Guangdong has released an air quality improvement plan, targeting areas such as the Pearl River Delta and Qingyuan, optimizing industrial, energy, and transportation structures, reducing atmospheric pollutants, and aiming to lower the annual average PM concentration to below 22 micrograms/m ³ by 2025, basically eliminating heavy pollution weather, and improving atmospheric environmental management capabilities.

On December 10, 2024, the General Office of the People's Government of Guangdong Province issued the "Action Plan for Continuous Improvement of Air Quality in Guangdong Province", which aims to deepen the optimization and adjustment of industrial structure, energy structure, and transportation structure in key areas such as the Pearl River Delta and Qingyuan City, strengthen the coordinated emission reduction of multiple pollutants and the prevention and control of non-point source pollution, enhance the joint prevention and control of air pollution, and improve the management capacity of atmospheric environment. The plan shall be implemented from the date of issuance and shall be valid for 5 years.

 

 

Goal: To basically eliminate heavy pollution weather

In order to implement the Notice of the State Council on Issuing the Action Plan for Continuous Improvement of Air Quality (Guofa [2023] No. 24), continue to deepen the battle to protect the blue sky, effectively safeguard the health of the people, and promote high-quality economic development through continuous improvement of air quality, Guangdong has formulated this action plan based on the actual situation of the province.

The action plan focuses on the Pearl River Delta regions such as Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen, Zhaoqing, and Qingyuan City. Excluding Longmen County in Huizhou City, Guangning County, Deqing County, Fengkai County, Huaiji County in Zhaoqing City, Lianshan Zhuang and Yao Autonomous County, Liannan Yao Autonomous County, Lianzhou City, and Yangshan County in Qingyuan City.

The plan specifies that by 2025, the annual average concentration of PM in the province will be controlled below 22 micrograms per cubic meter, and heavy pollution weather will be basically eliminated; The total emissions of major air pollutants continue to decline, achieving the national targets for reducing NOx and VOCs emissions. The annual average value of nitrogen dioxide (NO ₂) in Guangzhou and Foshan cities is controlled below 30 micrograms per cubic meter, while the annual average value of NO ₂ in Dongguan and Jiangmen cities is controlled below 26 micrograms per cubic meter, and other prefecture level cities are kept below the current concentration level.

 

Adjustment: Optimize the structure of industries, energy, and transportation

Strict new project access is required, and new or expanded petrochemical, chemical, coking, non-ferrous metal smelting, and flat glass projects should be located in industrial parks that are legally and compliantly established and have undergone planning and environmental impact assessments. Focusing on industries such as steel, cement, electrolytic aluminum, and flat glass, we will establish and document the investigation of energy consumption, environmental protection, safety, quality, and technology that do not meet standards, as well as the elimination and restriction of production capacity. We will refine and implement production capacity elimination tasks year by year.

Developing clean and low-carbon energy, by 2025, the proportion of non fossil energy consumption is expected to reach around 30%, with electricity accounting for about 40% of terminal energy consumption. Reasonably control coal consumption, gradually expand the scope of Class III (strict) high pollution fuel prohibition zones in the Pearl River Delta region, and expand the Class III prohibition zones in eastern, western, and northern Guangdong to urban built-up areas at or above the county level. Reduce industrial coal consumption, and in principle, no new coal-fired boilers will be built in the Pearl River Delta region.

Optimize and adjust the structure of passenger and freight transportation, vigorously develop multimodal transportation such as iron, rail, and water transportation, and continuously increase the proportion of railway passenger transportation volume in the total passenger transportation volume in the province. Promote the use of clean and low-carbon transportation and operation tools, and all newly added or updated buses in cities at or above the local level shall use electric vehicles or hydrogen fuel cell vehicles; All newly added or updated taxis and ride hailing services connected to platforms in the Pearl River Delta region will use new energy vehicles.

Strictly control motor vehicle emissions and achieve a remote sensing monitoring coverage rate of over 60% for diesel vehicles by the end of 2025; Organize remote sensing monitoring, supervision and inspection of motor vehicle emissions, and basically eliminate the phenomenon of motor vehicles emitting black smoke. Strengthen the comprehensive management of non road mobile machinery, and by 2025, basically eliminate the phenomenon of "black smoke" from non road mobile machinery and railway diesel locomotives.

 

Prevention and control: achieving root cause tracing of air pollution

The plan points out that industrial solid waste, household waste, etc. should be treated and disposed of in accordance with relevant laws, regulations, standards, and technical specifications for solid waste pollution prevention and control. It is prohibited to arbitrarily make them into fuel rods, gasify them, or directly use them as fuel for combustion in industrial boilers, industrial furnaces, generator sets, and other equipment.

Comprehensive control of dust pollution, promotion of dust collection, mechanized wet cleaning operations, and full decoration delivery of newly built residential buildings in urban areas. Strengthen the control of catering fumes and odors, strictly manage the layout of catering service units near residential buildings, and adopt efficient fume purification facilities for catering service units that generate fumes. Buildings planning to open catering services should design and construct dedicated flues.

Enhance the monitoring and early warning capabilities of atmospheric environment, improve and operate the provincial atmospheric particulate matter chemical composition network and atmospheric photochemical assessment monitoring network, and achieve the normalization of atmospheric pollution tracing. Expand the scope of automatic monitoring of industrial pollution sources. For those who do not have the conditions to implement automatic monitoring of pollutant concentration, they should install working condition monitoring, electricity (energy) monitoring, video monitoring, etc. that can indirectly reflect the emission situation. By 2025, all gas stations with an annual sales volume of over (including) 2000 tons of gasoline will be equipped with automatic monitoring facilities for oil and gas recovery and connected to the ecological environment department.
