the recycling and utilization of decoration waste can be directly disposed of by landfill; However, untreated kitchen waste, feces, livestock and poultry breeding waste, electronic waste, etc. should not be buried in landfills.

Scope of application

This standard specifies the ecological environment protection requirements for the site selection, design, construction and acceptance, entry, operation, closure and post maintenance and management, pollutant emission control, monitoring, implementation and supervision of domestic waste landfill sites.

This standard is applicable to pollution control and supervision management during the construction, operation, closure, and later maintenance and management of newly built domestic waste landfills, as well as the issuance of pollutant discharge permits. This standard is applicable to pollution control and supervision management during the operation, closure, and later maintenance and management of existing domestic waste landfills.
