India releases eco label certification rules covering 17 major categories including appliances, food, cosmetics, etc

India's MOEFCC has released the "2024 Ecological Labeling Rules", which allow 17 categories of products such as electrical/electronic products to apply, subject to meeting environmental standards and obtaining BIS certification, with the addition of ISI logo. Application fee of 500 rupees, valid for 3 years. The Central Pollution Control Bureau and the Bureau of Indian Standards are responsible for supervision.
On October 1, 2024, the Ministry of Environment, Forests and Climate Change (MOEFCC) of India published the "Eco Mark Rules 2024" in the Indian Gazette, which came into effect on the same day.

The Ecomark certification in India belongs to the BIS product certification system, which implements the principle of voluntary certification, aiming to encourage consumers to adopt environmentally friendly products with less impact on the environment, and at the same time encourage manufacturers to turn to producing environmentally friendly products, promoting the development of green industries.
According to the annex of the 2024 Ecological Labeling Rules, there are currently 17 types of products that can apply for ecological labels, including electrical/electronic products, batteries, plastic products, building coatings and powder coatings, cosmetics, lubricants, soap and detergent, paper, food, packaging materials, food additives, wood substitutes, aerosol propellants, textiles, fire extinguishers, finished leather, and coconut fiber and its products.
1、 Certification conditions
The authentication object of ecological labels is environmentally friendly products that meet specific environmental standards such as resource consumption and environmental impact.
These products must first meet the product quality requirements of relevant Indian standards or Quality Control Orders (QCOs), obtain BIS certification, and comply with the environmental standards of the corresponding products in the attachment before applying for ecological label certification.
Products that have obtained ecological label certification should also have the ISI mark of product quality attached to the product.
2、 Certification application and fees
Manufacturers who wish to obtain ecological labels can submit applications to the Central Pollution Control Board, with each application only applicable to one product and its corresponding Indian standard specifications.
The validity period of the ecological label is 3 years or until the product certification conditions change (whichever is earlier).
The applicant manufacturer is required to pay a one-time application fee of 500 rupees (approximately 13 RMB) for each product, and bear the related testing and inspection costs. The cost of labeling is determined based on the annual production volume of the product.
After obtaining certification, the label holder is also required to pay an annual usage fee of 500 rupees.
3、 Use and supervision of labels
The Central Pollution Control Bureau will inspect and verify products that have obtained ecological label certification on its own or by designated registration agencies to ensure that the products meet the environmental standards set by the ecological label.
In addition, the Indian Bureau of Standards will also send inspectors to conduct irregular spot checks on production enterprises, including sampling for on-site and third-party testing, to ensure that the product meets BIS quality standards.
