The pollution discharge permit system has undergone significant reforms, and the "Implementation Plan for Fully Implementing the Pollution Discharge Permit System" has been released

The Ministry of Ecology and Environment has issued the "Implementation Plan for the Comprehensive Implementation of the Pollutant Discharge Permit System", anchoring the goal of the comprehensive implementation of the pollutant discharge permit system reform, deepening the reform of the pollutant discharge permit system, implementing the fixed pollution source supervision system with the pollutant discharge permit system as the core, realizing the "one certificate" management of fixed pollution sources, continuously improving the modernization level of the ecological environment governance system and governance capacity, and helping to build a beautiful China.

In order to implement the spirit of the 20th National Congress of the Communist Party of China and the Third Plenary Session of the 20th Central Committee, and promote the comprehensive implementation of the pollutant discharge permit system, the Ministry of Ecology and Environment recently issued the "Implementation Plan for the Comprehensive Implementation of the Pollutant Discharge Permit System" (hereinafter referred to as the "Implementation Plan").

Reform work objectives

The Implementation Plan anchors the goal of comprehensively implementing the reform of the pollutant discharge permit system, and proposes phased reform goals from deepening the reform of the pollutant discharge permit system, implementing the fixed pollution source supervision system with the pollutant discharge permit system as the core, and comprehensively implementing the "one certificate" management of fixed pollution sources, in line with the comprehensive reform tasks proposed by the 20th National Congress of the Communist Party of China, implementing the requirements of implementing the core system reform proposed by the Third Plenary Session of the 20th Central Committee of the Communist Party of China, and putting forward phased reform work goals.

By 2025, fully complete the management of industrial noise and industrial solid waste discharge permits, and basically complete the management of marine engineering discharge permits; Develop and revise a batch of technical specifications for pollutant discharge permits, including methods for calculating pollutant emissions; Complete the integration of ecological environment statistics and pollutant discharge permits for industries such as thermal power, steel, and cement nationwide.

By 2027, the system of fixed pollution source discharge permits will be further improved, with all major pollutant emissions subject to permit control. The fixed pollution source supervision system centered on the discharge permit system will be implemented, and the "one certificate" management of discharge permits will be fully implemented. The full elements, linkage, and cycle management of fixed pollution source discharge permits will be basically achieved, and the effectiveness of the discharge permit system will be effectively exerted.

Key work tasks

The Implementation Plan benchmarks "comprehensiveness", focuses on the goal of improving ecological environment quality, highlights the control of pollutant emissions, promotes the comprehensive implementation of the pollutant discharge permit system, and proposes the following four key work tasks.

One is to continuously deepen the reform of the pollutant discharge permit system. Focusing on improving the legal and regulatory standard system, optimizing the management system of pollutant discharge permits, strengthening the management of pollutant discharge permits during and after the process, and ensuring the fight against pollution prevention and control, we will promote the inclusion of various environmental factors in pollutant discharge permit management in accordance with the law, and improve the quality and efficiency of pollutant discharge permits.

The second is to implement a fixed pollution source supervision system centered on the pollutant discharge permit system. Focusing on the control of pollutant emissions, promoting the further integration of multiple environmental management systems in depth and breadth, clarifying the connection path between environmental impact assessment, total control, self-monitoring, ecological environment statistics, environmental protection tax and pollution discharge permit system, actively exploring the connection between river (sea) discharge outlet setting, hazardous waste operation permit and pollution discharge permit system.

The third is to fully implement the "one certificate" management of fixed pollution sources. Focus on tripartite responsibility and promote the construction of an environmental governance responsibility system. At the level of pollutant discharge units, promote the construction of an environmental management system based on pollutant discharge permits; At the level of management departments, strengthen the joint supervision, resource sharing, and information exchange of pollutant discharge permits, environmental monitoring, and environmental law enforcement, and innovate information-based supervision methods; From the perspective of the general public, by promoting environmental compliance and integrity information sharing mechanisms, building an environmental credit supervision system, and safeguarding the public's right to supervision.

The fourth is to do a good job in the basic guarantee construction of pollutant discharge permits. By optimizing the national pollution discharge permit management information platform, strengthening organizational support and other measures, we aim to enhance the basic guarantee construction of pollution discharge permits, improve the standardization, intelligence and convenience level of the permit platform, and ensure the comprehensive implementation of the pollution discharge permit system.
