In order to implement laws and regulations such as the Nuclear Safety Law of the People's Republic of China and the Regulations on the Supervision and Administration of Safety of Civil Nuclear Facilities of the People's Republic of China, and to guide and regulate research reactor operating units in implementing the Regulations on Nuclear Safety Reporting for Research Reactor Operating Units, this guideline is formulated. This guide will come into effect on April 1, 2025.

 

2. Technical Specification for Ultra Low Emission Control of Sintering Waste Gas in the Iron and Steel Industry (HJ 1408-2024)

In order to implement laws and regulations such as the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention and Control Law of the People's Republic of China, prevent and control environmental pollution, improve ecological environment quality, and standardize the construction and operation management of ultra-low emission control projects for sintering waste gas in the steel industry, this standard is formulated. This standard specifies the technical requirements for the design, construction, acceptance, operation and maintenance of ultra-low emission control projects for sintering waste gas pollutants in the steel industry. This standard will be implemented from April 1, 2025.

 

3. Emission Standards for Coalbed Methane (Coal Mine Gas) (GB 21522-2024)

In order to implement the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention and Control Law of the People's Republic of China, strengthen methane emission control, actively respond to climate change, and improve ecological environment quality, this standard is formulated. On the premise of ensuring ventilation safety in coal mines, this standard specifies the extraction requirements, emission control requirements, monitoring requirements, implementation and supervision requirements for coalbed methane (coal mine gas). This standard will be implemented from April 1, 2025.

 

4. Technical Specifications for Pollution Control of Waste Salt Utilization and Disposal (Pesticide Industry) (HJ 1360-2024)

In order to implement laws and regulations such as the Environmental Protection Law of the People's Republic of China and the Solid Waste Pollution Prevention and Control Law of the People's Republic of China, prevent and control environmental pollution, improve ecological environment quality, regulate and guide the environmental management of the utilization and disposal of waste salt mainly composed of sodium chloride generated during pesticide production, this standard is formulated. This standard specifies the pollution control requirements, monitoring and environmental management requirements for the collection, storage, transportation, treatment, utilization and disposal of waste salt mainly composed of sodium chloride generated during pesticide production. This standard will be implemented from April 1, 2025.

 

5. Technical Specification for Harmless Disposal of Ozone Depleting Substances in Rotary Kilns (HJ 1382-2024)

In order to implement the Environmental Protection Law of the People's Republic of China, the Air Pollution Prevention and Control Law of the People's Republic of China, and the Regulations on the Management of Substances that Deplete the Ozone Layer, protect the ozone layer, prevent and control air pollution, improve the quality of the ecological environment, and standardize the harmless disposal of ozone depleting substances, this standard is formulated. This standard specifies the technical requirements for the reception, storage, and disposal of ozone depleting substances during the process of using rotary kiln incineration, as well as environmental monitoring and management requirements. This standard will be implemented from April 1, 2025.

 

6. Emission Standards for Air Pollutants in Coking Chemical Industry (GB 16171.1-2024)

In order to implement the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention and Control Law of the People's Republic of China, prevent and control environmental pollution, improve ecological environment quality, promote technological progress and sustainable development of the coking chemical industry, this standard is formulated. This standard specifies the requirements for air pollutant emission control, monitoring, and supervision management in the coking chemical industry. The discharge of water pollutants, noise, and odorous pollutants not specified in this standard by coking chemical industry enterprises or production facilities shall be subject to the corresponding national pollutant emission standards. The identification, treatment, and disposal of solid waste generated shall be subject to the corresponding national solid waste pollution control standards. Existing enterprises will implement air pollutant emission control in accordance with the provisions of this standard from January 1, 2027, and newly established enterprises will no longer implement the relevant provisions of the "Emission Standards for Pollutants in Coking Chemical Industry" (GB 16171-2012) from April 1, 2025. Each region may implement this standard in advance with the approval of the provincial people's government based on local ecological environment protection needs and economic and technological conditions.

 

7. Regulations on the Management of Public Safety Video and Image Information Systems

In order to standardize the management of public safety video and image information systems, maintain public safety, protect personal privacy and information rights, this regulation is formulated in accordance with relevant laws. The public safety video image information system referred to in the regulations refers to a system that collects, transmits, displays, and stores video image information in areas related to public safety by installing image acquisition equipment and related facilities in public places. This regulation shall come into effect on April 1, 2025.

 

8. Implementation Measures for the Regulations on Fair Competition Review

In order to ensure the implementation of the fair competition review system, these measures are formulated in accordance with the Anti Monopoly Law of the People's Republic of China and the Regulations on Fair Competition Review. Administrative agencies and organizations authorized by laws and regulations to manage public affairs shall conduct fair competition reviews in accordance with the law when drafting policies and measures related to the economic activities of operators. This method shall come into effect on April 20, 2025.

1. Catalogue of Construction Projects for Approval of Environmental Impact Assessment Documents by Shanxi Provincial Department of Ecology and Environment (2025 Edition)

The ecological environment bureau or administrative approval service management bureau of the prefecture level city should scientifically evaluate the environmental impact assessment capacity of the county-level approval department and the provincial-level development zone based on the "Provincial Catalogue (2025 Edition)" and the transfer of jurisdiction authority, adjust the approval authority of environmental impact assessment documents for construction projects outside the catalogue in a timely manner, and report to the people's government of the prefecture level city for approval and implementation. The preparation of environmental impact assessment report projects and confidential projects other than top secret ones shall be approved by the ecological environment bureau or administrative approval service management bureau of the prefecture level city, and approval authority shall not be delegated or entrusted. The Shanxi Transformation Comprehensive Reform Demonstration Zone enjoys the same authority as the district level environmental impact assessment approval department. This notice shall come into effect on April 1, 2025.

 

2. Shanghai Carbon Emission Management Measures

In order to standardize the management of carbon emissions in this city, strengthen the control of greenhouse gas emissions, actively and steadily promote carbon peak and carbon neutrality, promote green and low-carbon development of the economy and society, and advance the construction of ecological civilization, this method is formulated in accordance with relevant laws and regulations, combined with the actual situation of this city. This regulation applies to the management of local carbon emission quotas, voluntary reduction of greenhouse gas emissions, and related trading activities and their supervision and management in this city. This method shall come into effect on April 1, 2025.

 

3. Revised Plan for the Delimitation of Prohibited Livestock and Poultry Farming Areas in Shanghai

In order to strictly implement laws and regulations such as the Animal Husbandry Law of the People's Republic of China and the Regulations on the Prevention and Control of Pollution from Large scale Livestock and Poultry Breeding, scientifically and reasonably delineate the scope of the prohibited areas for livestock and poultry breeding in this city, this plan is formulated. Breeding farms with an annual inventory of 500 or more pigs, 100 or more cattle, 30000 or more poultry, and other livestock and poultry farms of considerable scale. This plan will be implemented from April 1, 2025 and will be valid until March 31, 2030.

 

4. Guidelines for Zero Carbon Building Evaluation in Shandong Province

In order to implement relevant national regulations and policies on carbon peak and carbon neutrality, improve energy efficiency, create a healthy and comfortable indoor environment, increase the proportion of renewable energy application in buildings, and guide buildings to gradually achieve low-carbon, near zero carbon, and zero carbon emissions, this guideline is formulated. This guideline shall come into effect on April 1, 2025.

 

5. Notice on Clarifying Matters Related to Change Management and Safety Review of Hazardous Chemical Construction Projects issued by the Emergency Management Department of Sichuan Province

The provisions of this notice regarding hazardous chemical enterprises apply to enterprises within the administrative region of Sichuan Province that need to obtain permits for the safe production, operation (excluding paper transactions), and use of hazardous chemicals, as well as chemical enterprises that produce hazardous chemicals. Other chemical and pharmaceutical enterprises may refer to them for implementation; The regulations on construction projects apply to new, renovated, and expanded construction projects for the production and storage of hazardous chemicals within the administrative area of Sichuan Province, as well as chemical construction projects accompanied by the production of hazardous chemicals. This notice shall come into effect on April 1, 2025, with a validity period of five years, and shall be interpreted by the Emergency Management Department.

This regulation applies to the prevention and control of dust pollution and its supervision and management within the administrative area of this city. This regulation shall come into effect on April 1, 2025.

 

8. Management Measures for Construction Waste in Zhoushan City

In order to strengthen the standardized management of construction waste in Zhoushan City, continuously improve the quality of living environment, and build a resource-saving and environmentally friendly society, this method is formulated in accordance with laws and regulations such as the Solid Waste Pollution Prevention and Control Law of the People's Republic of China and the Regulations on the Prevention and Control of Solid Waste Pollution in Zhejiang Province, combined with the actual situation of this city. The construction waste referred to in these measures refers to the abandoned soil, materials, and other solid waste generated during the construction, renovation, expansion, and demolition of various buildings, structures, pipelines, etc. by construction units and construction units, as well as during the decoration and renovation of residential buildings. This method shall come into effect on April 1, 2025.

 

9. Notice on the Announcement of the Starting Price and Market Benchmark Price of Mining Rights Transfer Revenue in Zhejiang Province

According to the Notice of the Ministry of Finance, the Ministry of Natural Resources, and the State Administration of Taxation on Issuing the Measures for the Collection of Mining Rights Transfer Income (Cai Zong [2023] No. 10), the Guiding Opinions of the Ministry of Natural Resources and the Ministry of Finance on Formulating the Starting Price Standards for Mining Rights Transfer Income (Natural Resources Development [2023] No. 166), and the Notice of the General Office of the Ministry of Natural Resources on Issuing the Guidelines for Formulating the Market Benchmark Price of Mining Rights Transfer Income (Natural Resources Office Letter [2023] No. 1905), the Provincial Department of Natural Resources and the Provincial Department of Finance have organized the formulation of the starting price standards and market benchmark prices for mining rights transfer income in Zhejiang Province. This notice shall come into effect on April 1, 2025.

 

10. Detailed Rules for Handling Fair Competition Review Reports in Zhejiang Province

In order to thoroughly implement the fair competition review system, standardize the handling of fair competition review reports, strengthen the supervision and guarantee of fair competition review, and in accordance with the "Regulations on Fair Competition Review", "Zhejiang Province Fair Competition Review Measures", "Rules for Handling Fair Competition Review Reports" and other regulations, these detailed rules are formulated. Any unit or individual may report policy measures suspected of violating the provisions of the Fair Competition Review Regulations through the Zhejiang Provincial Government Service Platform or directly to the market supervision and management department. These detailed rules shall come into effect on April 15, 2025.

 

11. Technical Guidelines for Clean Production Audit Evaluation and Acceptance in Shanxi Province (DB 14/T 3228-2025)

This document specifies the terminology and definitions, overall principles, clean production audit evaluation, and clean production audit acceptance for clean production audit evaluation and acceptance. This document is applicable for the evaluation and acceptance of clean production audits in Shanxi Province. This standard will be implemented from April 22, 2025.

This document provides guidance on risk control for the temporary non development and utilization of polluted land parcels, as well as suggestions for work procedures, preliminary preparation, delineation of control scope, control of remaining pollution sources, institutional control, environmental monitoring, engineering control, post management, and scheme preparation, and provides relevant information. This document is applicable to the risk control of polluted land parcels that are temporarily not developed or utilized in construction land. This document is not applicable to the risk control of radioactive contaminated land and pathogenic biological contaminated land. This standard will be implemented from April 22, 2025.
