ISO releases revised draft of ISO 14001 standard

The International Organization for Standardization (ISO) has released a revised draft of the ISO 14001 standard.

The International Organization for Standardization (ISO) has registered a revised draft of the environmental management system standard ISO 14001. However, it should be noted that this document has not yet become an official draft international standard (DIS). The currently registered draft, although listed as the DIS version, still needs to go through a 12 week voting period. The final voting result is still uncertain: if a consensus is reached, the draft will be officially upgraded to DIS; If further modifications are required, they need to be returned to the technical committee for revision. The final version of ISO 14001 standard is expected to be released in January 2026.

Main revision content

The draft revision of ISO 14001 focuses on improving the clarity, consistency, and compatibility with other ISO management system standards. Key revisions include:

Consistent with ISO Coordination Architecture (HS): adopting the latest HS framework to ensure consistency among management system standards;

Enhance clarity of terms: optimize wording through textual revisions and add annotations to improve consistency of understanding;

Appendix A provides detailed guidance: Provide extended explanations for key themes and clarify the requirements for standard implementation;

Strengthen climate change considerations: Clearly include climate change elements in clause 4.1 (Understanding Organizational Environment), highlighting the importance of environmental risks and external factors;

Stakeholder example explanation: Maintain coordination with ISO 9001 and add a note in clause 4.2 (Understanding Stakeholder Needs and Expectations) to explain the scope of stakeholders;

Supplement from a lifecycle perspective: Add a note to clause 6.1.2 (Environmental Factors) to provide guidance on lifecycle applications;

Planning architecture adjustment: The original clause 6.1.4 (Planning Measures) will be renamed as "Risks and Opportunities", and a new clause 6.1.5 (Planning Measures) is proposed to be added;

New Change Management Clause: Add Clause 6.3 (Change Planning and Management), emphasizing the requirements for structured change management in the environmental management system;

Strengthen operational control: In clause 8.1 (Operational Planning and Control), it is explicitly required that the organization must control or influence outsourced processes/products/services related to the environmental management system, and define the control methods and degrees in the system documents;

Management review structure adjustment: Split clause 9.3 (Management Review) into three sub clauses: 9.1 General Provisions, 9.2 Review Input, and 9.3 Review Output, to improve the clarity of the structure;

Simplified improvement clause: Delete clause 10.1 (General Provisions) in Chapter 10 (Improvement).

It should be noted that the above-mentioned revisions are still in the draft stage and require a 12 week voting process. All current terms have not been finalized - if consensus is reached, the revised content will be pushed forward with the DIS version; If modifications are required, return to the technical committee for revision.

The voting mechanism aims to collect opinions from stakeholders and ensure that the revised content of ISO 14001 standard complies with industry best practices and development needs. Before its official release, the standard content may still undergo further optimization and adjustment.

Transition schedule

After the official release of the standard (January 2026), the organization will have a transition period to complete the system update. Although the regular transition period for ISO management system standards can be up to three years, given the limited scope of this revision, the transition period may be shortened accordingly. The specific implementation details are expected to be announced in the spring of 2025.
